Kenyatta National Hospital intends to hire a consultant or a consulting firm under Kenyatta National Hospital, Aids Care and Treatment Services Project Budget to undertake the operations research evaluation on the HIV/AIDS Service Delivery program.

Objective
The objectives of the assignment are:-
- Establish the service delivery system in place and its match or mismatch with the program expectations.
- Evaluate the nature/performance of the existing service delivery system focusing specifically on its operations management component.
- Arising from No.B above, undertake a detailed and critical process analysis of the core components for service delivery operations function of the various HIV/AIDS projects. These include CCC, VCT, PMTCT, PSC, PIPS etc.
- Assess the user perception of the nature program's service delivery performance.
- Assess the provider's view on the existing services delivery operations management function in relation to its stated objectives.
- Evaluate effectiveness of the HIV/AIDS governance structure and its contribution on quality service delivery as envisaged in the KNH HIV/AIDS strategic plan (2005-2010)
- Assess the extent to which the strategic plan performance has addressed the program's objectives
- Advice corrective actions to take in light of the evidence from a-h taking cognizance of the strategic plan financing.
Scope
The project is meant to cover the CCC, VCT, PMTCT, PSC, PIPS and other service sites within the KNH-HIV related service provision network.
The project will involve holding meetings including a tasking meeting with the project focal person(s), review of source documents provided by the client to inform the evaluation process and tools development, development of primary data gathering tools, administration of the data gathering tool(s) to identified respondents, and in-depth interviews with key respondents (both staff and clients accessing services), the carrying out of limited audit of the available infrastructure/equipment/commodities for inherent fit to the intended service provision, etc.
The data gathered will be analyzed and a report issued, and shared with the relevant publics as specified by the TORs/client.

Interested consultants MUST provide all information below indicating their professional capability to undertake the consultancy.

Interested consultants MUST provide all information below indicating their professional capability to undertake the consultancy.
- Company or individual profile with details of the firm's or individuals capability of executing works of similar nature and magnitude.
- Audited financial statements for the last three (3) years.
- Proof of registration with relevant professional bodies
- Certified PIN, VAT and Tax Compliance certificates
- Certificate of firms registration
- Details of firm ownership/directorship with respective shareholding and details of citizenship.
- Physical location of the firm.
- Letter of reference for satisfactorily completed projects for the last ten (10) years from at least three clients
- Litigation History,
- Details of at least four key personnel and their academic, professional and work experience (attach copies of their curriculum vitae) in the following fields; Architecture, Biomedical Engineering, Quantity Surveying and Structural Engineering.
The applicants shall bear all costs associated with the preparation and submission of their documents and Kenyatta National Hospital will in no case be responsible or liable for those costs.
Expression of Interest documents should be submitted in plain sealed outer envelope enclosing separately sealed envelops (in 'Original' and 'Copy' properly bound) ALL, clearly marked KNH-Expression of Interest-Consultancy Services for HIV/AIDS service delivery program

Kenyatta National Hospital reserves the right to accept or reject any Expression of Interest either in whole or in part without giving reason for either rejection or acceptance.
