Tanzanian-German Centre for Postgraduate Studies in Law (TGCL) at the Faculty of Law, University of Dar es Salaam, in cooperation with the University of Bayreuth

APPLICATIONS FOR 15 SCHOLARSHIPS AND ADMISSION TO LL.M. AND PH.D. PROGRAMMES

Applications are invited from candidates in East African community member states wishing to receive a scholarship and take part in the postgraduate study programme in law (LL.M. and Ph.D.) offered by the Tanzanian-German Centre for Postgraduate Studies in Law at the Faculty of Law, University of Dar es Salaam, in cooperation with the University of Bayreuth (TGCL). The purpose of the scholarships is to train future leaders in East Africa.

1. Scholarships

Scholarships will be granted to ten LL.M. students for a period of up to 18 months each, and to five Ph.D. students for a period of up to three years each, starting from 1st September 2009 (academic year 2009/10). The scholarships will enable the successful candidates to conduct their studies free of other obligations and to complete their study programme within a relatively short period of time. Funds will be provided by the German Academic Exchange Service (DAAD) and ‘Aktion Afrika’ of the German Foreign Office within the programme “Establishment of Centres of Excellence for Teaching and Research to Train Future Leaders in Sub-Saharan Africa”.

2. Curriculum

The TGCL postgraduate study programme will be conducted at the Faculty of Law, University of Dar es Salaam. In the 2009/10 academic year the candidates will pursue a taught LL.M. programme plus a dissertation with an East African regional or comparative perspective in the areas of Human Rights Law, Constitutional Law and Comparative Law. Ph.D. candidates will pursue their programme through thesis and will also attend courses prescribed for the programme. In addition to courses offered by members of the Faculty of Law, University of Dar es Salaam, there will be other courses offered by external scholars and practitioners. There will also be courses in German Law and the Law of the European Union, research methodology and theory, interdisciplinary approaches to law, writing skills, IT and German language. Students who excel will have the opportunity to participate in a one to three month summer academy in Bayreuth, Germany.

3. Regulations and Examination

The “General Regulations and Guidelines for Postgraduate Study Programmes” of the University of Dar es Salaam (Directorate of Postgraduate Studies) and those of the Faculty of Law for such programmes constitute the legal framework for the programme.

4. Admission Requirements

The requirements of admission to the LL.M. and Ph.D. programmes are those applicable at the Faculty of Law, University of Dar es Salaam, i.e. for the LL.M. programme a Bachelor degree in law (LL.B.) with a minimum GPA of 3.0 or its equivalent from a recognized institution of higher legal education, and for the Ph.D. programme an LL.M. degree from a recognized institution.

The application has to contain the following documents:
1.) a completed University of Dar es Salaam application form with all required attachments (www.udsm.ac.tz); if not available, to be requested from the contact address below. The required attachments include:

· the applicant’s curriculum vitae with clear evidence of the periods of legal and other relevant qualification

· photocopies of all relevant certificates

· a letter of motivation by the applicant

· three letters of recommendation (sealed and signed)

· photocopy of birth certificate

· two passport-size photographs

· a release letter from the employer (if employed)

2.) an application letter for scholarship

3.) in the case of Ph.D. candidates, a research proposal of up to three pages maximum.

The deadline for applications is 9th March 2009. Incomplete applications will not be considered. Candidates shortlisted for scholarship will be informed and be requested to appear for an oral interview.
