Senior Program Officer - Livelihoods Employment Opportunity

CARE International in Kenya is looking for a qualified candidate to fill the position of Senior Program Officer - Livelihoods with a bias on pastoralist livelihoods to support the Enhanced Livelihoods in the Mandera Triangle (ELMT) program.

ELMT objectives include: protecting livelihoods in emergency, diversification of livelihoods, supporting livestock based livelihoods, enhancing natural resources management, promoting peace building and providing a forum for pastoral voice in Northern Kenya policies.

Job Summary
The SPO's responsibilities will largely be in diversification of livelihoods though the position will also support the larger objectives of CARE Kenya's ELMT activities.

The SPO-Livelihoods will be based in Nairobi with 40% travel to Northern Kenya and will report to the Senior Sector Manager. The SPO will also work closely with the ELMT Program Manager and the ELMT Technical Advisor.

Key Responsibilities

Programme development. Lead in diversification of livelihoods for the target population including working with the program staff to support the beneficiaries in identifying alternative livelihoods. This will entail training and capacity building of both CARE and partners' staff as well as delivery of Business Development services (BDS) to partners.

Contract and manage consultants: In collaboration with the Senior Sector Manager, the SPO will provide support to develop in the recruitment of consultants for the various assignments and ensure quality deliverables on a number of projects including: research studies, evaluation/learning papers, and consultant support to livelihoods diversification process such as milk marketing, honey production.

Program Quality Enhancement & Report writing: In collaboration with the ELMT Monitoring, Learning and Evaluation Advisor and CARE Kenya M&E Specialist, support the development and staff use of practical monitoring forms and templates within the ELMT M&E framework. The position is responsible for compiling and editing the CARE Kenya quarterly report including CARE Kenya staff and sub grantee narrative submissions.

Networking and Liaison: Represent CARE in learning workshops and consortium partner meetings, forums and field site visits; feedback learning to ELMT field team.

Fund Raising: Support proposal and budget development for projects complementing or building on ELMT programming in pastoralist communities.

Required Qualifications/Skills

  • University degree in Economic Development, Development Studies, or relevant Social Science.
  • A minimum of 5 years technical and/or management support in an NGO preferred.
  • Successful candidate must have strong critical thinking & writing skills.
  • Excellent people management, problem solving and communications skills with a demonstrated ability to motivate teams and build relationships with stakeholders.
  • Facilitation/training skills and demonstrated experience in capacity building.
  • Experience working with pastoralist populations.
  • Experience in business development & marketing will be considered valuable.
  • Fluent in English.
