Request for Expression of Interest: Consultancy Services for Value for Money Audit for the Urban Water and Sanitation Sub-Sector
Background
The Ministry of Water and Irrigation (MWI) intends to carry out a Value for Money (VfM) Study in order to contribute to improving the quality, cost effectiveness, administrative transparency and accountability of implementation of urban water and sanitation activities in Kenya.
Objective
The overall purpose of the assignment will be an assessment of the economy, efficiency and effectiveness of the implementation of 26 urban water and sanitation projects in the eight Water Service Board areas in Kenya implemented with funding through the various investment options.
The Consultants shall also be expected to give recommendations on improvements in implementation procedures and practices.
Scope and coverage of the assignment
The activities should include but not be limited to the following:
Phase I:
Background

Scope and coverage of the assignment

Phase I:
- Desk study of documents
- Development of the survey tools and questionnaires
- Preparation of an Inception Report
- Discussion with client and final agreement on approach and scope.
Phase II:
- Assessment of'Economic and Financial aspects (Procurement, Financial Management and Costs)
- Assessment of Efficiency aspects (Timeliness and Transparency, Initial planning and mobilisation, Execution of works, Post-execution)
- Assessment of Effectiveness aspects (Use of facilities, Operation, Maintenance and Management, Hygiene, Sustainability):
- Processing of the data and analysis of the results.
- Preparation of a draft report
- Preparation of clear and logical visual presentations of the results
- Facilitation of a workshop for preparation of an action plan with the sector stakeholders (follow-up and implementation of recommendations)
- Preparation of a final report.
Input, Timing and Reporting
The assignment shall be carried out by professionals with substantial experience from the water, sanitation and health sector in Kenya as well as international experience to be able to compare the performance of the urban water sector in Kenya with best practices elsewhere.
The firm must have undertaken similar assignments in the last five years'and the team must be well-grounded in analytical work.
The expertise shall include institutional, technical, social and health issues as well as planning and finance. A four to five-person team is expected to cover these aspects and a maximum of 200 person-days of senior professionals is estimated to be used for completing the assignment.
The Consultant will be responsible for all logistics in relation to the assignment including data collection, transport, accommodation, office facilities, stationary etc. The total duration of the assignment is estimated at around 2 months.

- Name and short CVs of Principal Investigators
- Ownership and organizational structure of the firm
- Financial statement for the last three years
- List of relevant assignments completed in recent years
- Information in support of experience and capability in the respective field of specialization for conducting similar assignments,
- Information on adequacy and availability of resources to carry out the respective assignments.
The completed expression of interest documents in writing must be delivered to the address below or deposited in the Ministry of Water and Irrigation Tender Box situated at Maji House so as to be received on or before 29lh January 2010 at 12 noon.
The expression of interest must be in blank sealed envelops clearly marked "EOI FOR VALUE FOR MONEY FOR THE URBAN WATER AND SANITATION SUB-SECTOR" and addressed to:
