CBO Capacity Building Officer for Gender Based Violence

ARC International Southern Sudan Program is inviting applications from qualified persons to fill the position of national Capacity Building Officer for Gender Based Violence. The position will be based in Juba with significant travel to ARC field sites in Southern Sudan.

Description of the role

ARC is implementing a GBV Leadership Project that will ensure protection, support and assistance for survivors of GBV through good-quality, coordinated and sustainable locally-driven efforts to prevent and respond to GBV. This will be achieved through a three-pronged approach focusing on: -

1) Increasing the quality and sustainability of locally-led GBV efforts in ARC supported sites in Southern Sudan through organizational capacity building for partner CBOs and other partners (strong focus on leadership and management);

2) Expanding the technical skill-set of partner organizations and individuals to provide innovative prevention and response through in-country technical trainings, and

3) Improving the quality of GBV prevention and response services through a well-coordinated national and international network of services and service providers.

The Capacity Building Officer will focus will be on building the organizational and technical capacity of partners in areas that are identified as gaps. The post bearer will also help to improve ARC Southern Sudan partners’ ability to manage and lead GBV activities in the field. Initially, the Capacity Building Officer will be responsible for organizing the partner selection process carrying out capacity assessments, and developing tailored capacity-building plans in conjunction with ARC partners. Subsequently, this person will serve as the primary liaison between ARC Southern Sudan and its partners so that they eventually gain the ability to gradually take over GBV programming for long-term sustainability.

Responsibilities

1. Help the GBV Program Officer and the Senior Health Coordinator ensure that GBV Leadership Project in Southern Sudan indicators are met, including financial targets.

2. Liaise and work regularly with ARC partner organizations, CBOs or groups to establish strong relationships.

3. Help establish agreements with partners for sub-grants, where and when necessary, to ensure overall compliance with particular reference to the ARC sub-grants manual.

4. Establish clear criteria and procedures for partner selection in ARC operational areas where this process has not been done.

5. Organize and conduct assessments for partner CBOs and at periodic intervals, including the end of the year, to measure organizational and technical growth.

6. Collaboratively with the identified partners, identify capacity-building needs of partners, including both organizational and technical gaps.

7. Assist ARC partners in creating a capacity building action plan/work plan that will focus on developing the technical capacity of the partner according to international guidelines and standards.

8. Organize necessary trainings and workshops, including leadership and management training, for ARC partners to address technical and organizational capacity-building needs and monitor quality of trainings and other capacity building activities, getting feedback from partners to help feed into and improve future activities.

9. Guide and monitor implementation of capacity-building plans to determine whether targets have been met according to the work plan.

10. Assist ARC Southern Sudan partners in improving monitoring and evaluations systems to ensure proper documentation of activities and achievements.

11. Provide ongoing technical assistance to partners to improve their capacity to manage and run GBV programming according to international standards and guidelines and in accordance with “do no harm”.

12. Organize and facilitate partner workshops and networking activities to enhance the support systems that exist among local and community-based actors.

13. Support exchange visits between programs and organizations to share information, and experiences and identify best practices and challenges, and enhance collaboration and networking among partner.

14. Help local organizations to join the GBV Prevention Network, as feasible and possible.

15. Provide support and guidance to other ARC staff to assist in their capacity-building activities.

16. Represent ARC and partner CBOs at national level GBV Working Groups and assist partner CBOs to facilitate county level GBV Working Groups

17. Regularly report to the GBV Officer on all activities, progress and achievements, to document challenges and lessons learned.

18. Assist with any other duties, as deemed necessary.

Requirements

1. University degree in social sciences, public health or other relevant field; preferably a post-graduate degree in management or a related field.

2. Expert in GBV, gender, or public health with a previous academic and/or work experience with GBV prevention and response programming; knowledge of the guiding principles and IASC Guidelines on GBV Interventions in Humanitarian Settings a must.

3. At least 3 years experience in managing and implementing projects in difficult environments; prior experience managing a local organization with significant supervisory experience.

4. Extensive experience in technical and organizational capacity-building activities, especially conducting trainings; in-depth knowledge of program design, including assessments, proposal writing, and program implementation.

5. Must be fluent in written and spoken English.

6.Prior experience working at the community level, with thorough understanding of how to communicate clearly at the community level, especially with regards to GBV.

7.Strong leadership and management skills; ability to work individually and within a team.

8.Ability to write clear, detailed, and concise reports (preferably with a computer) and consistently able to meet deadlines.

9.Willingness to travel throughout communities and work in a participatory manner with a variety of populations.

10. Strong verbal and written knowledge of Juba Arabic and other local languages.
