Job Title : Program Officer Vocational Training and Grants

1.0 Job Summary
The Program Officer for Vocational Training will work in close collaboration with the Program Manager and the other Program Officers for Asset Building Groups to implement the vocational training aspects of the new OFDA funded SETTLE program operating in Juba County. The goal of this program is to strengthen productive livelihoods for returnees and host communities through increased economic opportunity and the adoption of healthy practices.
2.0 Essential Duties and Responsibilities:
- You shall implement all vocational training aspects of the SETTLE project in all operational areas in coordination with the program manager.
- Work in the identification of students for vocational training with community members and local leaders using agreed upon criteria.
- Ensure regular, quality supervision and monitoring of vocational training activities to ensure that quality is maintained.
- Help in the set up a more up to-date vocational training center in Mangalla, Lirya and Lobonok area in consultation with the construction supervisors.
- Survey the local population to determine the most appropriate vocational training skill in terms of interest and market demand. This includes training that will attract women.
- Work closely with other sectors (Health & Sanitation and Asset Building Groups) to implement CHF projects.
- Design training curricula and oversee all aspects of training of the students
- Provide technical guidance on carpentry, Masonry and Tailoring skills to the tutors.
- Help hire vocational training tutors to teach students
- Work with the local authorities to select the students for the training based on criteria including representation of different communities, aptitude and work ethic, and educational background
- In coordination with logistics and procurement department procure all necessary training equipment in a timely manner.
- Develop a sound tracking system for vocational training tools.
- Ensure that all students receive their food ratio using an agreed upon criteria.
- Ensure consistency in program activities and methodology between project sites.
- Work with the vocational training graduates to develop business plans for small business startup and work with them to provide economic grants to successful graduates as well as host communities.
- Ensure that basic business planning and concepts training have been incorporated into the vocational training.
- Perform any other duties as required by your supervisor.
- Required Qualifications: Degree Level
- Education / Training:
- International development, community development.
- Experience:
- Five (3-5) years experience in adult education in a developing country.
- Desired and Technical Skills:
- Ability to negotiate with government officials, UN and other agencies, local artisans and community representatives.
- Ability to work independently and meet deadlines yet effectively carry out program activities with other CHF projects being implemented.
- Fluency in written and spoken English, Juba Arabic and knowledge of the Bari dialect would be an asset.

- 5 Vocational Training Instructors/Tutors.
- Working Conditions:
- This position will be based in Juba (Central Eq State) but with frequent field travel and may require long stay in the field.
