Monitoring and Evaluation Specialist Job Vacancy: EMACK

EMACK is an initiative of the Ministry of Education (MoE) made possible by the generous support of the American People through the United States Agency for International Development (USAID) and implemented in partnership with the Aga Khan Foundation (AKF).

The project seeks to improve access to quality education for children from marginalized populations in the Coast and North Eastern Provinces of Kenya. EMACK works with partners who include NGOs, CBOs and various levels of the Ministry of Education (National, Provincial, District and Zonal).

EMACK invites applications from suitable candidates for the position of: Monitoring and Evaluation Specialist

Based in Mombasa and with frequent travel to North Eastern Province, the Monitoring and Evaluation Specialist will be part of the EMACK core team and will have overall responsibility for the project’s monitoring and evaluation function.

Reporting to the EMACK Chief of Party, the post holder will provide technical leadership and support to the development of comprehensive performance monitoring plans by EMACK and her partners.

Key Responsibilities:
  • Managing the project performance monitoring and evaluation plan and the periodic refinement of performance indicators to ensure that objectives are practical, specific and cost-effective.
  • Managing and improving the project’s Management Information System using relevant computer software so as to ensure efficient and effective collection, entry and analysis of partner intervention data.
  • Oversee the measurement process from design of cost-effective data collection instruments to processing of information, analysis and dissemination of information;
  • Offer regular training to EMACK staff and partners on M & E to ensure that project experiences and lessons are used to improve performance and to inform the design of new programmes
Requirements:
  • Master’s degree in education, sociology, anthropology or related fields; qualitative and quantitative social research methods with minimum 3 to 5 years hands on experience in monitoring and evaluation in a busy working environment related to international development projects, preferably in the education sector.
Other essential requirements include: experience in setting up of project MIS and application of common statistical packages such as EPI INFO, SPSS and ACCESS; familiarity with the Kenyan education system, the operations of MOE and knowledge of USAID donor reporting requirements and monitoring systems; excellent problem solving, analytical and report writing skills ; willingness to work additional hours during critical implementation periods, demonstrated ability to manage multiple priorities and work effectively in a diverse team
environment.
