International Centre for AIDS Care and Treatment Programs (ICAP) - Kenya of Columbia University, Catholic Medical Mission Board and Christian Health Association of Kenya are working in a consortium in partnership with the Ministry of Health of Kenya to strengthen HIV Care and Treatment services at Provincial, District Hospital and Health Center Facilities in Nyanza Province.
This program is part of an US Government initiative against HIV in Kenya that receives funding from PEPFAR through Center for Diseases Control and Prevention (CDC).
POSITION TITLE: Program Director, Nyanza HIV Partnership (NHP)

OVERALL JOB FUNCTION:
The Program Director for NHP's HIV Care and Treatment Services is a key member of the senior technical in-country team with overall responsibility for the planning and implementation of the HIV Care and Treatment program in the Nyanza Province in Kenya providing leadership and overseeing all technical aspects and capacity building of administrative and health-related professionals within the program.
ESSENTIAL DUTIES:
- Oversee the planning, initiation and implementation of HIV Care and Treatment services including TB/HIV integration activities at supported sites in the Nyanza Province;
- Provide leadership and supervision and technical assistance to the NHP Multidisciplinary Team involved in HIV Care and Treatment service for the Nyanza Province;
- Develop technical capacity and transfer of technical expertise to government administrative officials and facility health care providers in the area of HIV care and treatment and TB;
- MD preferably with Masters in Public Health (MPH) or similar degree with clinical experience of HIV medicine;
- At least 5 years experience in HIV program planning, technical assist and project management;
- Familiarity with GOK health care programs.

OVERALL JOB FUNCTION:
The Monitoring and Evaluation Advisor will direct the Nyanza HIV Partnership's Monitoring and Evaluation (M&E) team and coordinate all routine M&E activities, public health evaluations, and knowledge management for the HIV Care and Treatment Programs in the Nyanza Province.
ESSENTIAL DUTIES:
- Overall coordination of routine M&E activities for HIV/AIDS care and treatment, TB/HIV, counseling and testing programs, palliative care and adherence activities at program sites.
- Oversee the development and implementation of sound data management and quality assurance procedures at site level;
- Ensure smooth flow of data from site to regional office to central office and to the ICAP/CU-New York MER Unit;
- Provide leadership for capacity building of district and facility teams to improve national M&E systems, use of data and timely reporting;
- A Masters level degree in public health, (international health, epidemiology, biostatistics, health services, maternal and child health) or any other relevant social science required . Medical degree is beneficial;
- At least 5 years professional experience planning, evaluating and implementing international health programs and/or program activities.;
- Excellent communication skills (verbal and written).
- High-level computer skills, including ability to rapidly process and analyze data using the following: MS Excel, MS Access, SPSS and/or SAS, and Epi-lnfo Windows;

The Finance and Administration Manager will oversee all financial and administrative functions of the HIV Care and Treatment program. He/she will organize, coordinate and monitor the clerical and administrative functions required to effectively implement the goals of the program.
ESSENTIAL DUTIES:
- Manage and regularly review all finance procedures to ensure efficiency and compliance to CDC and government rules and regulations that guide the NHP;
- Develop and monitor annual program budgets and proposal budgets;
- Ensure good and consistent cash flow management so that funds are available for all program activities;
- Review and monitor sub agreement expenditures, and ensure timely and accurate financial reporting to headquarters and donors;
- Oversee the administrative and finance components of establishing sub-agreements;
- CPA or equivalent Bachelor's degree or equivalent in accounting or finance preferred.

OVERALL JOB FUNCTION:
The Pharmacy Program Officer will provide technical assistance on best pharmacy practices and supply chain management to both facility-based pharmacy and drug dispensing providers and district and regional pharmacists throughout the NHP-supported sites throughout the Nyanza Province.
SPECIFIC DUTIES:
- Design and implement at supported facilities and districts improved processes for pharmaceutical supply chain management which include systems for estimation of needs, quantification and distribution of drugs
- Develop SOPs for dispensing ARVs and organize training for pharmacy providers at all supported Care and Treatment facilities on good pharmacy practices. SOPS will include Adherence counseling, ART adverse effect management and interactions;
- Work closely with PASCO, DHMTs in ensuring Nyanza Province supported sites receive a continuous flow of ARVs, drugs for opportunistic infections, STI drugs and supplies for counseling and testing and pMTCT;
- Build capacity of the PMO and DHMT pharmacists in supportive supervision of Care and Treatment sites and in the monitoring of the drug and logistics information flow at all facilities;
- Candidates should hold at least an advanced recognized Pharmacy Degree
- 3-5 years experience in working in HIV/AIDS Programs
- Knowledge and experience in the design, implementation and management of supply chain systems
- Computer skills including ability to use Word and MS Excel.

OVERALL JOB FUNCTION:
The Laboratory Program Officer provides technical support in the planning and implementation of laboratory services required for HIV prevention, care and treatment services within facilities supported by the Nyanza HIV Partnership in the Nyanza Province.
ESSENTIAL DUTIES:
- Planning and implementation of laboratory activities required for NHP-supported HIV/AIDS prevention, care and treatment programs in Kenya, including baseline laboratory assessments
- Provide technical assistance to facility-level laboratory personnel, including regular and systematic observation of laboratory testing procedures, and ongoing bench-level supportive supervision;
- Provide technical assistance to facility-level laboratory managers, including; establishing routine workflow; developing/refining SOPs, job aids, log books, and referral forms as needed; planning of lab activities, implement and monitor efficient documentation of laboratory results at the sites, as well as effective linkages between laboratory and clinical services;
- Supervise purchase and distribution of laboratory reagent , consumables and equipment.
- Assist in the implementation of quality management/quality assurance activities;
- Higher diploma in laboratory technology and a minimum of 3 years practical experience.

The Data Officer provides technical support in the planning and implementation of monitoring and evaluation (M & E) activities required for and HIV/AIDS care and treatment services within facilities supported by the Nyanza HIV Partnership in coordination with the Ministry of Health. The appointee will work closely with the in-country Monitoring and' Evaluation Advisor.
ESSENTIAL DUTIES:
- Assist in developing or refining M&E material including patient tracking forms, medication tracking forms, program indicators and data management systems as needed for use in supported facilities;
- Build the capacity of MOH and local government personnel to better implement M & E aspects of the National Care and Treatment Plan based on established national and international HIV/AIDS monitoring and evaluation guidelines.

The Adult Care and ART Program Officer's primary responsibility is to plan and coordinate implementation of the day-to-day activities of HIV care and treatment services at sites in Nyanza Province, in collaboration with Ministry of Health personnel.
ESSENTIAL DUTIES:
- Planning, initiation and implementation of HIV care and treatment services at the-supported sites;
- Coordinate training of site staff and provide on-going supervision and mentorship
- Oversee any renovations and repairs at program sites that affect HIV care and treatment services;
- Coordinate procurement of equipment and consumables that allows the successful running of the care and treatment services;
- Assist with the development and implementation of a community program services;
- Liaise with Ministry of Health and other government partners including the Provincial ART Officer and other stakeholders in coordinating implementation of the program and to ensure compliance to Ministry of Health guidelines;
- Assist in the preparation of budgets, work plans, reports and other technical papers;
- MD preferably with Masters in Public Health (MPH) or similar degree;
- 3+ years experience in program planning in a developing country setting;

The Adherence and Psychosocial Support Coordinator will provide technical support in the planning and implementation of adherence support activities required for HIV care and treatment services within supported facilities in coordination with the Ministry of Health.
ESSENTIAL DUTIES:
- Plan and oversee the initiation and implementation of adherence support at the supported facilities.
- Provide leadership in the design and coordination of the training activities in adherence support for health care workers, community health workers and PLWHA.
- To liaise with program officers to strengthen adherence and psychosocial support in facilities and ensure greater involvement of peer educators in adherence and psychosocial support of people living with HIV
- To strengthen patient tracing systems, medication tracking systems, program indicators and data management systems for patient tracing
- To assist in implementation of the tracing tools and tracing system as per SOP at all supported sites
- To work with the Ministry of Health (NASCOP) APS group in coordinating implementation of APS activities as per the National guidelines
- Higher Diploma/Diploma in Nursing/Epidemiology or related discipline, a degree in public health, social science an added advantage
