Position: Manager, Project Planning

The Rural Electrification Agency is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001, No. 75.

The REB's main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and the implementation of rural electrification projects.

The projects include those funded by the Government of Uganda Consolidated Fund, Multi-lateral and Bilateral Development Partners, other sources contributing to the Rural Electrification Fund and the Private Sector.

The Rural Electrification Agency invites applications from suitably qualified candidates to fill the vacant position of Manager, Project Planning.

Main Task:

The Manager, Project Planning, will be in charge of project identification, preliminary studies, pipelining and packaging for both public and private sector investment.

Duties and Responsibilities:
  • Identify Priority Rural Electrification Projects (PREPs), coordinate the preparation of their feasibility studies, develop an annual pipeline of projects on priority basis and package them for public and/or private sector investment. The Manager will need to make proper use of the Indicative Rural Electrification Master plan in this effort.
  • Assist private sector initiated projects to access assistance from other facilitating institutions (e.g Electricity Regulatory Authority (ERA), Private Sector Foundation (PSF), National Environment Management Authority (NEMA), Uganda Land Commission, Directorate of Water Development (DWD), etc.
  • In collaboration with the Public Relations Officer, mobilize local authorities, communities/cooperative associations and local entrepreneurs to identify and initiate rural electrification projects in their areas.
  • Promote innovative technological and business approaches, including renewable energy and low cost solutions, to realize cost savings and to bring energy services to sparsely populated areas.
  • Assess compliance of project proposals with the Environmental and Social Management Framework (ESMF).
  • Build and maintain REA's GIS-based rural electrification database for use by potential investors.
  • Analyse, in light of the experiences accumulated during the past years, the effectiveness of the adopted criteria for the selection of rural electrification projects and for the selection of support programmes for the benefit of REB to determine if any changes are required.
  • Prepare annual status reports on rural energy planning, including priority projects which have been pipelined for investment, community initiated projects and private sector initiated projects being assisted.
  • Perform any other duties as may be assigned by the Executive Director.
Required Qualifications:
  • A Masters Degree in Electrical Engineering, Project Management, Business Studies, Finance, Economics or Energy Studies
  • At least 10 years post-university working experience, of which at least 5 years of experience working in electricity/energy planning, with emphasis on rural energy/electrification issues.
  • Experience in off-grid rural electrification planning will be an added advantage.
  • Significant experience in managing complex processes and a proven track record in designing and managing projects, especially donor funded projects.
  • A demonstrable background of professional and strategic leadership, highly motivated and a committed team player.
  • A candidate with expertise in either or both of the following: renewable energy applications, financial and economic analysis of projects will have an added advantage.
Terms and Conditions of Service:
  • Four (4) years contract renewable upon satisfactory service with an attractive remuneration package.
