Tanzania Fair Competition Commission (FCC): Director General

The Fair Competition Commission is an independent statutory body established under
the Fair Competition Act No. 8 of 2003. It is mandated with promoting and protecting
effective competition in trade and commerce in Tanzania, and protecting consumers
from unfair and misleading market conduct. The Act gives the Commission a wide
range of functions – as well as the accompanying powers – to regulate trade in the
country, so as to enhance economic efficiency through commercial competitiveness
and to promote the rights of consumers. These functions include carrying out inquiries,
studies and research into matters relating to competition, assessing the impact of
Government policies and legislation on competition and consumer welfare,
investigating policies and programmes of regulatory authorities, making representations
to Government and other bodies, investigating impediments to competition, promoting
public knowledge and understanding on the rights of consumers.
The Chairperson of the FCC Nomination Committee now invites applications for suitable
Tanzanians to fill the position of Director General which has just become vacant. The
Director General is the Commission’s Chief Executive, and is appointed on a five year
contract that may be renewed only once. The Director General shall be responsible for
the day to day operations of the Commission subject to the directions of the Board of
Commission.
Specifically, the Director General is expected to:
a) Provide strong leadership in the management of the Commission’s activities in
accordance with the stringent performance targets that are set by the
Commission;
b) Formulate strategies and programmes for canvassing Government organs and
other institutions in the country to promote fair competition and protect the rights
of consumers;
c) Prepare proposals for new or amended procedural rules in the work of the
Commission;
d) Prepare programmes for the rigorous implementation of the Commission’s
enforcement and advocacy roles, mobilize resources for the programmes, and
oversee the implementation of such programmes;
e) Promote awareness on the role and functions of the Commission amongst key
stakeholders in the country and amongst the general public;
f) Oversee the efficient and effective management of the Secretariat of the
Commission, and of its resources.
The Commission is looking for a mature, dynamic, and highly innovative and
experienced executive to fill this position. Applicants should have the following
qualifications, experiences and competencies:
�� They should be graduates in law, economics, commerce or other relevant
discipline; but the ideal candidate will have postgraduate qualifications –
Master’s degree or PhD – with a track record of at least ten years in
matters pertaining to trade and/or economic analysis.
�� They should possess management and advocacy skills with a good track
record of at least ten years in senior management positions of public
and/or corporate bodies.
�� They should be able to demonstrate integrity by modeling the
Commission’s values and ethical standards.
�� They should show capacity to advocate and promote the vision, mission
and strategic goals of the Commission.
�� They should have ability to build strong relationships with all key
stakeholders.
�� Previous experience of working with both public and private sector is an
added advantage but not mandatory.
