Kenya Institute of Education Job Opportunities

The Kenya institute of education (KIE) wishes to recruit qualified professionals for various vacant positions as outlined below:

1. Principal Information Communication Technology Officer
Scale KIE 12
One (1) Post

The Principal Information Communication Technology Officer will be responsible to the Senior Deputy Director, Media and Extension Services.

Duties and Responsibilities
  • Co-ordinate, design, implement and control of ICT systems, formulate and enforce technical and operating standards for efficient and effective utilization of ICT systems;
  • Develop and implement ICT strategies and policies;
  • Carry out feasibility studies;
  • Train and prepare staff performance reports;
  • Plan, monitor and evaluate program/activities within an Information Communication Technology Unit;
  • Liaise with user departments to ensure effective maintenance and upgrading of Information Communication Technology equipment, systems and web information;
  • Design and manage the Local Area Network (LAN) and Wide Area Network (WAN);
  • Initiate and continuously advise on investments in scalable software and hardware systems to support growth;
  • Ensure enhancement of new technology as per the trends which are cost effective and value adding to the Institute;
  • Develop manuals on ICT standards and hardware/software specifications.
Requirements for Appointment
  • Bachelor of Science degree in either Computer Science, Information or Communication Technology and five (5) years relevant experience;
  • Demonstrated wide experience, competence and ability in computerized information systems;
  • Knowledge of integrated management software systems including website management and be highly motivated and a team player with Initiative.
Assistant Director - Curriculum Development - Basic Education, Kiswahili and Mother Tongue

The Assistant Director Basic education will be in-charge of a group of subjects and will be answerable to a Senior Assistant Director.

Duties and responsibilities
  • Coordinate the development of relevant and quality curriculum and curriculum support materials;
  • Initiate and participate in curriculum orientation activities;
  • Coordinate activities of subject and course panels;
  • Coordinate development and evaluation of curriculum support materials.
Requirements for appointment
  • Masters Degree in Education with specialization in curriculum studies or related field and relevant working experience of at least four (4) years at a supervisory level;
OR
  • Bachelors Degree in Education or relevant field with at least five (5) years working experience as a curriculum developer;
  • Demonstrated professional competence in curriculum development and/or implementation;
  • Highly motivated and a team player with initiative.
3. Assistant Director, Research, Monitoring and Evaluation, (Data Management)

The Assistant Director Research, Monitoring and evaluation will be in charge of data management and will be answerable to a Senior Assistant Director.

Duties and Responsibilities
  • Initiate, coordinate and conduct effective curriculum research, monitoring and evaluation;
  • Prepare research reports;
  • Coordinate data coding, entry and analysis;
  • Manage the institute’s educational database;
  • Disseminate research findings.
Requirements for appointment
  • Masters Degree in Education/Mathematics/Economics /statistics or related field, with working experience of at least four (4) years at a supervisory level in education field research;
  • Knowledge and experience in qualitative and quantitative data analysis software;
  • Demonstrated competence in undertaking research;
  • Highly motivated and a team player with initiative.
4. Chief Information Communication Technology Officer

The Chief Information Communication Technology Officer will be responsible to the Principal Information Communication Technology Officer

Duties and Responsibilities:
  • Coordinate systems development, implementation and maintenance
  • Carry out feasibility studies;
  • Prepare progress reports of the systems development;
  • Evaluate systems and ensure adherence to established ICT Standards;
  • Train and prepare staff performance reports;
  • Plan, monitor and evaluate programme/activities within an Information Communication Technology Unit;
  • Liaise with user departments to ensure effective maintenance of Information and Communication Technology Equipment;
  • Review and evaluate hardware maintenance feasibility studies and detailed specifications before implementation;
  • Prepare detailed specifications for ICT equipment to be procured.
Requirements for Appointment
  • Bachelor of Science degree in either Computer Science, Information or Communication Technology and three (3) years relevant experience;
  • Carry out feasibility studies;
  • Demonstrate professional ability, initiative and competence in organizing and directing work and team player.
5. Chief Curriculum Development Officer, Electronic and Emerging Media

The chief curriculum development officer will be responsible to the Senior Assistant Director E-Learning

Subjects: Computer Studies, Physics, Mathematics, Geography and Business Studies

Duties and Responsibilities
  • Coordinate and develop relevant and quality media and electronic curriculum support materials in any of the subjects mentioned above;
  • Initiate research, monitoring and evaluation of media and electronic curriculum support materials;
  • Conduct evaluation of both print and e-learning curriculum support materials.
Requirements for Appointment
  • Masters degree in education or relevant field from a recognized Institution and a minimum of three (3) years working experience at a supervisory level.
OR
  • Bachelor’s degree in Education and a minimum of five (5) years working experience in curriculum development;
  • Demonstrated professional competence in curriculum development or related areas in the subjects mentioned above;
  • Demonstrate competence in Computer applications and their integration in teaching and learning;
  • Highly motivated and a team player with Initiative.
  • Experience in media/electronic materials development will have an added advantage;
6. Senior Engineer (Software Developer/ Programmer)

One (1) Post

Senior Engineer (software developer/ programmer) will be responsible to the Deputy Director, Electronic and Emerging Media.

Duties and Responsibilities
  • Design, develop, test and implement software for the Institute to improve efficiency and productivity;
  • Develop and improve existing programmes by analyzing and identifying areas that may need to be changed;
  • Write new programming codes from scratch or adapt existing software;
  • Develop user interfaces, carry out any necessary tests to the system to spot bugs in the software and ensure effective and efficient management of data and system;
  • Develop and maintain accurate data transfer system;
  • Maintain back-up systems with easy retrievals;
  • Develop Data Security to eliminate data loss and incorrect information;
  • Initiate and continuously advise on investments in scalable software and hardware systems to support growth;
  • Ensure enhancement of new technology as per the trends which are cost effective and value adding to the Institute;
  • Ensure continuous and effective provision of up-to date ICT services.
Requirements for Appointment
  • Bachelor of Science degree in either Computer Science, Information or Communication Technology qualification and 5 years relevant experience as an software developer /Programmer or Senior ICT Officer responsible for programming;
  • Certificate in Flash action script, C++ and oracle database programming;
  • Experience in SQL server applications, system design and application;
  • Ability to formulate, implement and monitor ICT Policies, standards and procedures;
  • Relevant experience in implementation of disaster recovery procedures;
  • Experience in ICT Project Management and be highly motivated and a team player with Initiative.
7. Deputy Resource Centre Manager

The Deputy Chief Resource Centre Manager will be reporting to the Chief Resource Centre Manager

Duties and Responsibilities
  • Organize and manage catering and housekeeping services;
  • Ensure that the centre’s accommodation facilities, food and beverage outlets and the public areas are kept clean, tidy, attractive and well maintained;
  • Maintain occupational standards.
Requirements for appointment

For appointment to this grade, an officer must have:
  • Bachelor’s degree in Hotel and Institutional Management with five (5) years working experience, two (2) which must be in supervisory level;
  • Demonstrated outstanding performance, leadership and administrative ability in hospitality matters;
  • Highly motivated team player with initiative;
  • A team player with Initiative;
  • Knowledge of a foreign language will be an added advantage.
8. Deputy Chief Internal Auditor

The Deputy Chief Internal Auditor will be reporting to the Chief Internal Auditor

Duties and Responsibilities:
  • Organize, plan, direct, co-ordinate and control the Audit unit and ensure proper supervision and preparation of audit programmes for financial operations and management audits;
  • Ensure the maintenance of high audit standards and constantly review programmes in the Institute;
  • Assist in the coordination and control of the Audit unit.
Requirements for appointment
  • Bachelor of Commerce degree, specializing in Accounts/Finance or in a related field and CPA ‘K’ and five (5) years working experience two (2) of which must be at a senior level;
  • Demonstrated administrative capabilities and a high degree of competence in planning, conducting and supervising both financial and management audits;
  • Highly motivated and a team player with Initiative.
9. Senior Procurement Officer

The Senior Procurement Officer will be responsible to the Principal Procurement Officer

Duties and Responsibilities
  • Initiate policy formulation and review updating of procurement management instructions;
  • Prepare procurement estimates of expenditure;
  • Plan and coordinate procurement services;
  • Train and develop staff in the procurement unit;
  • Sensitize the staff on statutory requirements; storage, handling and distribution of supply materials;
  • Enforce regulations and procedures.
Requirements for Appointment
  • Bachelor’s degree and a post graduate diploma in Supplies Management or its equivalent with five (5) years post qualifications working experience, three (3) of which must be at a senior level;
  • Consistently demonstrated outstanding administrative ability in managing the procurement function;
  • Highly motivated and a team player with initiative.
10. Corporate Communication Manager

The Corporate Communications Manager will be reporting to the Corporate Communications and Marketing Manager.

Duties and Responsibilities
  • Organize and oversee the Institute’s Corporate Affairs, Events and Public Relation activities;
  • Ensure timely and accurate responses to enquiries from both internal and external audiences;
  • Coordinate timely publication of the Institute’s newsflash, Curriculum Watch and other information materials;
  • Research, gather, analyze and disseminate correct information to the target audience in an easy and understandable manner;
  • Draft and edit appropriate messages; including presentations, speeches, press releases, weekly updates and newsletters whose broad objective is to underscore the corporate mission and vision;
  • Prepare and make appropriate follow-up of corporate advertisements for print, electronic and outdoor media.
Requirements for Appointment
  • Bachelors Degree and Post graduate qualification in communication, journalism or a closely related field with at least 5 years experience in public relations related, at a senior level.
  • Evidence of working experience in dealing with Government, Corporate and private sectors with respect to communication and public relations matters;
  • Excellent editorial, speech and report writing skills;
  • Be highly motivated and a team player with Initiative.
  • Evidence of successful public relations activities and written works will be an added advantage.
11. Senior Accountant

The Senior Accountant will be reporting to Chief Finance Officer

Duties and Responsibilities
  • Coordinate accounting functions;
  • Assist in the implementation of an appropriate accounting system;
  • Calculate, classify, post, summarize and report transactions as a means of maintaining sound financial records;
  • Implement an effective system of internal control for orderly and efficient conduct of business including adherence to government policies;
  • Safeguard assets and prevent fraud and errors;
  • Prepare and submit financial statements and accounts;
  • Ensure and maintain reliable financial information system.
Requirements for Appointment
  • A Bachelor of Commerce (accounting option) degree and CPA K with 5 years post qualification working experience;
  • Demonstrate professional ability, initiative and competence in organizing and directing work;
  • Highly motivated and a team player with initiative.
12. Chief Security Officer

The Chief Security Officer will be reporting to the Senior Assistant Director, Administration.

Duties and Responsibilities
  • Plan, organize, administer and Coordinate the security function for efficient operations of the Institute;
  • Review the existing Security Management System;
  • Participate in the development and implementation of Security policies, procedures, standards and enforce compliance;
  • Monitor, analyze and implement security risk assessment reports;
  • Investigate all security related incidences;
  • Ensure physical asset protection, access control and surveillance;
  • Ensure that adequate means of communication are in place, all equipment pertaining to security is maintained and functional at all times;
  • Ensure employee awareness and education on security issues.
Requirements for Appointment

For appointments to this grade, an officer must have:
  • Bachelors degree and professional training in security operations or equivalent qualification;
  • At least five (5) years experience in handling security at a senior level in a big organization;
  • Evidence in training in Security Operations;
  • Be highly motivated and a team player with initiative.
13. Telephone Supervisor

One (1) Post

The Telephone Supervisor will be reporting to the Senior Assistant Director, Administration

Duties and Responsibilities
  • Organize and control work in the telephone exchange;
  • Coordinate utilization of telephone facilities;
  • Check traffic data for determining adequacy of the staffing levels and telephone facilities;
  • Supervise, train and develop staff in the telephone exchange unit;
  • Check on utilization of telephone exchange equipment/facilities;
  • Coordinate studies and collection of traffic data for measurement of the quality of service.
Requirements for Appointment
  • Higher Diploma in Telephone operations from a recognized Institution;
  • Satisfactorily served as a Telephone Supervisor in a busy telephone exchange for a minimum period of three (3) years;
  • Proven ability in work planning, organization and staff management/control;
  • Demonstrated ability in staff training/ development on telephone operations;
  • Highly motivated and a team player with initiative.
