Project Accountant Job Re-Advertisement: VSF-Belgium

VSF-BELGIUM is an NGO working with disadvantaged communities to increase their standard of living and improve food security through improved animal health and animal production.

In East Africa, our programmes focus on community based animal health services, training centers for mid-level animal health workers and sustainable natural resource utilisation.

Position Title: Project Accountant
Project: Food Security Recovery Program
Duty Station: Lakes State, Rumbek, Southern Sudan
Duration: One year (renewable)

Deadline for Application: 16/12/2009
Availability: January 2010

Role

The project accountant will be responsible for accounting, procurement and office management for the Food Security Recovery Project in the Lakes State, Southern Sudan within the Rumbek North and Rumbek Central Counties.

This will involve ensuring that systems and procedures are in line with VSFB policies, donor and legal requirements. The Project accountant reports to the Project Manager.

Context

VSF B is looking to recruit a highly motivated individual who is capable of managing a multi disciplinary team and delivering timely project outputs.

The Food Security Recovery project seeks to address food security in exceptional situations of transition i.e. among vulnerable agro pastoralist communities through capacity building, preservation and protection of livelihood for better productivity.

Main Responsibilities
  • Ensure that all accounting documents and records are complete. Review expenditures relating to all accounting documents for accuracy and consistency with donor regulations.
  • Accounting for project funds and preparation of financial reports as per regulations given
  • Management of bank accounts, petty cash and disbursement of funds
  • Ensure compliance to donor regulations and that VSF Belgium financial controls, policies and procedures are applied in all financial procedures.
  • Coordinate the implementation of the Food Security and Recovery project internal audits.
  • Assist with any external audit.
  • Follow-up on finance queries with RON and ensure timely response to all finance concerns.
  • Assist the Project Manager with budget preparation and forecasting.
  • Carry out local procurement and liaise with Regional Office Nairobi for international procurement.
  • Provide administrative support to the to-day activities of the project: organisation of meetings, organising accommodation for visitors
  • Travel to field locations for e.g. stock taking, assets verification etc exercises
  • Co-ordination with other members of the VSF Belgium services team in Southern Sudan and Regional Office Nairobi.
  • Maintain good relationships with Ministry of Animal Resources and Fisheries, other relevant Ministries and partner organisations
Essential or Minimum Requirements

Education
  • University degree in Commerce – Finance option
  • Relevant accounting qualifications – CPA or ACCA
Knowledge and experience
  • At least 4 years accounting experience in a busy office.
  • Working experience with an NGO will be an added advantage.
  • Experience of working in other countries is an advantage
  • Experience and competence in Microsoft packages especially Advanced Excel and Word
  • Experience in the use of one or more accounting software packages
  • Knowledge of donor rules and regulations i.e. EC
  • Experience in accounting in different currencies
  • Knowledge and experience with the International Accounting Standards (IAS)

  • Fluency in written and spoken English.
  • Fluency in written and spoken Arabic would be an added advantage.
