It has financial and administrative autonomy with industrial and commercial characteristics. As a major player in.the economic development of Rwanda, RECO & RWASCO is placed under the tutelage of the ministry of Infrastructure in an effort to secure its continued transformation into a profitable, modern, efficient and effective customer-oriented company.

To support this vision, RECO and RWASCO need to operate with a robust human capacity. It needs to operate within an effective financial management and control framework.
It is in that context that the Management and Board of RECO & RWASCO wishes to empower the Finance function by recruiting skilled staff to fill the following positions:
Position: Chief Finance Officer
Key Tasks:

It is in that context that the Management and Board of RECO & RWASCO wishes to empower the Finance function by recruiting skilled staff to fill the following positions:
Position: Chief Finance Officer
Key Tasks:
- Ensures timely preparations of all financial reports (statutory, ad hoc and management accounts, including exception reports) to management, the Board and stakeholders;
- Establish, maintain and oversee the process of long-range business planning including a "business plan" with appropriate financial projections and manage the annual budget process;
- Manage the internal financial interface with stakeholder departments to ensure timely receipt of appropriate and accurate inputs and provision of feedback - foster an effective team collaboration;
- Ensure the establishment of appropriate long-range financial planning, investments and the raising of appropriate capital to grow the business;
- Ensure accuracy of all General Ledger accounts; sign-off and report on all reconciliations;
- Maintain appropriate functional knowledge to guide and support operations - including industry best practices and international standards;
- Ensure effective treasury management including appropriate cash management, timely bank reconciliations, effective revenue collections and management of suppliers (effective management of all receivables and payables);
- Provide appropriate policy guidance on all matters financial, the related risk management and business growth;
- Review and maintain an effective Internal Control Framework, implementation of recommendations in the audit management letter and other measures to improve the control environment;
- Manage and maintain the asset register for RECO & RWASCO, and an effective stock inventory;
Qualifications:
- A qualified and experienced accountant with appropriate IFAC designation (ACCA, CIMA, CA, CPA, Experts-Comptables, etc...);
- Masters degree in Finance, Accounting or an MBA with a strong financial management bias plus the requisite experience will be considered;
- At least five-years of senior financial management experience, including industry or related experience;
- Thorough knowledge of computer applications software and knowledge of a financial accounting packages including leadership of MIS implementation is desirable.
- Should ideally be bilingual with a strong command in either of the languages (English or French).
Position: Finance Controller
Key Tasks:
The Financial Controller (FC) will assist the DF with day to day running of the department.
His / her roles will mainly include staff supervision, reviewing and/ or approval of transactions for processing, reporting and analysis, filing and submission of statutory returns and systems administration.
The Accountant will specifically be responsible for the following:

The Financial Controller (FC) will assist the DF with day to day running of the department.
His / her roles will mainly include staff supervision, reviewing and/ or approval of transactions for processing, reporting and analysis, filing and submission of statutory returns and systems administration.
The Accountant will specifically be responsible for the following:
- scheduling and monitoring of the departmental work plan;
- deputising the DF when absent;
- report and analyse overall financial performance related information and follow up with different sections on billings and collections;
- supervise the consolidation and review of management reports;
- Coordinate the process of consolidating financial information received from sub stations and antennaes;
- systems administration including but not limited to backups, access rights, period end routines;
- preparation of financial reports including but not limited to statutory accounts, monthly balance sheet, tax and treasury reports, bank returns;
- preparation and filing of all statutory returns including but not limited to Value Added Tax (VAT), payroll taxes, statutory pension payments and other deductions and withholding tax among others;
- reconciliation and valuation of all balance sheet accounts, some of which may be delegated to other members of the Finance team; and
- Coordination of the functions of: Management and Receivables, Cost, projects and stocks accounting and Payables Accounting ensure all financial reporting requirements are met;
Qualifications:
- A holder of AO in Accounting and Finance from a recognized institution of higher learning;
- IFAC qualified professional with ACCA, CIMA, CA, CPA or any other equally recognized qualification;
- Having at least five (5) years working experience in a busy accounting environment preferably in a similar position in the Public sector or International organization;
- Knowledge of project accounting and working experience of IFRS will be an advantage but not a prerequisite;
- Working knowledge of English and the French languages;
- Excellent Computer skills in accounting software and preferably oracle financials;
- Willing to sacrifice personal commitments for the achievement of corporate objectives;
- Excellent Computer skills in accounting software and preferably oracle financials;
- Working knowledge of Microsoft Office applications, like MS Word, MS Excel, MS Power Point.
Position: Senior Accountant
Key Tasks:
The Senior Accountant will work under the direct supervision of the FC with the main tasks and duties defined as consolidation and review the organization's Accounting information to:

The Senior Accountant will work under the direct supervision of the FC with the main tasks and duties defined as consolidation and review the organization's Accounting information to:
- ensure all management accounting reporting requirements are met;
- improve the Accounting process to ensure easy recording of inputs and generation of outputs through MIS;
- carry out a detailed review of organization's balance sheet items and preparing supporting documents for various balance sheet items;
- assist in the preparation of reports for management and BoD;
- consolidate and review company-wide budgets; and
- motivate and develop the accountants
- Monitoring accuracy of accounts postings position and reporting daily to the FC
- Preparing monthly management accounts reports analysed by cost centre. Posting and updating general ledger accounts monthly. Reconciliations to be sent to the FC for review
- Ensuring the entries for client accounts are accurately posted
- Liaison with Commercial Department to ensure agreement of figures between DF and DC on a monthly basis. The reconciliation to be reviewed by the FC not later than 15th of the following month.
- Following up with the payables section the tax deductions and ensuring they are adjusted in the accounts
- Any other duties as may be allocated by the FC.
Qualifications:
- IFAC qualified professional with ACCA, CIMA, CA, CPA or any other equally recognized qualification
- Working knowledge of English and the French languages;
- Excellent Computer skills in accounting software and preferably oracle financials;
- A minimum of 3-5 years of experience in accountancy with a large company or professional accountancy firm in a similar position
- Excellent Computer skills in accounting software and preferably oracle financials;
- Working knowledge of Microsoft Office applications, like MS Word, MS Excel, MS Power Point.
