Kerio Valley Development Authority invites suitable applications for the following vacant

applications.

1. PERSONNEL MANAGER Ref.No. KVDA 1/ADM/09/10

Key Responsibilities
This is a senior management position.The incumbent shall be reporting to the Managing Director
for effective organisation and management of Human Resource function to discharge the
following duties.
• Supervision of all staff in the department of Human Resource
• Provide advise to the management on all human resource matters.
• Coordinate and direct all operations in the human resource section
• Coordinates all trainings and development programmes in the Authority
• Responsible for the formulation and administration of all Human Resource Policies.
• Responsible for the recruitment, Selection and placement of staff in the corporation
• Prepares the annual budgets for the staff salaries, allowances, training and manpower needs.
• Ensure cordial employee relations in the organisation
• Responsible for all employee performance management system in the Authority.
• Performing any other duties assigned by the chief executive from time of management.

Qualifications
• Be in possession of a Bachelors Degree in Social Sciences and a Masters Degree in Human
Resources Management or Post Graduate Diploma in Human Resource Management or CPS
111 professional qualifications.
• Must have served in a senior position in a large Public Institution for at least five years
• Excellent communication and interpersonal skills
• Be computer literate.
• Be a member of a relevant Human Resource professional body.

Salary KV. 12 ksh 29,520 to a maximum of Ksh 37,107.

2. FINANCIAL CONTROLLER Ref.No. KVDA 2/FIN/09/10

Key Responsibilities
This is a senior position in the Authority reporting directly to the Managing Director. The suitable candidate will be required to perform the following duties:
• Planning and coordinating the activities of Finance Department.
• Preparing budgets for the Recurrent and Development Vote
• Preparing monthly expenditure forecast, monitoring expenditure and projects including
programme implementation
• Arranging and requesting for write-offs and losses that have been accrued in the KVDA
accounts.
• Identification and selection process (including donor projects) and their linkage to forward and
annual budget
• Controlling financial commitments
• Imitating proposals seeking funds for additional expenditure
• Preparing board papers on financial matters
• Preparing timely management reports
• Providing technical advice on finance matters to other departments on a continuous basis
• Supervision of accounts department staff
• Performing any other duties assigned by the Chief Executive from time to time.

Qualifications
• A Bachelor of Commerce degree in Accounting or Finance from a recognized University.
• Must be a CPA graduate and a member of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
• Applicants must be either serving as Accountants or Finance Managers and must have 5 years
experience in accounting/finance work gained from a reputable organization.
• Must be a computer literate with experience in application of computer packages.
Salary KV. 13 Kshs.46, 451 to a maximum of Kshs. 55,617.
