Descriptions of these vacancies and their requirements are outlined here below:

1. Principal Human Resource Officer
KNEC Scale EC 13

The officer at this level will be reporting to the Deputy Secretary, Human Resources (HR) Division and may head a section in HR Division.

Duties and Responsibilities:
  • Head the Human Resources Management Salary and Benefits Section;
  • Interpretation, planning and implementation of Human Resource Management polices rules and regulations relating to salary administration and pensions within the labour laws and other statutes relating to human resource management;
  • Implement communication systems that will ensure the provision of timely and accurate HR information;
  • Review and propose for implementation of a competitive employee benefit packages, insurance, medical and other and non-monetary schemes.
Qualifications and Experience Required:
  • A Masters Degree in Human Resource Management/Industrial Relations; OR Bachelors Degree in Social Sciences and in possession of Higher Diploma in Human Resource Management from a recognised institution;
  • Served in the grade of Chief Human Resource Officer or in an equivalent position for a minimum period of three (3) years in a large reputable organisation;
  • Evidence of proficiency and knowledge of computer applications on HR will be an added advantage.
2. Chief Human Resource Officer

The officer at this level will be reporting to a Head of a Section in HR.

Duties and Responsibilities:
  • Planning and executing human resources management and development activities associated with recruitment, appointment promotion and staff development as well as interpretation and implementation of human resource management polices, rules and regulations relating to staff appraisal, industrial and employee relations, remuneration and staff welfare,
  • Implement communication systems that will ensure the provision of timely and accurate human resources information;
Qualifications and Experience Required:
  • A Masters Degree in Human Resource Management or equivalent qualification; OR Bachelors Degree in Social Sciences and in possession of Higher Diploma in Human Resource Management from a recognised institution;
  • Served in the grade of Senior Human Resource Officer or in an equivalent position for a minimum period of three (3) years in a large reputable organisation;
  • Evidence of proficiency and knowledge in computer Applications will be an added advantage.
3. Senior Human Resource Officer (Training & Development)

The officer will report to the Principal Human Resources Officer in charge of training.

Duties and Responsibilities:
  • Implementing the Council's HR Training & Development policy and regularly conducting and coordinating training needs assessment for all Council staff;
  • Advising on the design and implementation annual training programmes and evaluating the effectiveness of training planning, preparing and monitoring the training budget;
  • Follow up of performance appraisal process and recommending appropriate interventions.
Qualifications and Experience Required:
  • Bachelors degree in Social Sciences and in possession of Higher Diploma in Human Resource Management or Human Resource Development;
  • Not less than six (6) years hands on experience in Human Resource Development handling training in a large reputable organisation;
  • A Masters Degree in Human Resource Management/Development and proficiency in computer applications will be an added advantage.
4. Senior Accountant

The officer at this level will be reporting to a Principal Accountant in the Finance Division

Duties and Responsibilities:
  • Regular review of general ledger entries to check accuracy and compliance with established rules and accounting principles;
  • Preparation of financial and statistical reports, financial audits and tax returns;
  • Handling financial transactions for both revenue and expenditure.
Qualifications and Experience:
  • Bachelor of Commerce Degree (Accounting or Finance Option) and not less than 5 (five) years experience as an Accountant I; OR have at leas; CPA !! . or its equivalent and have served for not less than 3 (three) years as an Accountant I;
  • A Masters Degree and relevant experience will have an added advantage;
  • Evidence of proficiency and knowledge in computer applications will be an added advantage.
5. Principal Systems Analysts

The Principal Systems Analyst will head a Section in the ICT Department and will be reporting to the Head of ICT.

Duties and Responsibilities:
  • Responsible for Planning, Maintenance and Development of ICT provision of secure, reliable and efficient ICT services at section level planning and executing of ICT policy and strategy at section level;
  • Planning for acquisition and delivery of software and hardware in an efficient and cost effective manner at section level;
  • Formulate, implement and manage the network infrastructure strategy, establish communication protocol and voice, radio and data communications standards for LAN's and WAN's at section level;
  • Writing database documentation and controlling access permission and privileges;
  • Monitor the performance and integration of specified applications at section level.
Qualifications and Experience Required:
  • Bachelors Degree in Computer Science/ Information Technology, Electronic/ Electrical Engineering OR equivalent qualification from a reputable institution;
  • Possess professional ICT qualifications(MCSE, CCNA, OCP, CISA etc);
  • Excellent knowledge of operating systems (Windows, Unix, Linux), servers, LAN/WAN technologies, databases, information security etc;
  • Minimum of 9 (nine) years experience in the field of ICT in a large reputable organization.
6. Senior Legal Officer

The successful candidate will be report' ;g to the Council Secretary/Chief Executive.

Duties and Responsibilities:
  • Shall be the legal advisor to the Council, Management and all other governance organs of KNEC and shall be in charge of all staff in the Legal Section.
  • Shall handle all legal matters of the Council and shall liaise with KNEC external lawyer on litigation matters and other contentious matters as may be necessary
6. Qualifications and Experience Required:
  • Bachelor of Laws degree holders from recognised university and an advocate of the High Court of Kenya with current practising certificate;
  • At least 9 (nine) years practising experience in conveyance, labour laws, public procurement law, commercial law and litigation;
  • A Masters Degree will be an added advantage.
7. Principal Examinations Secretary (Principal Printer, Reprographics)

The successful candidate will be reporting to the Head of Division, Reprographics.

Key Responsibilities:
  • Planning and scheduling of jobs for production and all print related activities at the Press, ensuring quality production at specified quantities and quality at minimum cost, monitoring production and continually updating printing schedules;
  • Working closely with the Procurement Section to maintain material delivery schedules and ensuring proper and secure handling of materials, storage and inventory.
Qualifications and Experience Required:
  • Bachelors Degree in Printing or equivalent qualification from a recognised institution plus at least 9 (nine) years experience three (3) of which should be in a senior position handling printing
  • Evidence of being well grounded in theory and application of printing principles
  • A Masters Degree in printing and proficiency in computer applications will be an added advantage.
8. Examination Secretary II (English)

The successful candidate will be reporting to the Head of Section, Languages in Test Development, School Examinations.

Duties and Responsibilities:

Being in charge of planning, guiding and programming the Test Development activities of Language examination papers and other related disciplines.

Qualifications and Experience Required:
  • Bachelor of Education Degree, specialising in English Language;
  • A Masters degree in sign language education or Primary Teacher Education (PTE) will be an added advantage;
  • Minimum of 6 (six) years teaching experience in Secondary School or Primary Teachers Training College;
  • Should demonstrate evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations
9. Examination Secretary II - Special Needs Education

The successful candidate will be reporting to the Head of Section, Teacher Education in Test Development, School Examinations.

Duties and Responsibilities:
  • Being in charge of planning, guiding, moderating, monitoring and programming the Test Development activities of examination papers in special needs education and other relevant disciplines;
Qualifications and Experience Required:
  • Bachelor of Education degree in Special Needs Education with one of the following special needs field:-
  1. Mental Handicap/Autism/Emotional and Behavioural difficulties Inclusive Education/Learning Disabilities/Gifted and Talented;
  2. Visual Impaired - proficiency in English, Kiswahili, and mathematics Braille, music BraiNe will be an added advantage;
  3. Evidence of background in psychology.
  • At least six (6) years' teaching experience in Secondary or Post Secondary School, specializing in teaching Special Needs Learners;
  • Should demonstrate evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
10. Senior Procurement Officer

The successful candidate will be reporting to the Head of Section, Procurement

Duties and Responsibilities:
  • Ensuring that supplies accounting and other stores procedures are followed
  • and updated accordingly;
  • Planning and Coordinating the procurement process in accordance with approved KNEC and public procurement procedures;
  • Maintaining an updated suppliers list and approved stock levels, stock taking and disposal of unserviceable and obsolete stores in accordance with Public Procurement and Disposal Regulations.
Qualifications and Experience Required
  • Bachelors Degree in procurement from recognised Institution; OR Bachelors degree in Economics, Commerce and Business or Business Administration with at least a Post Graduate Diploma in Procurement/Supplies Management or equivalent qualification from a recognised Institution with a minimum of six (6) years experience in a large reputable organisation;
  • Should demonstrate evidence of being well grounded in theory and practice of Public Procurement Procedures and Regulations;
  • Evidence of proficiency in computer applications will be an added advantage.
11.0 Deputy Secretary, Test Development (Technical Examinations)

The successful candidate will be overall in charge of all test development activities for Technical Examinations in KNEC and will be reporting to the Head of Department, Test Development.

Duties and Responsibilities:
  • Being in charge of planning, programming and Coordination of the development of Technical Examinations question papers for Post School Technical Examinations including policy formulation;
  • Coordination of the various council subject panels and post school examinations committee panels and keeping record of the decisions made;
  • Preparation of the annual budgets for the division;
  • Approving of payment claims made by setters, moderators, proof readers and members of subject panel examination and awards committees for Post-School Technical Examinations;
Qualifications and Experience Required
  • A Bachelors degree in Technical Education or equivalent qualification plus at least twelve (12) years experience in a senior position handling examinations with special reference to test development in a post school institution, six (6) of which should have served at a Principal Examinations Officer level;
  • Masters degree in relevant field or other professional qualification will be an added advantage;
  • Should demonstrate evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
12. Examination Secretary II (Supply Chain Management)

The successful candidate will be reporting to the Head of Section, Business Management Studies Examinations in Test Development, Post School Examinations.

Duties and Responsibilities:
  • Being in charge of planning, guiding and programming the Test Development activities of Supply Chain Management examination papers and other related disciplines.
Qualifications and Experience Required
  • Bachelor of Education Degree or its equivalent specialising in Economics and Business Studies; OR a Bachelors Degree in Supply Chain Management plus a Post Graduate Diploma in Education;
  • A Masters Degree in Supply Chain Management will be an added advantage;
  • Minimum of six (6) years teaching experience in a recognised Post-Secondary School institution;

13. Examination Secretary II (Banking and Finance)

17. Examination Secretary II (Mechanical Engineering - Secretary II Option)

Qualifications and Experience Required
  • Bachelors degree in Mechanical Engineering (Automotive Option); OR Higher Diploma in Mechanical Engineering or its equivalent, plus a Post-Graduate Diploma in Education;
  • Minimum of 6 (six) years teaching experience in a recognised Post-Secondary School institution teaching Mechanical, Electrical and Electronics Engineering;

18. Examination Secretary II (Medical Science/Technology)

Qualifications and Experience Required
  • Bachelors Degree in Medical Laboratory Technology/Science; OR Higher Diploma in medical-related field or equivalent qualification plus a Post-Graduate Diploma in Education;
  • Minimum of 6 (six) years experience teaching Medical Laboratory Technology/ Science in a recognised Post-Secondary School institution;

19. Examination Secretary II (Surveying and Mapping)

20. Examination Secretary II (Mechanical Engineering - Secretary II)

21. Examination Secretary II (Examinations Administration - Foreign)

The successful candidate will be reporting to the Head of Section, Foreign Examinations Preparatory Services and related Services in Examinations Administration.

Duties and Responsibilities:
  • Being in charge of planning, guiding, programming, management and the administration of Foreign Examinations including registration of candidates and liaising with Foreign Examination Boards;
Qualifications and Experience Required
  • Bachelors degree in Education or equivalent qualification. Masters Degree will be an added advantage;
  • Minimum of 6 (six) years teaching experience in a Secondary School institution;
  • Should demonstrate evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
  • Those with previous work experience working for Institutions that offer foreign examinations such as El, CIE and IB will have an added advantage;
22.0 Assistant Examinations Secretary (Examinations Administration)

The successful candidate will be reporting to the Head of Section, KCSE & KCPE Examinations Preparations and related Services in Examinations Administration.

Duties and Responsibilities:
  • Being in charge of planning, guiding and programming the activities of the administration of KCSE Examinations Preparations and Related Services.
Qualifications and Experience Required
  • Bachelors degree in Education or equivalent qualification; Masters Degree is an added advantage;
  • Minimum of 6 (six) years teaching experience in a Secondary School institution;
  • Should demonstrate evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
23. Examinations Secretary I (Examinations Administration - Business)

The successful candidate will be reporting to the Head of Section, Business Examinations Preparatory Services in Examinations Administration.

Duties and Responsibilities:
  • Being in charge of planning, guiding and monitoring of Business Examinations Preparations and Related Services in Examinations Administration.
Qualifications and Experience Required
  • Bachelors degree in Education specializing in Business Education Studies or equivalent qualification; Masters Degree will be added advantage;
  • Minimum of 9 (nine) years teaching experience in a Post School institution;

24. Examinations Secretary II (Examinations Administration - PTE/ATE/ECDE/SNE/NFE)

The successful candidate will be reporting to the Head of Section, PTE, ECDE, Special Education and Non-Formal Education Services in Examinations Administration.

Duties and Responsibilities:
  • Being in charge of planning, guiding, and monitoring the administration activities of PTE, Special Education and Non-Formal Education Services.
Qualifications and Experience Required
  • Bachelors degree in Education specialising in either PTE or ECDE or ATE or SNE or equivalent qualification;
  • A Masters Degree is an added advantage;
  • Minimum of 6 (six) years teaching experience in a Teachers Training College or an ECDE College;
  • Should demonstrate evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
25. Examinations Secretary II (Research)

The successful candidate will be reporting to the Head of Section in Research Division.

Duties and Responsibilities:
  • Being in charge of planning, guiding and monitoring of research projects and activities and writing reports on School Examinations;
  • Analysing statistical data related to examinations.
Qualifications and Experience Required
  • At least a Masters degree specialising in either languages or statistics or research or equivalent qualification plus not less than six (6) years experience in handling research activities in education in a large and reputable institution;
  • Should demonstrate evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment Setting, Marking, and Moderation of Examinations;
  • Evidence of proficiency in computer applications such as SPSS and research reports writing.
26. Principal Manuscript Secretary
KNEC Scale EC 13

The officer at this level will be reporting to the Deputy Secretary, Manuscripts Division in Reprographics and Manuscripts.

Duties and Responsibilities:
  • Inputting and production of question papers through various technical processes as well as proof reading at every stage, correcting, approving proofs, security storage, retrieval and receiving machine copies and production.
Qualifications and Experience Required
  • Minimum Bachelors Degree in Education (Business Studies) with Secretarial Studies or Computer Science OR Bachelors degree in publishing from a recognised university with experience in typesetting and proofreading of manuscripts for at least 9 (nine) years;
  • Evidence of proficiency and knowledge in computer applications.
