Duties and Responsibilities:
Under the direct supervision of the Logistics Officer (Project Lead Engineer), the Port/ Marine Engineer will be responsible for the following tasks:
- Provide technical recommendations for any salvage, dredging, repairs, port equipment required to improve port's capacity and effectiveness for the ports of Mogadishu, Kismayo and beach ports, Merca, El Maan, etc., and the implementation thereof;
- Prepare operational plans to bring Mogadishu port up to ISPS compliance, prepare detailed works description (on basis of information available and research) and required port handling equipment specifications ready for tender;
- Design and prepare regulations and procedures for effective and efficient port management and a documented strategy for their implementation;
- Assess current port operations and design, prepare and provide training to port staff at different levels of port operations with the objective to improve efficiency of the port operation;
- Provide technical supervision of port restoration activities including the provision of aids for navigation, markings, buoys etc;
- Make recommendations of maintenance schedules for all port equipment, including tugs, pilot boats, markings, buoys, etc., and prepare cost estimates;
- Review technical proposals and prepare review reports with recommendations;
- Prepare Scope of works and Bill of Quantities for works, services or equipment to be tendered;
- Supervise contracted works within his/her range of duties;
- Perform any other duties as assigned;

Education: University degree in Engineering.
Experience:

Experience:
- At least five years of progressive work experience in port/marine engineering or related areas.
- Proven experience in quality control and monitoring of contractors.
Knowledge: Ability to use office computer software programs including but not limited to Microsoft Office, AutoCAD and Lotus Notes.
Language: Fluency in English writing and speaking skills. Knowledge of Somali language is desirable.

- Good negotiation skills and ability to communicate effectively.
- Additional training and professional experience in the field of work would be an advantage.
