Team Leadership:
Providing tactical and strategic guidance and leadership to the citizen demand team to ensure organisational and programme objectives are met. Reviewing staff performance and building capacity of staff
Advisory/Capacity Building:
- Leading thinking on citizen demand in TI Kenya. Advising and technically supporting governance institutions in Kenya, donors and partner NGOs on strategy, implementation and monitoring of citizen demand programmes
- Managing TI Kenya current and new citizen demand Programmes;
- Managing Donor and services contracts: ensuring that contracts and grants design and implementation are in line with to TI Kenya policies and procedures (donor contracts, contracts with partners, memorandums of understanding with oversight and Governance institutions, contracts with consultants/service providers).
- Defining programme priorities and objectives. Communicating amongst all partners and staff to create mutual understanding and ownership. Overall responsibility for the development and outworking of implementation plans, work plans and schedules
- Provide management and supervisory support to project partners in the design, implementation, monitoring and evaluation of citizen demand programmes.
- Building the capacity of partners to develop and implement sound citizen demand programmes.
- Supporting partners to effectively contribute to the development of national policies/legislation and strategies and TI Kenya's citizen demand strategies.
- Developing links and sharing experiences with other stakeholders in order to promote the mainstreaming of transparency in their activities, policies and programmes
- Developing and reviewing TI Kenya citizen demand Strategy.
- Feeding into and supporting development of TI Kenya's strategy.
- Representing TI Kenya's strategic interest in citizen demand locally, nationally and internationally.
- Establishing and maintaining constructive working relations with Kenya governments and its institutions, other NGOs, UN agencies, bilateral and multilateral donors.
- Establishing and maintaining positive relationships with partner organizations and develop collaborative programme strategies as appropriate.
- Building the capacities of selected partner organizations, coordination with other TI chapters in Africa and within the movement.
- Collaborating with research institutions and institutions of higher learning on transparency, citizen demand and good governance.
- Creating structured opportunities to facilitate internal and partner learning for decision-making and influencing practice.
- Leading and guiding project monitoring, reviews and evaluations and ensure that learning is understood and disseminated within communities, among partners and within the organization.
- Developing good practice guidelines for partners on citizen demand.
- Develop resourcing strategies that effectively respond to long-term and short-term programme and organisational objectives.
- Identifying and securing bi-lateral / multi-lateral donor funding in accordance with budget targets and maintaining healthy project proposal pipeline.
- Promoting the integration of transparency and anti-corruption into donor agendas by undertaking donor research and developing and maintaining effective donor advocacy.
- Narrative and financial reporting internally, to donors, to governments and to partners.
Qualifications
Hold a graduate degree in a relevant social science discipline
Expertise
At least five (5) years experience in coordination of governance and/or policy programs with a specific emphasis
Reporting
This position reports to the Deputy Executive Director/Head of Programmes
Remuneration
Remuneration will be according to TI-Kenya salary scales and in line with competitive market rates.
