Accountabilities:
Under the overall supervision of the WFP P4P Coordinator and the direct supervision of the National Programme Officer (P4P) within the overall policy and development operational framework of WFP, the incumbent will participate in development of plans and procedures related to Purchase for Progress Activities, and oversee the overall management and implementation of WFP’s outreach to smallholder producers and small traders.
This will be done in close liaison with MOA, UN agencies and other relevant stakeholders.

Major Duties and Responsibilities:
- Responsible for the overall management and implementation of P4P’s outreach activities, including targeting, mobilization, registration, and capacity-building.
- Coordinate with partners (MOA, NGOs, UN Agencies, Private Sector partners) to identify and mobilize smallholder producers and small traders that meet P4P’s targeting criteria.
- Co-ordinate the development of capacity-building materials for P4P activities with government counterparts, NGOs, farmer groups, traders, and other stakeholders.
- Prepare terms of reference, briefing materials; organize meetings and field trip schedules related to the development of these materials.
- Work with the service units (Procurement, Logistics, Finance) to advise supported vendors and partners on WFP’s quality requirements, collection and storage facilities, bagging, loading, and other matters related to the contractual process.
- Coordinate with service units (Procurement, Logistics, Finance) the development of formats, procedures, guidance and tools related to P4P activities, for incorporation into relevant standard operating procedures.
- Participate in regular reporting, review and evaluation functions, impact assessments and project appraisals to improve targeting and implementation.
- Provide analytical briefs, written and verbal comments on drafts.
- Ensure effective and efficient management of corporate partner resources through preparation of forward plans, budget forecasts, periodic reviews and financial reports.
- Represent WFP at meetings/functions, prepare briefs, accompany WFP visitors on field trips and co-ordinate and participate in training of beneficiaries and implementing partners.
- • Supervise consultants and others hired to assist with the implementation of specific activities.
Education:
Essential: University degree in Adult Education, Agriculture, Economics, Business Administration, Marketing, or related fields. Post graduate university degree and experience in agricultural marketing will be an added advantage.
Experience: Master’s degree with at least one year’s experience OR Bachelor’s degree with at least three years’ professional experience in agricultural marketing, community mobilization, procurement and/or logistics with an international organisation or government ministry.
Knowledge: Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. A thorough knowledge of project planning and procurement processes. A high level of analytical capability and excellent interpersonal, writing and oral presentation skills.
Languages: Proficiency in English and Kiswahili.
