Energy Regulatory Commission (ERC) Jobs: Senior Manager, Economic Regulation and Economist

Career Opportunities in the Energy Sector

Our client, the Energy Regulatory Commission (ERC) is a State Agency established under the Energy Act 2006.

The Commission is the sector regulatory agency responsible for economic and technical regulation of Electric Power, Renewable Energy and Downstream Petroleum sub-sectors.

This includes tariff setting and review, licensing, enforcement of standards, dispute settlement and approval of power purchase and network service contracts.

The Commission is seeking to fill the following positions with a view to enhancing its operational capacity:

1. Senior Manager, Economic Regulation

Reporting to the Director of Economic Regulation, the successful candidate will provide support in the management of the Commission's economic regulation function.

Key responsibilities:
  • Take a lead role in the design, analysis and review of tariffs and tariff structures in the energy sector;
  • Review and analyse statutory trading arrangements; including electric power purchase agreements, network service contracts and petroleum refining, storage and pipeline transportation contracts;
  • Monitor and enforce compliance with regulatory performance targets;
  • Take the lead role in the preparation of the Indicative National Energy Plan;
  • Undertake research and policy analysis and; prepare position papers and reports
Qualifications, Experience and Skills:
  • Minimum of a Master's degree in Economics, Econometric or equivalent from a recognized university;
  • At least seven (7) years relevant experience, three (3) of which must be in a senior management position;
  • Understanding of the contemporary issues in the energy sector; and
  • Excellent analytical and communication and skills.
2. Economist

Reporting to the Senior Manager, Economic Regulation the successful candidate will collect, collate and analyze relevant data and facilitate the assessment of the economic impacts of the sector regulations and Commission's decisions.

Key responsibilities:
  • Monitor and investigate tariffs and product prices in the energy sector
  • Assist in the preparation of the Indicative National Energy Plan;
  • Monitor and evaluate the performance of sector utilities; and
  • Conduct research and policy analysis and; prepare position papers and reports.
Qualifications, Experience and Skills:
  • Minimum of a Master's degree in Economics, Econometric or equivalent from a recognized university;
  • At five (5) years relevant experience;
  • Good understanding of the energy sector; and
  • Excellent analytical and communication skills
