I. Organizational Context
In providing the Administrative Agent (AA) functions as delegated by the Multi-Donor Trust Fund (MDTF) office, the PMST is then responsible for the following tasks under the joint programme modality:
- Receiving donor contributions on behalf of the participating UN organizations;
- disbursing funds to the participating UN organizations as instructed by the fund allocating Steering Committee or equivalent mechanism;
- reporting the sources and uses of donor contributions received;
- consolidating reports from participating UN organizations for submission to donors;
- consolidating key audit recommendations received from the auditors of the participating UN organizations as well as the audit of the Administrative Agent.
Currently, the Country Office provides the AA function for two joint programmes: The Joint Programme on Local Governance and Decentralised Service Delivery (JPLG) and the UN Joint Programme for Protection, Resettlement, and Reintegration of Internally Displaced People (IDPs) in Bosasso.
Presentation of the Joint Programmes:

The UN JPLG for Somalia is a 5 year joint programme of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The counterparts of the Joint Programme are the Transitional Federal Government, the Government of State of Puntland, the Government of Somaliland, Regional Councils, District Councils, Legislatures, Municipal Associations, International and Local NGOs/CSOs, and the private sector.
The Programme is aligned to the programming framework of the Somalia Reconstruction and Development Programme (RDP) 2008-12 and the UN Transition Plan (UNTP) 2008-9.
The JPLG activities area comprised of the following:

1.JPLG
The UN JPLG for Somalia is a 5 year joint programme of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The counterparts of the Joint Programme are the Transitional Federal Government, the Government of State of Puntland, the Government of Somaliland, Regional Councils, District Councils, Legislatures, Municipal Associations, International and Local NGOs/CSOs, and the private sector.

The JPLG activities area comprised of the following:
- policy and legal frameworks for decentralisation, local government, service provision and land management,
- institutionalising local government systems, vertical and horizontal inter-government linkages and civic education initiatives,
- investment in public services and goods through testing a Local Development Fund model, direct service provision and promotion of public-private partnerships, and
- Processes and systems for housing, land and property disputes and resolution.
Throughout the Programme, strong emphasis is placed on gender and women in local government, human rights and local governance, and good governance principles of transparency, accountability and participation.
2. UN Joint Programme for Protection, Resettlement, Reintegration and of IDPs in Bosasso.
The Protection, Reintegration, and Resettlement of IDPs project supported by the UN Trust Fund for Human Security and the Government of Japan aims to improve human security and living standards and provide durable solutions for reintegration and resettlement of IDPs and returnees in Somalia, with a particular focus on IDPs currently in Bossaso.
Conditions for the over 32,000 IDPs in Bossaso, a coastal town with high exposure to human security challenges, are among the worst in Africa. The project was conceived as a Joint Programme by five implementing UN partners (UNHCR, UNHABITAT, FAO, UNICEF, and UNDP) and is leveraged by recently strengthened UN capacities for field-based coordination of humanitarian assistance.
The Joint Programmes Fund Management Assistant will assist in managing joint programme donor contracts and provide high quality support to joint programmes tracking and reporting processes in an efficient and timely manner.
Under the overall guidance of the Head of the Project Management Support Team and direct supervision of the Senior Project Management Assistant, and in close consultation with the project managers for JPLG and UN Joint Programme for Protection, Resettlement, Reintegration and of IDPs in Bosasso the Joint Programmes Fund Management Assistant provides financial services ensuring high quality, accuracy and consistency of work. The Joint Programmes Fund Management Assistant promotes a client-oriented approach consistent with UNDP rules and regulations.

- Assist in the provision of appropriate knowledge building and knowledge sharing information related to joint programming.
1. Provide support to the joint programmes in tracking and reporting of both joint programme and bilateral donor funds received by the joint programmes while focusing on achievement of the following results:
- Full compliance of financial processes and financial records with UN/UNDP rules, regulations, policies and strategies.
- Assist in the management of funds transfers to UN joint programme partner agencies.
- Ensures that administrative rules and regulations are followed as per HQ directions for MDTF.
2. Assist in consolidation of financial and narrative reports received from the joint programme partners, for both joint programme and bilateral donor funds focusing on achievement of the following results:
- Assist in transferring relevant tranches of funds in a timely manner to joint programme partner agencies according to approved allocations.
- For relevant donor agreements, provide accurate reporting in Atlas and provide regular expenditure reports as required by PMST and the PCU.
- Assist in analysis and presentation of information on the status of financial resources as required.
- Ensures there is an adequate and retrievable filing system.
- Ensure consistency in the application of UN rules and procedures.
3. Support knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Provide relevant support to the PCU and UN joint programme partner agencies on interpretation and implementation of MDTF procedures, systems and formats
- Contribute to knowledge networks and communities of practice.
IV. Impact of Results
Achievement of the key results contributes to coordinated administration of both joint programme and bilateral donor agreements for relating to joint programme funding, including timely fund disbursements and accurate tracking and reporting.

VI. Recruitment Qualifications
Education:
Education:
- First degree from a recognized university, preferably supplemented by certification in project management and/or finance.
Experience:
- At least 3 years of relevant finance and/or project management support experience at the national or international level is required.
- Knowledge of Atlas financial management system essential..
- Experience working
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Requirements:
- Fluency in English.
This is a non-staff contract under the Special Service Agreement (SSA) modality of hiring of the UNDP. Individuals engaged under an SSA serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP.
The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
Based on the outcome of the competitive process. The incumbent will be engaged on an SSA contract on a retainer basis. The contract will be over span of three years at a pre-determined rate on time and material basis.
