Constituencies Development Fund Board Jobs in Kenya.

The Constituencies Development Fund Board is mandated by the Constituencies Development Fund Act, 2003 and the Constituencies Development Fund (Amendment) Act, 2007 to ensure timely and efficient disbursement of funds to constituencies. The Constituencies Development Fund Board seeks to recruit qualified, experienced, dynamic and highly motivated candidates to fill the following positions in the Projects, Public Relations, Audit, Procurement and Finance departments.

ADVERT NO CDFB/003/2009: NATIONAL PROGRAMME COORDINATOR

The National Programme Coordinator will be responsible to the Chief Executive Officer for the overall supervision of the of Projects Departmental activities-

KEY RESPONSIBILITIES
• Directing and supervising the Project Departmental activities, which include project monitoring & evaluation, review of the project proposals, handling of complaints & disputes.
• Supervising the CDF Regional Project Management activities.
• Evaluate, review and design departmental training programmes.
• Monitor organizational performance against the departmental targets and advise the management on the strategies to improve service delivery.
• Oversee the development of strategic plans for the constituencies.
• Reviewing financial and physical implementation of CDF Projects.

QUALIFICATIONS AND EXPERIENCE
• Bachelor’s degree in Economics or related disciplines from a recognized University.
• Masters of Arts degree in Economics or its equivalent from a recognized university
• Diploma in Project Management will be an added advantage
• A minimum of ten (10) years working experience, five (5) of which must be at a senior position preferably a Chief Programmes Manager or its equivalent.
• Experience in project identification, implementation, monitoring & evaluation, and coordination of field activities.
• Experience in designing and implementing capacity building activities which include facilitation and managing training
• Strong interpersonal/ people management skills, excellent oral and written communication skills.
• Ability to develop well written, cohesive analyses and reports.
• Be a team player.

ADVERT NO CDFB/004/2009: CHIEF INTERNAL AUDITOR
The Chief Internal Auditor will be responsible to the Board through the Audit and Risk Management Committee for the following:-

KEY RESPONSIBILITIES
• Preparing and organizing audit plans and carrying out risk exposure assessment and formulating strategies to mitigate against the risks.
• Providing strategic leadership and direction to the Internal Audit Department to ensure effective discharge of its mandate.
• Determining the adequacy and effectiveness of the internal control systems of the CDF Board to ensure continuous improvement on the risk management and governance processes
• Carrying out investigations on irregularities reported.
• Liaising and coordinating coverage with the external auditors to ensure that they are well briefed on areas of concern.
• Institute follow up audits to ensure implementation of audit recommendations
• Ensure timely preparation and submission of audit reports including recommendations to management.
• Conduct system reviews as may be requested by the Audit and Risk Management Committee or Chief Executive Officer and maintain the independence or objectivity of the internal audit function.
• Ascertain the extent of compliance with government laws and regulations with respect to the CDF Board operations.

QUALIFICATIONS AND EXPERIENCE
For appointment to this position, the candidate must be in possession of:-
• Bachelor’s degree in Commerce (Accounting Option ).
• Master of Business Administration (MBA) or its equivalent will be an added advantage
• Professional qualifications such as CPA (K), ACCA,or its equivalent
• Be a member of the ICPAK or its equivalent from a recognized accountancy professional body.
• Have demonstrated wide administrative capabilities and high degree of competence in managing the audit function at a high level including the ability to devise, develop and implement strategic corporate and operational audit plans.
• Knowledge of computerized financial management system.
• Have seven (7) years working experience, three (3) of which must be at a senior position in the public service or a large private sector organization.
• Be a team player.

ADVERT NO CDFB/005/2009: CHIEF MANAGER, FINANCIAL SERVICES
KEY RESPONSIBILITIES
The Chief Manager, Financial Services shall be responsible to the Chief Executive Officer for the provision of technical and managerial oversight of all aspects of financial management in CDF Board.
The duties and
responsibilities shall include:-
• Formulation and coordination of financial policies, procedures and regulations in conformity with relevant Government regulations.
• Preparation of quarterly/annual reports in line with Government regulations.
• Ensure accuracy and completeness of financial data maintained by the organization.
• Provision of financial support services to the Board Secretariat and Constituencies.
• Development and implementation of effective financial accounting and
reporting systems.
• Budgetary planning and monitoring of expenditure

QUALIFICATIONS AND EXPERIENCE
For appointment to this position, the candidate must be in possession of:-
• Bachelor’s degree in Commerce (Accounting or Finance Option).
• Master of Business Administration (MBA) or its equivalent will be an added advantage

ADVERT NO CDFB/006/2009: SENIOR PROCUREMENT MANAGER
JOB DESCRIPTION
The Senior Procurement Manager will be responsible to the Chief Executive Officer for the overall management of the Supplies Function in the organization.
KEY RESPONSIBILITIES
• Provide guidance in the overall management of the procurement function.
• Coordinate procurement of goods and services.
• Issue guidelines on the interpretation and implementation of procurement laws and regulations.
• Preparation of a consolidated annual procurement plan and ensure its implementation.
• Ensuring compliance with Government procurement policies and
regulations.
• Carry out market surveys, monitor and evaluate the performance of the supply chain function.
• Supervising and training staff on procurement matters.
• Managing the disposal of obsolete, unserviceable and or surplus items.

QUALIFICATIONS AND EXPERIENCE
For appointment to this position, the candidate must be in possession of:-
• Bachelor’s degree in business related field.
• Masters in Business Administration will an added advantage.
• Post Graduate Diploma in Purchasing and Supplies Management..
• A minimum period of four (4) years working experience as a Procurement Manager.

• Must be conversant with the Government procurement policies and regulations.

ADVERT NO CDFB/007/2009: FUND ACCOUNT MANAGER

The CDF Board wishes to invite suitably qualified candidates for the posts of Fund Account Managers from the following constituencies:
-Lagdera, Kasarani, Githunguri, Nakuru Town, Nyakach, Garsen, Magarini, Mandera East, Igembe North, Cherengany, Imenti Central, Narok North, Nambale, Gem, Bumula and South
Imenti.
KEY RESPONSIBILITIES
• Serve as an ex-officio member of the Constituency Development Fund Committee.
• Preparation and submission of books of accounts and other operational and financial reports on a monthly basis.
• Maintenance of minutes, records and information relating to CDF projects implemented in the constituency.
• Maintain a register of assets and liabilities of the Constituency Development Fund Committee (CDFC).
• Liaising with District Departmental Heads in the management of CDF projects.
• Offer technical advice to Project Management Committees on project management..
• Prepare and maintain a list of all constituencies projects for submission to the CDF Board in accordance with the Constituencies Development Fund (Amendment) Act 2007.
• Preparation of Community Action Plans, Annual work plans, budgets and strategic plans through participatory approaches.
• Guide the Constituency Development Fund Committee and communities on project management..
• Networking and collaboration with development partners operating in the constituencies to avoid duplications and overlaps.

QUALIFICATIONS AND EXPERIENCE
For appointment to this position, the candidate must be in possession of:-
• Bachelor’s degree in Commerce, Economics or business related field from a recognized University
• At least CPA II or equivalent.
• Have proficiency in computer applications.
• Have experience in financial accounting for at least three (3)years
• Be of high integrity and with no criminal record.
• Good in oral and written presentation both in English and Kiswahili.
• Post - graduate diploma in Project Management or Skills in community development will be an added advantage.
• Able to work independently with minimal supervision.

ADVERT NO CDFB/008/2009 PUBLIC RELATIONS OFFICER
KEY RESPONSIBILITIES
The Public Relations Officer will be responsible to the Chief Executive Officer for the overall management of the Public Relations function in the organization.

The duties and responsibilities of the Public Relations Officer include:-
• Planning and implementing strategic corporate and public relations policies.
• Formulating, coordinating and, strategies, programmes and significant events of the CDF Board such as open days, public service week, trade fairs and other exhibitions.
• Liaising with the media house for coverage of CDF Board events and raising public awareness of its functions and activities to ensure the right information and product is delivered to the public
• Editing and production of the organization’s newsletters, magazines and brochures; attending to media queries and complaints about the organization.
• Preparing speeches, briefs, press supplements, press statements, news releases and feature articles.
• Coordination and administration of corporate protocol and hospitality affairs.

QUALIFICATIONS AND EXPERIENCE
For appointment to this grade, a candidate must be in possession of:-
• Bachelor‘s degree in Business related field.
• Masters degree in Journalism or Communication from a recognized University will be an added advantage.
• Post - graduate diploma in Journalism or Mass Communication from a recognized Institution.
• Five (5) years working experience in Public Relations.
• Excellent written, oral communication skills and good interpersonal relations.
• Excellent organizational and administrative skills.
• Computer literacy.
