New Partners Initiative Technical Assistance Program (NuPITA) Job Vacancies

Background:

The New Partners Initiative Technical Assistance Project (NuPITA) is a four-year USAID-funded project working in eight countries (Ethiopia, Kenya, Nigeria, Rwanda, South Africa, Tanzania, Uganda, and Zambia) to provide technical assistance to fifteen organisations working in HIV and AIDS.

The project, under the New Partners Initiative (NPI), is a core program of the President's Emergency Fund for AIDS Relief's (PEPFAR). NPI has been created to build the capacity of organizations that work at the community level and support the long-term response to HIV & AIDS. The project is being implemented by John Snow, Inc.

The Campaign for Female Education (Camfed) is a non-governmental organization working in Tanzania, Zambia, Ghana, and Zimbabwe, and beginning operations in Malawi this year.

Camfed has 16 years of experience fighting HIV and AIDS in rural Africa by ensuring communities are empowered to secure the rights of girls and vulnerable children to education and social protection, and economically empowering young women.

The project works to mobilize communities to provide educational and social support to OVCs; provide OVCs with direct support to meet school expenses; build the capacity of teacher mentors and school-based committees to improve the school environment; and, help young women school leavers' secure safe and independent livelihoods through business trainings and empowerment workshops.

NuPITA is seeking dynamic, competent and highly motivated persons for the following positions:

Job Title: Small Enterprise Development Consultant (1)
Reports to: Executive Director, Camfed Tanzania; and NuPITA Projector, Kampala, Uganda
Position Location: Dar es Salaam, Tanzania
Duration: Full Time, 3 Months

Job Summary:

Support the Young Women's Empowerment Manager by bringing on board new ideas, strategies and approaches that will grow the businesses of Camfed members to become more viable, profitable and sustainable

Key Responsibilities:
  • Support the Young Women's Empowerment Manager by bringing on board new ideas, strategies and approaches that will grow the businesses of Camfed members to become more viable, profitable and sustainable;
  • Help review current Camfed a businesses and analyze their viability, profitability and potential for sustainability and growth;
  • Work closely with Camfed Tanzania to identify, document, disseminate and scale up best practices to support the women's empowerment program identified under the USAID Cooperative Agreement;
  • Identify emerging technical needs on a continuous basis and ensure that the TA provided is as responsive as possible to Camfed Tanzania's needs;
  • Contribute to yearly regional conferences and other efforts to share best practices with other NPI partner organizations; and
  • All other duties and responsibilities related to the position.
Required Qualifications:
  • Master's in Business Administration, Entrepreneurship, Women's Studies or other relevant field with a preferred background supporting programs related to education, HIV/AIDS, orphans and vulnerable children, and/or women's rights.
Experience
  • At least 5 years of professional experience in building the capacity of rural women to build independent livelihoods;
  • Field Experience in training and capacity building in rural African Communities;
  • Experience helping vulnerable women identify viable and independent business options;
  • Strong understanding of rural African communities and their economic climates, inclusive of women's roles in these communities;
  • Training expertise in business and life skills and women's empower¬ment;
  • Experience creating strategic plans to help rural women grow their potential and find new opportunities; and
  • Experience working on programs funded by USAID preferred.
Skills and Characteristics:
  • Strong skills in teamwork, networking and facilitation;
  • Hands-on approach to organizational capacity building arid program facilitation;
  • Strong written and verbal communication;
  • Strong skills in strategic thinking and planning; and
  • Experience in implementing community-based HIV-related programs is an advantage.

  • Willingness to work and travel in semi-urban and rural settings in Tanzania and the region. Travel estimated to be approximately 20% of time.
Monitoring and Evaluation Advisor (1)
Reports to: Executive Director, Camfed Tanzania; and NuPITA Projector, Kampala, Uganda
Position Location: Dar es Salaam, Tanzania
Duration: Full Time; 3 Months

Job Summary:

Support the ongoing development of Camfed Tanzania's M&E system, including development of monitoring and evaluation plans and tools to support the USAID cooperative agreement and its identified PEPFAR indicators.

Key Responsibilities
  • Support the ongoing development of Camfed Tanzania's M&E system, including development of monitoring and evaluation plans and tools to support the USAID cooperative agreement and its identified PEPFAR indicators;
  • Assist the ongoing management of the Camfed program database and conduct regular data analysis for various program requirements;
  • Support the generation of data for annual, quarterly and bi-annual activity and donor reports;
  • Train the staff in various aspects of monitoring and evaluation as need arises;
  • Attend field-based monitoring and evaluation activities and site visits relating to Camfed Tanzania's work with schools, Cama (Camfed's young women's network), Community Development Committees (CDCs) and the community;
  • Assist Camfed Tanzania in aligning M&E efforts surrounding the USAID Cooperative Agreement with the Camfed Tanzania Country Operational Plan;

Experience
  • At least seven years of professional experience in Monitoring and Evaluation supporting programs to develop, implement and refine M&E systems;
  • At least three years of professional experience with HIV & AIDS programming with an emphasis on prevention or care;
  • Experience working on programs funded by USAID, preferably in the education and/or health sectors. Experience with PEPFAR program indicators is highly preferred; n Strong data analysis skills and procedures;
  • Understanding of educational and/or HIV/AIDS development programs highly preferred; and
  • Knowledge and experience working in Africa, specifically Tanzania preferred.

Policy and Advocacy Consultant (1)
Reports to: Executive Director, Camfed Tanzania; and NuPITA Program Manager, Kampala, Uganda
Position Location: Dar es Salaam, Tanzania
Duration: Full-Time; 3 Months

Consultancy Summary:

NuPITA is seeking a dynamic, competent and highly motivated professional to provide direct technical assistance and organizational development support in the areas of policy and advocacy to Camfed Tanzania for a consultancy assignment based in Dar es Salaam, Tanzania to facilitate the development of an organizational Policy and Advocacy strategy and undertake activities surrounding these efforts.

Key Responsibilities:
  • Generate data and secondary research materials to be used in policy dialogue and advocacy at national, district and community levels;
  • Analyze and maintain an inventory of key global and national policies, strategies and programs which have a bearing on Camfed Tanzania's work;
  • Produce Camfed advocacy materials, in various forms to be used in advocacy activities for different target audiences, including USAID, policy makers, planners, practitioners, development partners, local authorities and community members;
  • Identify emerging technical needs on a continuous basis and ensure that the TA provided is as responsive as possible to Camfed Tanzania's needs; and
  • Help identify and contribute as appropriate to relevant regional conferences, policy fora and other opportunities to share best practices with other NPI partner organizations;
  • Develop a 4-year Policy and Advocacy strategy and plan to contribute to Camfed's program objectives and the cause of community mobilization for educational and social support to OVCs, provision of education expenses for OVCs, capacity building in education to improve school environments, and livelihoods development for young women school leavers.
Deliverables:
  • 4-year organizational Policy and Advocacy Strategy to be approved by Executive Team before completion of consultancy
  • Development of database to hold compiled data, secondary research documents, and other relevant documents for easy reference
  • Production of relevant advocacy documents as they relate to the needs developed in the Policy and Advocacy Strategy (e.g. brochures, presentations, media materials, press kits, etc.)
Required Qualifications:
  • Master's Degree in Political Science, Journalism, Law or other relevant field with a preferred background supporting programs related to education, HIV and AIDS, orphans and vulnerable children, and/or women's rights.
Experience:
  • At least 5 years of professional experience in Policy and Advocacy work supporting programs related to international development, preferably in education, HIV and AIDS and/or women's initiatives;
  • Proven track record in developing national and/or international policy and advocacy strategic plans for organizations;
  • Experience developing strategic advocacy materials through various different mediums to various different media outlets;
  • Knowledge and experience working in Africa, specifically Tanzania preferred; and
  • Experience working on programs funded by USAID preferred.
