Ewaso Ngiro South Development Authority (ENSDA) Request for Proposals Request for Proposals on Development and Promotion of Community Tourism SMEs

1. Background

Ewaso Ngiro South Development Authority (ENSDA)was established in 1989 by an Act of Parliament Chap 447 of the Laws of Kenya and started operations in 1991.

The Authority covers an area of 47,000 Km2 consisting of entire Narok, Kajiado and Transmara Districts and parts of Nakuru and Nyandarua Districts.

To date we cover 16 districts curved from the original Districts. The Authority is mandated to initiate, plan and implement development projects within its jurisdiction.

In an effort to achieve sustainable and equitable regional socio-economic development and to promote sustainable utilization of resources and exploitation of resource based investment opportunities for the benefit of local communities, ENSDA is currently developing a community-based tourism investment scheme for Small and Medium Enterprises (SMEs) within the Greater Mara Region.

2. Consultancy objective
  • The overall objective of the consultancy is to develop and implement strategies for the development and promotion of community tourism SMEs in order to increase revenue flow.
3. Scope of the project
  • The project covers; groups and individuals ranches and conservancies, community owned camps, cultural manyattas, artifact trade and tourism service providers in Narok and Transmara
4. Duration
  • This consultancy will be undertaken for a duration not exceeding one year.
5. Qualifications
  • Proven experience in similar work and
  • Posses the capacity and capability to undertake the assignment
6. Submission of Proposals

Interested consulting firms should provide;

a) Technical Proposals consisting of

(i) CVs of key personnel and references

(ii) timeline and work plans

(iii) Details of previous experience in similar work

(iv) All government requirements ( PIN no., ETR compliance, copies of registration certificates)

b) Financial proposals including mode of payment

c) A brief report (3-5 pages) on their understanding of the subject matter

d) Proposed methodology for undertaking the project

Additional information is contained in other documents that can be obtained from our offices in Narok at a cost of Kshs. 3,000 (Three thousand shillings only)

Selection of the firm and award of contract will be done in accordance with Public Procurement Regulations.

The first three firms shall be required to make a presentation on their understanding and methodology of undertaking the project.

Proposals should be submitted to the address below in plain sealed envelopes clearly marked, "RFP-MTD.", to reach the organization on or before 18th of January 2010.
