Position Title: Consultant
I. Background information
The consultancy is a part of the joint activity of UNFPA and UNODC in partnership with the Attorney General’s (AG’s) Office of Kenya and the Task Force on Implementation of the Sexual Offences Act aimed to decrease the level of gender based violence (GBV) in Kenya through improving the safety and treatment of its survivors.
It is expected that as the result of this consultancy, a Position Paper and Framework for the establishment of Victim Support One-Stop Centres will be developed.
The duration of the consultancy is 20 working days in Nairobi, Kenya.
II. Expected responsibilities and deliverables:
Under the guidance of the UNFPA and UNODC Programme Managers, the Task Force Secretariat and the Department of Sexual and Gender Violence Unit under the Office of the Attorney General, the Consultant will be responsible for the following deliverables:
1. Position Paper and Framework on establishment of Victim Support Unit and One-Stop Centre drafted and finalized in consultation with the AG’s Office and the Task Force.
The Position Paper is to outline the Operational and Management Framework of such One-Stop-Center, including the Costed Action Plan identifying key governmental and non-governmental partners and possible location(s) according to the needs.
2. Project concept note for technical assistance of UNODC and UNFPA on establishment of the one- stop centers and support units for victims of GBV in Kenya.
The consultant should provide to the supervisors a detailed description of assessment methods which he/ she intends to apply prior to the assignment.

III. Required qualifications:
- At least a Masters Degree in social sciences, law, health or similar qualification.
- At least seven years of professional experience (including international) in the development and management of the shelters or centers for support and empowerment of victims of gender based and sexual violence.
- Experience in providing advice and assistance to development and implementation of the policies/programs addressing gender based violence, preferably in the African region.
- Excellent report writing skills, research and analysis skills and computer literacy.
- Oral and written fluency in English.
