Program Officer, Somalia Job Vacancy: Norwegian Church Aid (NCA)

Position: Program Officer, Somalia
Reports to: Country Program Coordinator (CPC)
Duty Station: Nairobi, Kenya (with frequent travel to Somalia)
Period of Contract: One year with opportunity for extension

Purpose

The post holder will join a three-person team based in Nairobi, who together oversee the overall program in Somalia. The prospective candidates must be of good character and have the integrity and willingness to work and produce results in a dynamic environment. Specifically, the post holder must possess qualities of leadership in the design and implementation of
projects in a timely manner.

Background

NCA works for the attainment and full realization of peoples’ basic rights through the development of local capacities and initiatives. NCA’s program in Somalia has greatly expanded and includes emergency humanitarian interventions as well as long term development projects. NCA’s focus areas have been the Gedo region, the State of Puntland and in the Afgoye
corridor of Mogadishu.

Main Responsibilities:
  • Manage the implementation of projects, the teams in the Somalia field offices and the members of the team based in Nairobi that directly report to the post holder
  • Provide strong leadership in initiating project ideas and the development of high quality project proposals for donor funding
  • Ensure that quality reports, consistent with the overall strategy of NCA, are developed and submitted in good time.
  • Participate in Program planning and decision-making processes as may be required by the Country Program Coordinator
  • Represent the Country Program Coordinator in meetings and other functions as required
  • Initiate and coordinate plan for staff capacity development
  • Take a leading role in the development of Annual Operation Plans and in the formulation of management plans and country strategic plan
  • Ensure all projects are managed within the approved budget and according to NCA financial policy
  • Monitor field security situation and keep the CPC updated on developments
Job requirements:

Education: Masters Degree or equivalent in development studies or related fields
Experience: At least 5 years in senior and management positions within NGO working environment
Skills: Demonstrated skills in leadership, writing, facilitation & training and proficiency in the use of word processing, spreadsheet and internet.
Language: Excellent command of English and good spoken and written Somali language
