Job Description for “Head – Procurement & Logistics”
- Spearhead the company objective of being the being the lowest cost service provider in East Africa. This will mean continuously monitoring costs vis a vis competition, benchmarking vs best in class, driving cost efficiencies across functions, developing and building long term relationship with vendors, vendor evaluation etc.
- Overall responsibility for the procurement process on a key, business critical projects and for day-to-day operations of the company
- Developing commercial principles for contracts including (but not limited to) Procurement strategy, commercial strategy, evaluation strategy, negotiation strategy, contract management strategy and exit strategy
- Recommend/ establish procurement strategy, criteria and detailed procedures consistent with corporate and Group policy, project requirement and good commercial, legal and ethical practices
- Formulate/ prepare proposals, quotations and tender invitations
- Assemble contract documentation, including technological components, provided by the project team
- Solicit, receive and analyse proposals, quotations and tender submissions and recommend selection based on the company procedures and policies, keeping in view cost reduction as the priority.
- Issue of purchase orders
- Ensure proper consummation of all purchases, agreements and contracts
- If required, expedite deliveries
- Ensure that accurate plans, risk and issues with logistics and customs clearances for various items imported for the company
- Liaise with clearing agents for timely clearance of goods
- Manage warehouses where the goods are stored, and the logistics from the warehouses to the sites where they are put to use.
- Establish a material management and control systems, including verification of material and equipment received
- Assist in administering interim and final payment processes
- Assist in final closure of all procurement documentation upon completion of the respective work
- Developing (with legal support) commercial Terms and Conditions and contract schedules
- Professional Leadership - Responsible for actively providing support and professional development for self and team
- Develop database of vendors for various important items and develop the vendors for long-term supplies/ services
Skills and Competencies:
- B.Com graduate with a management degree
- A minimum of 8 years experience in the procurement field
- Negotiation experience on a broad range of procurements with a diverse range of suppliers
- Experience delivering innovative and complex procurement strategies
- Supplier Relationship Management: Level 5 (from the SFIA framework)
- Stakeholder Relationship Management: Level 5 (from the SFIA framework)
- Working knowledge in SAP environment or any other systems oriented environment is essential
- Systems development in SAP environment for procurement processes is desirable.
- Having other procurement qualifications will be an added advantage
