Based in Nairobi, Kenya, the Humanitarian Program Coordinator will be a full-time member of the Horn Relief team and will play a crucial role in the provision of technical, financial and strategic management to all humanitarian programs and program staff, particularly those in the South Central zone of Somalia.

Primary Responsibilities
The Humanitarian Program Coordinator will undertake a number of duties and responsibilities, including:
- Coordinate emergency response programs for Horn Relief throughout all operational areas from Nairobi, including cash based responses, food security and livelihoods, and WASH.
- Lead the program team in the development of new humanitarian strategies, guidelines and the identification of priority areas. Facilitation of program development, through management of needs assessments, proposal writing and fundraising.
- Develop a humanitarian strategy and program framework that incorporates strong M&E in particular on DRR, contingency planning and effective targeting of women and minorities.
- Co-ordinate surveys and rapid assessments, including training, planning, analysis and report writing. Plan and co-ordinate Horn Relief response as indicated by the results of surveys/situation analysis and related data.
- Lead in using the findings of surveys and ongoing analysis to ensure optimal program performance and design modifications as appropriate.
- Oversee and directly manage emergency projects in the provision of technical support, development of logical frameworks and appropriate indicators, development of project proposals and budgeting, and project narrative and financial reporting in line with donor requirements including monitoring expenditure.
- Recruit and supervise Horn Relief staff, including their commitments to the responsibilities of their positions;
- Assess local implementing partners and oversee completion of consultancies, evaluations, and field studies.
- Ensure the effective implementation of personnel and administrative management systems, including policies and procedures for all programs in portfolio;
- Oversee procurement and logistics procedures for efficient use and proper documentation of all activities in accordance to organizational and donor guidelines;
- Build the capacity of national staff in emergency preparedness, needs and rapid assessments, project management, proposal writing, and monitoring and evaluation through continuous trainings and workshops as well as continuous feedback on their performance;
- Liaise with donors, partner agencies, and the international community on all programming issues;
- Represent Horn Relief at international and local meetings, events, and functions;
- Enhance documentation of lessons learnt and best practices of programs to be shared with relevant stakeholders;
- Any other duties that may be assigned.

- Substantial emergency and/or food security and livelihoods experience, a minimum of 4 years. In particular has technical skills and capacity to oversee humanitarian programs in various sectors such as cash based responses and food security/livelihoods and WASH programs.
- A Bachelors degree in Social Sciences, Political Science, Humanitarian or related field required and a post graduate degree preferred.
- Have good knowledge of Sphere standards, Humanitarian Accountability Principles, and Humanitarian needs assessments.
- Experience in Disaster Risk Reduction and vulnerability analysis.
- Experience with project cycle management tools (logical frameworks and proposal formats), including strong experience in writing proposals.
- Experience in supervising staff in an international setting and working with multi-cultural teams.
- Strong competencies in people management, capacity building and coaching;
- Excellent verbal and written communications skills in English required and Somali desirable.
- A sound understanding of the importance of gender in programme work.
- Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.

- Ability to work independently and under pressure in a rapidly changing professional environment. Diplomacy and good interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
