Mercy Corps is an international NGO implementing development programs in Southern Sudan. Our primary goal is to strengthen the existing peace process by supporting the implementation of the Comprehensive Peace Agreement and contributes to the development of areas that were affected during wartime. Mercy Corps does this through:
1) infrastructure projects (building schools, police stations, community centers and marketplaces) 2) economic-development (opportunities, like increasing local agricultural production) that support the flood of people returning to southern Sudan and demonstrate a tangible "peace dividend.
3) Helping "civil society" groups (community groups who are neither government- nor business-related) develop the skills to better play their appropriate role in a democratic society.
We are currently recruiting for qualified candidates to fill two (2) vacant positions in Finance and Human Resources Departments in our Juba office.
- FINANCE OFFICER
Job Summary: Working in the Finance Department under the direction of the Senior Finance Officer and Finance Manager, the Finance Officer will assist in the accounting and documentation of all financial transactions in timely and accurate manner.
Responsibilities include:
- Ensure financial compliance with Mercy Corps Field Finance Manual policies, as well as rules and regulation stipulated by the South Sudan authorities and donor regulations.
- Responsible to maintaining the office cash account, including disbursements of cash to pay Mercy Corps expenses and for safe guarding of office cash.
- Responsible for managing the banking activities in the Juba office, including withdrawals, collecting bank statements, credit notes etc.
- Responsible for timely field payments against Mercy Corps commitment’s according to correctly approved documentation such as , but not limited to , field expenditure for procurement and transport of materials and equipments as well as cash for work labor payments.
- Responsible for maintaining details cash tracking sub-journal record, responsible to ensuring all payments are supported by adequate supporting documentation in accordance with Mercy Corps field Finance Manual policies.
- Responsible for making and properly documenting all salary payments of Mercy Corps field staff, ensure all payroll deductions and withholding is done, including payment to appropriate government agencies.
- Liaising with local government to ensure compliance with national tax and labor regulations.
- Prepare monthly pipeline projections and cash request for Head office in Juba.
- Prepare and review for accuracy the monthly sub journal reports for submission to Juba office including cash requests for the following month. Keep relevant management staff updated with regard to the security situation in the project areas visited, and provide advice as to how to must securely transport money and make payments in the field
- Ensure open and transparent communication with Head of office, Project Managers, Finance Director-South Sudan and Nairobi Finance Manager on all matters pertaining to finances. Mentor and monitor Mercy Corps local partner’s organization to maintain administrative, financial and logistical records to donors standards. Coordinate training plans for building the capacity of partner staff; assist in identifying training needs accordingly.
- Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded
- Assist in the training and support of the finance officers in field offices, training new hires, field visits, etc.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission
Experience and Qualification Include: Two or more years of accounting or bookkeeping experience, including experience with double-entry accounting. Degree in accounting or a relevant business field with strong computer skills in MS Office programs, particularly Excel. Familiarity with computerized, double-entry accounting software. Strong organizational skills as well as attention to detail previous NGO experience is an asset and excellent oral and written English and Arabic

2) SENIOR HUMAN RESOURCES & ADMINISTRATION OFFICER
Job Summary: Reporting to the Human Resources & Administration Manager, the successful candidate will provide human resources and administration services to Mercy Corps Sudan programs through achievement of Mercy Corps goals in facilitating policy and systems for human resources and administrative needs to ensure efficient and effective operations
Responsibilities include: Plan, direct, and coordinate human resource management activities of Mercy Corps Sudan to maximize the strategic use of human resources and maintain functions such recruitment, staffing, training and development, performance monitoring, employee compensation and employee counseling.
This position will ensure human resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, goal attainment, and the recruitment and ongoing development of a committed and skilled workforce.
Oversight includes:
- Ensuring that all human recourse and administration issues are transparently handled and documented
- Ensure all staff understand and adhere to Mercy Corps Human and Administrative policies.
- Provide, current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion and employee benefits
- Perform difficult staffing duties, including dealing with understaffing, refereeing disputes, terminating employees, and administering disciplinary procedures.
- Advise managers on organizational policy matters such as equal employment opportunity and sexual harassment, and recommend needed changes.
- Plan and conduct new employee orientation to foster positive attitude toward organizational objectives and ensure that all new staff receive national staff policy handbook.
- Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.
- Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations.
- Analyze training needs to design employee development, language training and health and safety programs.
- Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
- Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices.
- Plan, organize, direct, control or coordinate the personnel, training, or labor relations activities of an organization.
Qualifications & experience include: University Degree/Diploma in Human Resource Management or Business Administration. Two - three years of experiences in Human Resources management and administration. Good knowledge of Labour law is requisite. Strong computer skills in MS Office programs in particular Excel and word is an added advantage. Should be able to deliver and discharge duties effectively in a timely manner and have a strong organizational skills as well as keen attention to details. Ability and interest to work with multi-ethnic and cultural societies and willingness to travel to other field sites is an added advantage. Excellent oral and written English and Arabic skills are required.
