CARE Somalia/South Sudan Opportunities: Assistant Program Manager

CARE Somalia/South Sudan is an International NGO working in Somalia and South Sudan. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.

CARE is looking for a suitable candidate to fill the position of Assistant Program Manager (APM) for its Promoting Re-integration of IDPs, Returnees and Host, Communities Project (PRIRCH) to oversee the Program planning, implementation, monitoring and evaluation activities of the PRIRHC initiative in accordance with CARE programming principles/standards and donors’ contractual obligations.

Job Summary

Reporting to the Upper Nile State Program Coordinator(UNSPC), the Assistant Program Manager will be responsible for program planning, implementation, monitoring, evaluation and reporting through the overall management and coordination of PRIRHC strategy and component activities, advising the UNSPC on capacity building issues with respect to populations affected by conflict and future program development and ensuring that the program staff effectively monitor activities and prepare reports in a timely manner to track the progress of the interventions. The APM will also be responsible for Human Resources Management and Development and will provide advice and planning assistance on personnel requirements for local staff recruitment and staff training needs of his/her direct reports. The incumbent of this position will oversee the establishment and operation of Village Savings & Loans Association (VS&LA) by supporting the development and implementation of VS&LA in the target areas, training, supporting and monitoring partner LNGO staff in the implementation of VSLA in the target areas, providing technical advise through regular follow-up to the implementing partner LNGO staff and the VSLA groups to ensure the VSLA component meets high standards and preparing, procuring and distributing inputs required for the establishment of VSLA groups ensuring that the inputs are delivered efficiently before the start of the season.

H/She will in close collaboration with the UNSPC, ensure effective program support functions are maintained for the CARE Tangwiya Operations by providing technical and budgetary information as requested by the country office, preparing project budgets in donor format and revise budget if deemed essential, supporting CARE Upper Nile Program, Malakal office by preparing cash projections on a quarterly basis to help in disbursement of funds, reviewing project budgets and initiate actions for purchase of goods and equipment with adequate information and specification for budgeted items as well as manage security arrangement for project staff and project properties in coordination with UNSPC, LLP project manager. The APM will also be responsible for Monitoring and Reporting and will prepare Livelihoods component project budgets and advice the UNSPC on the level and efficiency of expenditure and revise budget if deemed essential, make regular monitoring field visits and develop relevant but simple reporting formats for use by the LNGOs and project staff implementing the livelihoods component, prepare monthly reports and workplans for the attention of the UNSPC pointing out areas that require sub-office intervention and ensuring that plans are in line with the overall CARE Upper Nile Workplans as well as support the LNGO staff to prepare monthly work-plans and monthly reports for the attention of the Grants Officer and UNSPC.

Required skills and qualifications

  • University degree in Agriculture, Economics or Social Sciences with specific training in Farmer Field Schools Approach, VSLA, or other relevant livelihoods area. Experience in group organization, capacity building of savings groups is a key requirement.
  • At least 3 years working with an International Organization in the livelihoods, agriculture, or environment sectors with specific experience on technical oversight of actions in VSLA/Micro Finance, FFS, Environment and WASH primarily through local implementing partners.
  • Solid experience of participatory approaches and coordination with governments / local authorities.
  • Experience in report writing, budget management and tracking of project resources.
  • Good leadership qualities and ability to interact effectively with team members, donors, counterparts and organizations.
  • Experienced problem solver and decision maker.
  • Experience in peace building, civil society strengthening, working through partnership, knowledge about rights based programming, working with IDPs and in hardship areas.
  • Fluent in written and spoken English
  • Excellent inter-personal skills and proven skills in people management with attainment of results through diverse multi-talented technical teams.
  • Ability to work independently and meet deadlines yet effectively coordinate program activities with other CARE projects and other similar interventions being implemented in the same operational area.
  • Advanced computer skills (Word, Excel, PowerPoint, AutoCAD)
  • Report Writing skills
  • Computer literate

Desired skills and qualifications

  • Knowledge of the Arabic language, written and spoken.

This is an unaccompanied position in Malakal, South Sudan with frequent travel throughout the PRIRHC project areas.
