Project Officer – SILC Innovations

Background: CRS’ Savings and Internal Lending Community (SILC) programming was established in early 2006 and CRS is scaling up the SILC program in three countries in Africa (Uganda, Kenya and Tanzania).
The Project Officer will support the Project Director in achieving the strategic objectives and milestones of the project through admin, logistical, M&E, research and programmatic support in order to strengthen country project teams in management and leadership within the project.
S/he will contribute to the development of efficient and effective communication between East African Regional Office (EARO), Country Programs (CPs) and partners on project matters.

The Project Officer will support the Project Director in achieving the strategic objectives and milestones of the project through admin, logistical, M&E, research and programmatic support in order to strengthen country project teams in management and leadership within the project.
S/he will contribute to the development of efficient and effective communication between East African Regional Office (EARO), Country Programs (CPs) and partners on project matters.
Duties & Responsibilities include:
- Operational support: Support CP teams in regular review of implementations plans and adherence to milestones and project deliverables;
- Financial overview and support: Support CP project managers in regular tracking of expenditure and review of budgets; mentor and coach CP staff in budget review, financial report analysis and compliance with CRS financial policy and regulation. Support Project managers with reviewing and compiling regular financial reports;
- Learning and research: Support the region and CPs in preparation of logistics and other requirements to accomplish the project learning research agenda plan; support SILC Managers in reviewing research project deliverables,; assist prepare TOR/SOW for consultants and research firms, budget control and timely contract payments; support to document, disseminate and publish lessons learned and best practices; develop promotion and marketing materials.
- M&E: Monitor progress status of agreed tasks and project milestones for the region and CPs; support project staff with reviewing and analyzing SILC MIS reports and uploading data; use and study information captured through the SILC MIS; guide and support CRS staff and partners in their efforts to collect and analyze data.
- Reporting: Support SILC Project Director and Managers by reviewing monthly, quarterly and annual reports for accuracy, analysis and compliance with donor and CRS requirements
- Communication: Support the creation of innovative platforms for internal networking between CP staff and other working groups that maybe set for the project
Skills and experience required
- Bachelor Degree in social science, economics or rural development or compensatory experience and course work;
- Fluent in English, excellent writing skills and fully computer literate (Incl. Excel),
- Three years relevant savings-led programming experience;
- Three years project management experience including monitoring and evaluation, budget management and reporting;
- Team player with great communication and participatory skills, able to train, coach and mentor other staff;
- Be goal and objective oriented;
