The Kenya Episcopal Conference - Catholic Secretariat, Catholic Health Commission of Kenya wishes to announce a vacant post of a Human Resources Advisor

Ref/HR/KEC/12/2009

The Catholic Health Commission of Kenya-K.E.C. represents, lobbys and advocates for 446 Kenya Episcopal Conference (KEC) afliate hospitals, health centers and dispensaries.

The Commission in conjunction with USAID supported Capacity Kenya seeks to recruit a HR advisor to support and provide strategic HR advice to the Catholic Health Commission and its afliate Health Units.

The incumbent will be expected to provide technical leadership in the development of HR strategies and systems.

Key Responsibilities
  • Support and coordinate the HRM capacity and planning efforts within the existing network of KEC afliated health facilities.
  • Provide technical assistance in formulating, implementing and reviewing HRM policies and standard operating procedures on recruitment, deployment and other HR areas.
  • Facilitate HRM staff training programs in line with staff development plans and needs based on specic KEC HR strategic objectives in consultation with the KEC HR team.
  • Work with national HR Information System (HRIS) and support the implementation of a HR computerized system for the KEC afliate health facilities.
  • Trouble shoot weaknesses in the HRM practice areas and work with afliate health units/hospital boards/ secretariat in providing solutions.
  • Conduct proactive HRM needs assessments with afliate health facilities and advise KEC - Catholic Health Commission on the appropriate strategies and approaches.
  • Represent KEC – Catholic Health Commission in sector-wide HR initiatives and discussion forums
  • Monitor and evaluate progress of various HR initiatives.
  • Coordinate the adoption, harmonization and customization of HRM related policies, guidelines and tools across the KEC afliate member health facilities.
  • Support the documentation of HRM best practices within KEC afliate health facilities network.
  • Together with the KEC – HRM team, support implementation and compliance with the KEC - Catholic Secretariat HRM policies by the Catholic Health Commission staff.
Qualification & Experience
  • Minimum bachelor’s degree in business administration or related eld.
  • Post graduate training in Human Resource Management from a recognized institution.
  • Previous experience in HR management in the health sector will be an added advantage.
  • At least 5 years experience in providing HR services in a busy environment.
  • Good working knowledge of the current Kenya employment law and practices.
  • Demonstrate experience in developing and implementing HR policies, procedures and projects.
  • Excellent interpersonal, communication and consultative skills.
  • Strong training and facilitation skills.

  • Is a committed Catholic, with a good recommendation from own Parish Priest.
  • Is a person of attested integrity, with high degree of stewardship of resources.
  • Is innovative and assertive.
  • Is able to work with little supervision.
  • Is able to serve people of all types of temperament.
