1. Deputy Director (Finance & Administration)

Duties and Responsibilities

The Deputy Director (Finance & Administration) will be involved in planning and management, policy formulation and implementation of activities of the Kenya National Library Service.

The Deputy Director (Finance & Administration) will:
  • Deputize the Director
  • Implement all policies pertaining to Administration, Finance and Human Resources
  • Be responsible for Human Resources:
  • Recruitment, Staff Training and Development
  • Staff deployment
  • Staff assessment, motivation and discipline
  • Staff Welfare
  • Be responsible for Administration:
  • Implement Library policies and procedures and ensure adherence to the same
  • Coordinate and respond to legal issues affecting the Board
  • Develop and maintain Library Buildings according to standards
  • Oversee the security of library materials and equipment
  • Be responsible for all Financial matters:
  • Coordinate all matters pertaining to finance (Budget, Accounts, Payroll, and Procurement )
  • Oversee the preparation of organizations Financial and budget reports
  • Oversee and coordinate Performance Contract/Targets activities
Qualifications

This is a position with high responsibilities and applicants should have the following qualifications:
  • Masters degree in Business Administration/Economics or its equivalent from a recognized university, and demonstrated managerial capability in the management of administrative services in a large institution.
  • Certified Public Accountants (CPA K) or Certified Public Secretaries (CPS K) will be an added advantage
  • Proven experience in Financial Management and reforms
  • Should have proven ICT knowledge and have experience in Automated Financial Systems.
  • Be familiar with Kenya Government operational procedures.
  • At least 5 years experience at senior management level.
  • Be a valid member of at least one recognized professional body
2. Chief Human Resource Officer
(1 Post)

Duties and Responsibilities:

Will be responsible to the Chief Executive Officer for:
  • Heading the Human Resource department
  • Strategic Planning, Policy formulation and review and HR Quality Management Systems
  • Overseeing effective Performance Management.
  • Development and Capacity building of staff
  • Discipline, promotion of staff and Overseeing day to day operations of the Human Resource Department
  • Overseeing staff compensation and benefits
Qualifications:
  • A Masters Degree in Human Resource Management/Development or its equivalent or Masters Degree in Social Science from a recognized university.
  • At least three (3) years professional experience in Human Resource management at a senior level in a large organization with sizable workforce.
  • Literacy in ICT applications especially in Human Resource systems.
  • Familiar with Government procedures and wide experience in Performance Contracting.
  • Membership of Human Resource Professional body will be an added advantage.

3. Principal Accountant

Duties and Responsibilities:

Will be responsible to the Chief Executive Officer for:
  • Heading the finance department
  • Advising the Board on financial policies and procedures
  • Ensuring sound financial principles and controls
  • Overseeing the planning, designing, reviewing, coordinating, controlling and implementing proper accounting systems
  • Interpretation and implementation of financial policies
  • Preparation of budgets and budget controls
  • Overseeing day to day operations of the finance department
Qualifications:
  • A Bachelors Degree in Business Administration/Commerce or Business related field.
  • Fully Qualified Accountant with CPA (K) or ACCA
  • At least three (3) years post professional (attainment of CPA(K), ACCA) experience at a senior management level in a large organization
  • Literacy in ICT applications in financial and accounting systems
  • Familiar with Government accounting procedures
  • Membership of Institute of Certified Public Accountant ICPA (K)

4. Principal Supply Chain Officer
(1 Post)

Duties and Responsibilities:

Will be responsible to the Chief Executive Officer for:
  • Heading the Supply Chain department
  • Planning and Co-ordination of supplies management services:
  • Enforcement of regulations, systems and procedures;
  • Preparation of supplies estimates of expenditure and control of the supplies vote:
  • Initiation of procurement policy:
  • Supplies management instructions
  • Overseeing day to day operations of the supply Chain Department.
Qualifications:
  • Bachelor’s degree in supplies management or its equivalent from a recognized institution
  • Have served for at least three (3) years in a senior level in a large organization
  • Familiar with the Public Procurement and Disposal ACT and Procurement procedures
  • Literacy in Information applications in procurement/financial systems.
  • Be a registered member of a recognized procurement professional body
Requirements/Attributes:
  • High ethical standard and integrity
  • Shown a high administrative capability in the management procurement services
  • Demonstrated outstanding qualities of leadership, co-ordination and organization required at this level.
  • Strategy formulation and results oriented
5. Senior Accountant
(1 Post)

Duties and Responsibilities:

Will be responsible to the Principal Accountant for:
  • Organization and management of the accounting unit
  • Direction, control and co-ordination of both routine and non- routine accounting matters
  • Interpretation and implementation of financial policies
  • Budget controls
  • Management accounting and financial accounting.
Qualifications:
  • A Bachelors Degree in Business Administration/Commerce (accounting or finance option) or their equivalent.
  • Certified Public Accountant CPA (K) or ACCA
  • Served in a senior management position for a minimum period of three (3) years
  • Shown merit and ability as reflected in work performance and results
  • Proven experience in working with financial management systems
  • Familiar with Government accounting procedures
  • Membership of Institute of Certified Public Accountant ICPA (K)
