CARE International in Kenya Procurement & Logistics

CARE International in Kenya seeks to fill the following positions in its General Support Unit. The positions will be based in Nairobi with extensive travel to our Sub Offices in North Eastern and Western Provinces.

1. PROCUREMENT COORDINATOR: HR2009/11/33
Job Summary
Reporting to the General Administration and Procurement Manager, you will perform Head Office procurement activities to ensure adherence to policy and procedures, ensure the efficient procurement of goods and services including consultancy contracts in a timely manner and within donor regulations and monitor Sub Offices procurement to identify gaps and provide
solutions to any procurement issues.

Duties and Responsibilities:
• Coordinating unit staff and Procurement of Goods and Services
• Manage all procurement activities that require quotations, including sealed bids, normal bidding processes and Required Vendors
• Reviewing procurement status reports to ensure goods and services delivered to the users are as per agreed dates and specifications
• Carry out vendor rating analysis and obtain approval from the Vendor Committee based on performance, reliability and other procurement related factors
• Overseeing the receipt, scrutinising and processing of purchase requisitions by the Procurement Officers
• Ensure the preparation of consultants’ contracts as per CARE Kenya/Donor regulations
• Work closely with logistics Section in ensuring timely transportation of procured goods to the end user.

Required Qualifications and Skills:
• Bachelor degree in Business Administration or Diploma in purchasing and Supplies from Certified Institute of Purchasing & Supply (CIPS).
• 4 years of relevant experience in Procurement.
• Excellent grasp of NGO/Donor policies and procedures relevant to procurement.
• Ability to effectively conceptualise decisions related to bid analysis and product service quality assessment.
• Ability to assess costs and devise better methods for cost control.
• Ability to achieve results through others.
• Be able to understand internal and external statutory laws that affect procurement & logistics.
• Good communication and Interpersonal skills.
• Good people Management skills.

2. LOGISTICS AND INVENTORY OFFICER: HR2009/11/34
Job Summary
Reporting to the General Administration and Procurement Manager, you will provide logistical support in the movement of project material as well as tracking of capital assets.

Duties and Responsibilities:
• Receive goods and advice on the most appropriate movement system for the materials with regards to the mode of transport, route of transportation, packaging and grouping
• Ensure relevant forms are prepared and submitted on time for tax Exemption (where necessary)
• Confirm and scrutinize the customs and freight documentations against the actual details of the materials (where applicable)
• Manage CARE Kenya property by ensuring electronic registering, tagging, and updating of CARE property list.
• Ensure that the Sub offices comply with the laid down procedures regarding property management.
• Ensure the correct procedures are followed in the disposal of all obsolete and un-repairable property items.

Required Qualifications and Skills:
• Diploma in Business Administration or Logistics with basic accounting knowledge with 2 years of relevant experience
• Good knowledge of business processes in the Transport industry and the Custom Regulation will be an added advantage
• Computer skills
• Ability to work with others and support others
• Good communication and interpersonal skills.
