Project Officer for the Kagera Project Management Unit Job Vacancy: Nile Basin Initiative

1. Background

The Nile Basin Initiative (NBI), a regional partnership of countries of the Nile, seeks to achieve sustainable socio-economic development, build a solid foundation of trust and confidence, and fight poverty through the cooperative development and management of Nile Basin water resources.

The Council of Ministers for Water Affairs in the Nile Equatorial Lakes Region (NEL-COM) at its meeting in January 2004, agreed to establish the Kagera River Basin Project Management Unit in Kigali, Rwanda, to support the timely implementation of the project. Countries benefiting from the project are Burundi, Rwanda, Tanzania and Uganda.

The NELSAP CU now wishes to recruit a person to fill the vacant position of Project Officer in order to enhance project implementation capacity.

The Project Officer will support the Project Manager in the overall project coordination and management of the implementation of the Kagera River Basin Transboundary Integrated Water Resources Management and Development Project.

2. Functions and Responsibilities

Functions and responsibilities will include, but are not limited to:
  • Providing Technical support to the Project Manager;
  • Participate in monitoring, evaluation and reporting on project activities.
  • Support timely and quality preparation and implementation of project work plans, project progress and technical reports. Monitoring plans, and training plans.
  • Maintain and updating the Project information data bases
  • Supervision of consultants assisting with project components
  • Ensuring Stakeholder participation and synergy building in project activities.
  • Support coordination between project components to ensure achievement of overall project objectives
  • Participate in procurement of contractors, consultants and other service providers,
  • Liaise with the National Liaison Officers to supervise the implementation of the investment projects
  • Any other duties as may be assigned by the supervisor from time to time
3. Qualifications and Experience:
  • The Project Officer will have an MSc in Civil/Water Resources Engineering/Environmental Engineering, or related field with experience in development of water infrastructure.
  • At least 5 years of experience in technical and managerial positions for development of water infrastructure with Government or reputable organization.
  • Knowledge of Project and Contract Management
  • Experience working with or in international and donor organizations
  • Experience and knowledge of Sida/ World Bank procurement procedures
  • Excellent written, analytical, presentation and reporting skills
  • Demonstrated computing skills and knowledge of MS Office Packages, design softwares for engineering projects as well as use of project management soft wares,
  • Knowledge of GIS and remote sensing
  • Fluency in spoken and written English is an asset, with French as a working language.
4. Reporting
  • The Project Officer will report to the Project Manager, Kagera Transboundary Integrated Water Resources Management and Development Project.
5. Commencement
  • The applicant must be ready to start working immediately but in whichever case not later that one month after the offer of employment.
6. Other Information:

Priority will be given to nationals originating from Kagera Basin countries (Burundi, Rwanda, Tanzania and Uganda) seeking balance among countries represented in NELSAP staff as a whole.
