The Africa Regional Development Centre (ARDC) is one of six regional centres working to build and strengthen older people’s organisations around the world which provides a wide range of services related to secured income, meeting the needs of older people affected by emergencies, addressing the health and HIV & AIDS care needs and developing a global movement.

The Emergency Coordinator will manage the emergency and the disaster risk reduction programmes of the Africa Regional Development Centre (ARDC); advising and supporting partners/ affiliates and Country Development Programmes (CDP’s); advocating and influencing emergency response policies and programmes by governments and humanitarian organisations in Africa to include the needs of older people.

The post-holder will have relevant experience of implementing humanitarian programmes in emergency and disaster risk reduction in Africa. He/she will have a substantial experience in virtual management either in the field or at regional level. Experience of work in advisory capacity and an understanding of technical issues in one or more areas of social protection or livelihoods or food security or health and nutrition is required.

Education to degree level specializing in humanitarian, development or nutrition and strong written and verbal communication skills in English are also essential for this role.

Overall Purpose of the job

To manage the emergency and the disaster risk reduction programmes of the Africa Regional Development Centre (ARDC); advising and supporting partners/ affiliates and Country Development Programmes (CDP’s); advocating and influencing emergency response policies and programmes by governments and humanitarian organisations in Africa to include the needs of older people.

Job Content and Main Responsibilities

Programme management
  • To support affiliates in their emergencies programmes.
  • Lead and manage the emergencies and DRR programmes at the ARDC in consultation with the Emergencies manager.
  • Provide support and advice to affiliates, partners and CDP’s in relation to emergencies and DRR programmes
  • Establish systems and procedures for managing emergency response at programme inception in line with existing procedures.
  • Ensure regular monitoring of programmes, including evaluation and audit missions
  • Support the Emergencies manager to ensure security guidelines are developed, observed and regularly updated. Particularly to ensure the security and maintenance of HelpAge International property, including vehicles, accommodation and equipment.
  • Provide support to management of donor-funded programmes in accordance with donor requirements.
  • Manage designated donor contracts, including monitoring project implementation, and ensuring timely narrative and financial reporting, in line with HAI’s contract management procedures and donor requirements
Financial management
  • To develop and manage the emergencies budget and support affiliates, partners and CDP’s in monitoring and implementing the budgets
Programme development
  • In consultation with Emergencies Manager, develop the operational strategy for emergency programmes in Africa, incorporating DRR
  • In consultation with Emergencies manager lead the design of new emergency response programmes and DRR initiatives
  • Develop funding proposals for emergency programmes in Africa.
  • Keep abreast of best practice developments in the humanitarian sector and ensure their dissemination through emergency response and DRR programmes.
  • Monitor on-going conflicts and crises as well as emerging areas of concern and advice on the way forward.
  • Undertake or initiate needs assessments for emerging new crises to which HAI may respond either on its own or in association with partners.
  • Undertake specific capacity building and training activities on emergency preparedness, response and policy and practice issues within the ARDC, CDP’s, affiliates and partners
  • To mainstream HIV/AIDS social protection, and rights and entitlements work within the emergency programme
  • To document and disseminate evidence on the health, nutrition, vulnerability situation and the impact of HIV/AIDS on older people in emergencies
  • To advocate and influence governments and humanitarian organisations in Africa to include the needs of older people in their humanitarian strategies/plans.
Donor liaison
  • In consultation with Emergencies manager, provide donor intelligence and plan approaches to relevant donors, and monitor the donor funding environment with regard to humanitarian work.
Representation
  • Represent the ARDC and HAI in local, regional and international forums, including the media to highlight issues of older people in emergencies
Other
  • To participate in the activities of the HAI Africa Regional Development Centre.
  • To be administratively working with Emergencies manager.
  • To perform any other duties as may be required from time to time.
Extent of Authority
  • The post holder is expected to operate within all HAI policies and procedures.
  • The post holder is authorised to make decisions within the framework of the agreed budget and programme proposals in consultation with the Emergencies Manager and ARDC management.
  • To contribute to, or deliver policy and practice documents for dissemination internally / externally, and link with key research and practice institutions
Key relationships:

The post holder will relate with the various organs of HelpAge International and key stakeholders as follows
  • Affiliates, partners and Country Development Programmes to support, train, monitor and evaluate the implementation of Emergency programmes
  • Regional Development Centre staff – to ensure consistency of approach in HelpAge International’s work in the region and to ensure the development of complimentary activities.
  • Development organisations working on Emergencies to share information and influence changes in policies and practices
  • Donor organisations for fundraising and policy influence
  • Media to develop positive relationship and ensure that media are positive allies in our quest for raising awareness and influence policies and programmes on Older persons
  • Staff and volunteers of NGOs, INGOs and Governments to disseminate learning and sharing of experiences
  • In the UK Secretariat with the Development Department, Programmes Department. WWE and Resource Development in relation to the key tasks of the programme.
Person Specification

Essential
  • A degree qualification in humanitarian, development, nutrition etc
  • At least four years experience of implementing humanitarian programmes, at least one of these in the field, and at least one in a management position and at least two of these in Africa
  • Good analytical and leadership skills
  • Experience in virtual management either in the field or at regional or head office levels
  • Experience of work in an advisory capacity and good negotiation skills
  • An understanding of key technical issues in one or more areas of social protection, livelihoods and food security, health and nutrition and disaster preparedness
  • An understanding of work in conflict areas, and the concepts of conflict sensitivity, conflict reduction and conflict resolution at community level
  • Experience of compiling and managing substantial multi-donor budgets
  • Strong written and verbal communication skills in English
  • The ability to travel at very short notice and for extended periods to difficult environments, often in very basic living conditions
Desirable
  • A developed understanding of at least one area of technical expertise identified by HAI for development of humanitarian programming (health and nutrition; livelihoods and food security; protection; disaster preparedness and management)
  • A developed understanding of intergenerational dependency issues
  • Exposure to the UN and international donor systems at head office level
  • Training in an aspect of humanitarian best practice
  • An innovative approach to work within an agreed strategic framework
