Programme Coordinator South Sudan

Cordaid combines more than 90 years’ experience and expertise in emergency aid and structural poverty eradication. We are one of the biggest international development organisations with a network of almost a thousand partner organisations in 36 countries in Africa, Asia, Central and Eastern Europe and Latin America.

The counterpart organisations work on various themes, including health care, quality of urban life, access to markets and peace and conflict. Each year around 170 million euros is spent on initiatives in the South. Of that, over 30 million euros is available for emergency aid. A small part is spent in the Netherlands on lobby, public support and consciousness-raising.

For our programmes in Northern Bahr El Ghazal, South Sudan, CORDAID is looking for a:

Programme Coordinator South Sudan

Introduction

Since 2005, Cordaid has become operational in Nyamlell, West Aweil County, Northern Bahr El Ghazal State. The major aim of the Cordaid programme in Northern Bahr El Ghazal is to establish a basic structure of social services in order to create a pull factor for voluntary returns as well as relief work for returnees originating from other parts of Sudan (among them many from Darfur). Currently, the programmes are focussed on North & West Aweil Counties. The programmes ongoing in 2008 are Water & sanitation, Food Aid, Support to public health services in the region and a number of emergency related projects in the field of transport (for returnees) and distribution.

Position

The Programme Coordinator is reporting to the concerning Senior Programme Officer within Cordaid in The Hague. He/she is responsible for and supervises all international, regional and national staff related to the programmes of Cordaid in Northern Bar El Ghazal. The actual size of Cordaid Nyamlell for 2008 is 100 staff members, of which 23 regional and expatriates.

General objective of the job

The general objective is to manage and develop the Cordaid programme for Northern Bar El Ghazal in accordance with prevailing policies of Cordaid in this regard.

Specific objectives

Programme management

  • Implement the medium-term policy for Cordaid interventions in Northern Bahr El Ghazal 2008 and contribute to the development of further policy for the Cordaid E&R support to Sudan.
  • Manage the planning, monitoring and evaluation of programmes in Northern Bar El Ghazal.
  • Responsible for financial administration and budget control of Cordaid field offices related to Northern Bahr El Ghazal programmes.
  • Responsible for financial and narrative reports of programmes under implementation.
  • Responsible for logistics and procurement of project assets.

Representation

  • Represent Cordaid in relevant Emergency & Rehabilitation fora.

Human resources and security management

  • Recruitment, selection, evaluation and dismissal of regional and national personnel.
  • Evaluation and advice on dismissal of expatriate staff.
  • Implementation of a national HR policy and staff regulations.
  • Training and development plan for local staff.
  • Implementation and adaptation of the existing security & evaluation plan.
  • Act as Cordaid security coordinator for Southern Sudan and related programme areas.


Qualifications

  • Academic degree in health, business/public administration, social sciences or other subject related to international cooperation.
  • At least 5 years experience with managing and monitoring rehabilitation programmes, preferably also with ECHO-funded programmes.
  • Experience in project planning and implementation.
  • Experience in working with local NGOs preferably in Africa.
  • Experience in reporting requirements of institutional donors.
  • Good management skills including human resource, financial and logistical management.
  • Experience with Catholic church-based organisations is an asset.
  • Experience with water and sanitation programmes and basic healthcare programmes is an asset.
  • Excellent oral and written communication skills in English language.

Specifics of station

The programme coordinator is based in Nyamlell.

Living conditions in Nyamlell /Gok Machar (working)

Nyamlell is a small traditional village in a remote, rural area. Accommodation is in the Cordaid compound, which offers basic facilities (all meals, electricity, internet, DSTV, however no mobile phone network, no running water). There is hardly any international community in Nyamlell. Entertainment, disco, bars are not available. Roads are accessible during dry season. There are flights to Aweil and Nyamlell airstrips, though sometimes irregular in the rainy season. Malaria and other diseases are endemic in Southern Sudan. This is a non-accompanied posting.

Contract Information

The contract period is for six months with a possibility for extension. We offer a salary according to PSO standards and a benefit package which include R&R, a comprehensive insurance cover, social security and pension contribution, holiday allowance, and accommodation allowance according to PSO conditions for expats.
