The World Bank is seeking a highly organized, energized and experienced professional, capable of operating effectively in a very demanding fast-paced environment to serve as a Public Financial Management Specialist on a one year Extended Term Consultant (ETC) appointment, renewable for another one year depending on satisfactory performance.
The consultant will be a key member of the World Bank’s task team which leads the dialogue with the Government of Sierra Leone (GoSL) and development partners on public financial management and related issues, and provides implementation support in respect of the Sierra Leone Integrated Public Financial Management Reform Project (IPFMRP).
Since 2002, the GoSL has made good progress in strengthening its public financial management framework and systems with support from the World Bank through the Institutional Reform and Capacity Building Project (IRCBP) and technical assistance from the European Commission (EC), UK Department for International Development (DFID), and the African Development Bank (ADB).
In order to build on the progress so far and to tackle these challenges, the GoSL has prepared a comprehensive program of public financial management (PFM) reforms which includes
(i) core PFM reforms;
(ii) strengthening of revenue administration; and
(iii) strengthening of external audit.
The World Bank together with the EC and DFID and with support from the ADB has prepared the Integrated Public Financial Management Reform Project (IPFMRP) to support the core PFM reforms of the government’s program with the objective of sustainably improving the credibility, control and transparency of fiscal and budget management.
The successful candidate will be a holder of a Masters Degree or higher qualification in a relevant field such as economics, accounting or public finance, with at least 8 years of direct relevant technical work experience.
In addition, s/he will have expertise and substantial experience in one or more key areas of public financial management, in particular budget management.
The candidate should have strong expertise and knowledge of institutional change, the challenges of policy reform and capacity development, particularly in Africa, and demonstrated leadership, project management and team working skills.
Experience in fragile states and knowledge of international development agency practices would be desirable. Fluency in English is required.
