National Field Officer –NOA

United Nations Office for the Coordination of Humanitarian Affairs (OCHA) Sudan invites applications from suitably qualified Sudanese citizens to fill the post of National Field Officer (NOA) based in Juba, South Sudan.

DUTIES AND RESPONSIBILITIES

Under the overall supervision of Head of Office and the direct supervision and guidance of the Head of Emergency Preparedness within the Emergency and Preparedness Unit, the National Field Officer will be responsible for:

Supporting and strengthening the capacities of the Government of South Sudan and Humanitarian Agencies to prepare, mitigate and respond to emergencies.

Liaising with: UNOCHA colleagues in all the Units, State RCSO, UN agencies, NGOs, SSRRC and relevant GOSS authorities.

Specific Tasks

  • Organize and facilitate contingency planning and EP&R training at State Level.
  • Provide secretariat support for the SSRRC-led Humanitarian Coordination Forum.
  • Organize, participate, and in some cases lead, interagency needs assessments.
  • Update information products relating to humanitarian needs.
  • Monitor the general humanitarian situation in the geographical area of responsibility and report regularly on the security situation.
  • Ensure key findings and recommendations and final assessment reports are widely disseminated and debated in the relevant forums.
  • Promote the use of the interagency agreed guidelines, sphere standards, criteria of intervention and checklists.
  • Help shape team objectives.
  • Perform any other duties as may be assigned from time to time.

Qualifications

Masters Degree in Social Sciences or relevant field. A first degree only will be considered for candidates with exceptional relevant professional experience.

Relevant Experience

  • At least 2 years experience in a similar position with an international organization engaged in relief and development work in the Sudan.
  • Thorough knowledge of assessment methodologies and practical field work.
  • Experience of humanitarian coordination.
  • Experience in working with government counterparts and capacity building.
  • Experience in working under pressure.

Other competencies

  • Initiative, independence and sound judgment, maturity and team spirit, service oriented approach, problem solving and action oriented, excellent drafting skills, reporting and communication skills.
  • Proven ability to manage complex information.
  • Excellent computer knowledge (Microsoft Office applications: Word, Excel, PowerPoint), E-Mail programmes (Lotus Notes preferred or MS Outlook), Internet search machines and responsible virus free internet usage.
  • Knowledge of handling GPS receivers and Thuraya phone of advantage.

Language Requirements: Fluency in written and spoken English
