Programme Coordinator

Cordaid combines more than 90 years’ experience and expertise in emergency aid and structural poverty eradication. We are one of the biggest international development organisations with a network of almost a thousand partner organisations in 36 countries in Africa, Asia, Central and Eastern Europe and Latin America.

The counterpart organisations work on various themes, including health care, quality of urban life, access to markets and peace and conflict. Each year around 170 million euros is spent on initiatives in the South. Of that, over 30 million euros is available for emergency aid. A small part is spent in the Netherlands on lobby, public support and consciousness-raising.

For the Cordaid field office in El Daein, South Darfur, Sudan, Cordaid is looking for a Programme Coordinator.

Introduction

Cordaid currently has two main programmes in Darfur. A primary healthcare and nutrition programme for IDPs, nomads and resident population in four districts in the South-East of South Darfur in close cooperation with the health authorities of the concerning districts and a local NGO. In total some 100,000 Internally Displaced Persons and 200,000 host population are served through 15 basic health centers and community outreach work. In this programme the link between relief and development is central. Besides in the dry season a return programme for Dinka’s who like to return to Southern Sudan now the peace accord between North and South Sudan has been signed. This programme is implemented in coordination with the Cordaid office in Southern Sudan (Aweil). Besides these two programmes Cordaid can implement quick impact programmes based on need, expertise and available funds.

Position and responsibility

The Programme Coordinator will report to the Cordaid E&R Programme Officer in The Hague who is responsible for Darfur. The Programme Coordinator is the line manager for the members of the Cordaid Darfur management team (the Health Coordinator, the Administrator, the Logistics Coordinator and the Returnee Coordinator).

General objective of the posting

  • The management of Cordaid E&R programme in Darfur.
  • Managing the Cordaid team in Darfur.
  • Networking, Representation and Acquisition.

Specific objectives:

  • Representation of Cordaid towards Government, UN, Dutch Embassy, ACT-Caritas Programme, other INGOs, etc. in Darfur and Khartoum.
  • Strategy development for Cordaid E&R work in South Darfur, including policy development of the Cordaid health programme in South Darfur.
  • Human resources management (team management)
  • Overall responsible for the Management of the Cordaid projects, including:
  • Overall responsible for the proper implementation the Cordaid E&R Field Office Manual (administrative, financial and logistic procedures, including HRM manual).
  • Security Coordinator for the Cordaid Darfur team and for Cordaid seconded staff, consultants and Cordaid visitors working and travelling in Darfur and as such:
  • Acquisition of funds with institutional donors present in Sudan in close cooperation with the responsible programme officer in Cordaid The Hague.

Qualifications

  • Academic degree in health, business/public administration, social sciences or other subject related to international cooperation.
  • At least 5 years proven experience with project planning and implementation in relief, rehabilitation and/or development programmes, preferably also with ECHO-funded programmes.
  • At least 2 years proven experience with managing international and national staff
  • Experience in security management in complex conflict situations.
  • Experience in working with local NGOs and experience with Catholic church-based organisations preferably in Africa is an asset.
  • Interest in linking relief, rehabilitation and development especially in health and nutrition including working with a district health management system.
  • Excellent oral and written communication skills in English language.
  • Good management skills including human resource and financial management.
  • Analytical and problem solving mind.

Specifics of station

The Programme Coordinator will be based in El Daein, a district capital town with hospital, market, small airport and railway-station where representatives of around five other international organisations are stationed. He/she will have to travel regularly to Nyala (state capital) and sometimes to Khartoum for networking and acquisition.

Living and working conditions in El Daein

Other international organisations are present in El Daein. In Nyala approximately 70 international organisations have an office. Currently all expats of Cordaid Darfur are living in a guesthouse with shared cooking and sanitary facilities.

Safety and security is in Darfur an important issue, so this is under constant attention of Cordaid.

Malaria and other diseases are common in Sudan. This is a non-accompanied posting.

Contract information

The contract period is for 6 months starting a.s.a.ap., with the intention to extend for a longer period. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution and a holiday allowance.
