Operations Manager

Position   Operations Manager
Location  North Darfur, Sudan

        About RI:  Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, currently seeks an Operations Manager. 
        Position Summary:
        The Manager is responsible for the ongoing management, continuing development, and daily supervision of all administrative and operational functions under RI’s North Darfur program, which include: ensuring all departments comply with finance and HR field procedures, maintenance of all official country office records, administration of contracts, and management of procurement systems. The position is based in Khartoum, Sudan with 50 per cent of every month divided between RI’s North Darfur field offices in El Fasher and Kabkabiya to provide on-site support to field operations, attend RI team meetings, and interagency forums.  The duration of this position is 12 months, starting as soon as possible.  
ESSENTIAL RESPONSIBILITIES AND DUTIES:
  • Report to the Country Director and National Country Director with oversight and detailed hands-on management of all country operations and administrative systems.
  • Provide routine (daily, weekly, monthly, quarterly) monitoring and upgrade of all operations and administrative systems such that they comply with RI field procedures and RI Code of Conduct.
  • Provide the Country Director with immediate knowledge and analysis of any potential misconduct or gap in field procedures with regards to operations and administration policies.
  • Provide support to the Regional Finance Manager with regards to timely processing of all funds requests and contracts, ensuring their compliance with RI finance field procedures.
  • Manages all procurement requests made from program and support staff teams, ensuring their compliance with RI finance field procedures.
  • Provide support to the National Country Director with regards to timely processing of all national staff contracts to ensure they meet RI regulations and local labor laws; ensures that national staff HR and contractor files are up-to-date and accurate.
  • Maintain all RI electronic and hard copy systems for archiving/filing contracts, administrative documents, and personnel records.
  • Maintain all RI systems for signage, ensuring that the RI logo is portrayed per RI policy on flags, banners, stenciled signage, uniforms, stationery, etc.
  • Evaluate safety and functionality of all RI guest house and office compounds on a schedule established by the Country Office and Senior Management Team; provide timely improvements and ensures supply systems are maintained for RI guest house and office facilities within an approved budget and with full approval by the Country Office and Finance, per RI field procedures.
  • Evaluate safety and functionality of all RI rented and owned vehicles on a schedule established by the Country Office and Senior Management Team; ensure timely maintenance and ensures supply systems are maintained for RI rented and owned vehicles within an approved budget and with full approval by the Country Office and Finance, per RI field procedures.
  • Evaluate safety and functionality of all RI communications equipment on a schedule established by the Country Office and Senior Management Team; provide timely improvements and ensures supply systems are maintained for RI communications of all kinds within an approved budget and with full approval by the Country Office and Finance, per RI field procedures.
  • Maintain resource log on vendors utilized for local and regional procurements.
  • Manage the process of securing staff visas, work permits, travel permissions, etc. with the Government of Sudan; support RI in maintaining positive and fruitful relations with all government administrative and humanitarian affairs coordination offices.
  • Manage the process of securing all internal flights to/from RI offices for staff, ensuring that reservations and payments are conducted in accordance with RI field procedures.
  • He/She is one of the designated back-ups to the RI North Darfur Security Coordinator during R&R and other sanctioned breaks from the duty station; stay abreast of RI Safety and Security Policy and current Darfur events.
  • Support the RI Country Office with routine reviews of RI Sudan administrative and operations policies that lead to improved internal functionality and communications; ensure that all policy revisions, directives, memos are archived electronically and in hard copy.
  • Conduct him/herself and implements Operations activities with the utmost sensitivity for the safety and well-being of beneficiaries and national staff and with regard to the political context.
  • Provide capacity-building for national staff: technical support, organizing training, and preparing a training schedule for staff based in administrative support, human resources, and operations departments.
  • Manage all national operations staff contracts within RI regulations and local labor laws.
  • Support the RI team in providing quality services that meet Sphere and other international standards.
  • Review and write all operations and operations-inclusive reports, assessments, and research in consultation with the Senior Management Team, Country Office, and Headquarters.
  • Submit a weekly and quarterly report to the Country Office.
  • Participate as an active staff member on the North Darfur Senior Management Team, which includes collaborative oversight for program implementation, administration, operations, and communications.
  • Manage the operations sector budget and personnel in line with RI field procedures and Code of Conduct.
  • Stay abreast of the current events and best practices in the fields of humanitarian relief and development for operations.

QUALIFICATIONS & REQUIREMENTS :

  • Ability to live and work from within a remote post.
  • Understanding of the political and cultural context in Sudan and Eastern and Central Africa and a strong interest in working in the region
  • Significant (at least 2 years) experience working with an INGO in increasing positions of reporting and responsibility.
  • Experience (2 years) developing and implementing operations and administrative management activities for an INGO.
  • A degree in non-profit management, finance, international relations, human rights, economics, or related fields.
  • Demonstrated computer proficiency with MS Office at a minimum, QuickBooks skills an asset.
  • Demonstrated budgetary and financial management skills (must be able to provide an independently created financial report sample).
  • Demonstrated budget and expense management skills.
