The Parliamentary Service Commission is seeking to appoint a highly motivated professional to join the National Assembly in the following challenging position:

Responsible to the Clerk of the National Assembly for the smooth running of the Directorate of Finance and Accounting Services.

Responsible to the Clerk of the National Assembly for the smooth running of the Directorate of Finance and Accounting Services.
Duties and Responsibilities
- Coordination and Supervision of the entire Finance Directorate, i.e Accounting Department, Supplies Department and the Finance Department;
- Formulation, interpretation and application of Public Finance Accounting and Procurement Policies, Procedures, Rules and Regulations;
- Overall preparation of National Assembly Budget;
- Undertaking risk analysis and management of the budget of the Kenya National Assembly;
- Formulation of budgetary control measures to aid in the smooth budget implementation process;
- Planning, Monitoring and the Implementation of Parliamentary programmes and projects;
- Coordination of compilation of procurement plans for the Kenya National Assembly;
- Coordination of preparation of annual accounts for the National Assembly; and
- Coordination of Donor Funding for the National Assembly Projects.
Requirements for Appointment
- A Masters Degree in Business Administration (Finance Option) or a Master Degree in Economics or in any other Finance related subject from a recognized University and MUST also be in possession of CPA (K);
- Must have satisfactorily served as a Senior Principal Accounts Controller PSC 13 or Senior Principal Finance Officer PSC 13, in the Parliamentary Service or as a Chief Finance Officer Job Group R in the Civil Service or in a comparable position in the Private Sector for a minimum of five (5) years;
- Extensive practical experience in Public Sector Budgeting and Accounting for a period of not less than five (5) years;
- Must demonstrate outstanding capability, integrity and ability to handle finances;
- Must be mature, pro-active, and has strong capacity to handle staff matters;
- A good understanding of Public Procurement Act and regulations; and
- A good understanding of the Public Sector Accounting and Auditing Procedures.
