In addition, Saferworld supports regional and international conflict prevention and security processes. Saferworld headquarters are in London, with a regional office in Nairobi, and country offices in Kampala and Juba. The Somalia programme is managed from Saferworld’s Nairobi office.
The main focus of this role is upon managing the delivery of the Somali Non-State Actors Programme, a process that Saferworld has been supporting for the past five years.
The process aims to strengthen the participation of Somali Non-State Actors in decision-making on peace, security and development through supporting the development and capacity-building of Non-State Actor platforms in the three Somali regions.
The Programme Manager will be responsible for managing the technical aspects of this programme. This includes managing and monitoring programme delivery against objectives, managing and monitoring programme expenditure, and reporting to donors.

- To develop the organisational and institutional capacities of the recently-established NSA platforms in South-Central Somalia, Puntland and Somaliland;
- To strengthen the capacities of NSAs to participate in policy dialogue on issues of peace, security and development with Somali and international actors;
- To facilitate opportunities for NSAs to participate in decision-making on these issues;
- To raise awareness of the Somali NSA platforms among the international community and promote their engagement in decision-making.
Roles and Responsibilities
Strategy development and programme design
Strategy development and programme design
- In conjunction with the Programme Adviser to elaborate Saferworld’s strategy for building the capacities of the three NSA platforms;
- To translate this strategy into a programme design with clear objectives and indicators (incl. frameworks for systematic monitoring) so that it can be used as an on-going management tool;
- In conjunction with the Programme Adviser and Africa Adviser to pursue opportunities to develop work in Somalia in line with other areas of Saferworld’s expertise, e.g. security sector reform, arms control and conflict-sensitive development;
- To contribute to the development and implementation of a regional strategy for Saferworld in the Horn of Africa;
- To develop country strategy papers for Somalia with team-members, as well as other internal planning and reporting documents in line with Saferworld’s organisational processes.
Programme management and implementation
- To project manage the Somali NSA programme, including to develop frameworks for planning and monitoring programme implementation;
- In conjunction with the Programme Adviser to plan and organise Saferworld-led activities within the NSA programme;
- To develop good relations with the three NSA platforms and other Somali partners;
- To develop and implement staff security management procedures appropriate to Saferworld’s work in Somalia, and to act as Security Focal Point.
Funding and financial management
- In conjunction with the Operations Team and Programme Adviser, to develop programme budgets and cash-flows in line with Saferworld’s organisational processes;
- To manage and monitor overall expenditure on the Somali NSA programme;
- To develop and monitor systems for timely and accountable financial reporting by Somali partners/platforms in order to comply with donor reporting requirements;
- To manage the timely delivery of high-quality reports (narrative and financial) to the EC and other donors;
- In coordination with the Programme Adviser to maintain good relations with the EC and with other programme donors;
- In coordination with the Programme Adviser to identify new funding opportunities and develop relations with potential donors;
- To strengthen financial management systems linking Saferworld’s London and Nairobi offices and Somali partners (in conjunction with the Operations team).
Organisational and people management
- To develop an effective working relationship with the Somalia Programme Adviser based on a clear understanding of respective roles, as well as a collaborative approach;
- To line-manage the Somalia Project Officer in order to achieve the objectives of the Somalia programme;
- To monitor and support the performance of the Project Officer on the basis of Saferworld’s performance management system;
- To ensure that Somalia programme activities are well-documented, and that analysis, strategies and reports are shared with the rest of the organisation;
- To promote internal lesson-learning between the Somalia programme and other country-teams in Africa, as well as with other Saferworld regional programmes.
Representation and advocacy
- In coordination with the Programme Adviser to strengthen Saferworld’s contacts and coordination with other international actors (governmental and NGO) engaged in Somalia;
- In conjunction with the Programme Adviser to develop and implement a strategy to raise awareness of the Somali NSA platforms among the international community
- To raise the profile of Saferworld’s work in Somalia by managing the production and dissemination of appropriate information materials (e.g. publications);
- In coordination with the Programme Adviser, Head of Africa and Saferworld’s Policy Advocacy team, to represent Saferworld in external meetings, and promote lessons learnt from the Somali NSA programme.
Person Specification
Essential:

- A masters degree in peace/conflict studies, development, international relations (or equivalent professional experience);
- A minimum of seven years experience working on peace-building or development with governments and/or non-governmental organisations;
- Experience of living and/or working in Africa;
- Experience of working in complex and politically-sensitive contexts, and excellent political judgement;
- Experience of working with civil society, and of developing and implementing strategies for civil society capacity-building;
- Experience of supporting civil society/NSA engagement with state and international actors would be an advantage;
- Experience and skills in project management, including programme planning and monitoring;
- Experience and skills in people-management, including performance management;
- Experience and skills in financial management, including developing and monitoring budgets and cash-flows;
- Familiarity with EC grant-management and reporting processes would be an advantage;
- Excellent written and spoken English, including experience of writing funding proposals and narrative reports;
- Ability to speak Somali would be an advantage;
- Knowledge of: security sector development, small arms control and/or conflict-sensitive development would be an advantage;
- Ability to work in a non-partisan manner, sensitive to cultural and ethnic differences;
- A team player: able to demonstrate a constructive, cooperative and problem-solving approach;
- Willingness to travel to the Somali regions (security permitting)
Terms and Conditions
- Probation: There will be a probationary period of three months.
- Holidays: There are 25 holidays a year (January-December) in addition to agreed Kenyan public holidays.
- Salary range: £31,000 - £34,000 (Kenya Shillings 4,000,000 – 4,440,000 gross p.a)
- Benefits: Pension: 6% contribution to a personal pension fund (with 2% contribution from employee);
- Hours: Standard working week is 37.5 hours a week. However, the demands of the job are likely to be such that a willingness to work longer hours, as required, will be necessary.
- Travel: Approximately 3 months/year.
