Kenya National Bureau of Statistics Expression of Interest: Actuarial Study

The Kenya National Bureau of Statistics (KNBS) is a Semi-Autonomous Government Agency mandated under the Statistics Act 2006 of the Laws of Kenya to collate, analyze and disseminate official statistics in addition to supervision and coordination of the National Statistical System in the country.

Before KNBS became a Semi-Autonomous body, it was formerly operating as the Central Bureau of Statistics (CBS), a Government Department in the Ministry of Planning, National Development and Vision 2030 and operated under the Statistics Act (Cap 112) of 1961.

As part of the process of de-linking KNBS from the civil service pension scheme, the Bureau intends to set up a Retirement Pension Scheme for all its members of staff, first by carrying out an Actuarial study which will involve the following:-
  • To design a Retirement Benefits Scheme that operates on a contributory and funded basis for KNBS members of staff.
  • To ensure the proposed scheme is registered with relevant regulatory bodies.
  • To ensure the proposed scheme is comparable with other similar Retirement Benefits schemes in the Public Sector.
  • To provide advice to KNBS Board on how the Retirement Benefits scheme should be managed once registered.
The Bureau, therefore, invites Expression of Interest (EOI) from eligible consultants to carry out an Actuarial study in order to advice on the introduction of a Retirement Benefits scheme.

Eligible consultants should provide the following:-
  • Relevant experience of the firm/consultant related to the assignment, track record and financial capability.
  • Evidence of related jobs undertaken in the last three years.
  • Qualifications and competence of key staff for the assignment
  • Experience of the key staff related to the assignment
EOI documents should be submitted in a sealed envelope clearly marked “Expression of Interest for Actuarial Study” and addressed to:-

The Director General
Kenya National Bureau of Statistics
P. O. Box 30266 – 00100
Nairobi

or placed in the tender box at Herufi House 1st Floor on or before 3rd December 2009 at 10.00 hours.

Opening of the received documents will take place immediately thereafter at Herufi House Conference Room in the presence of consultants who choose to attend.

Request for proposal documents will be issued only to shortlisted consultants.
