Job Purpose
To ensure that Save the Children UK Programme in Kenya is of excellent technical quality, attracts significant donor funding and contributes significantly to national/global learning, advocacy and programme development.
As part of the core Senior Management Team, the post-holder shall also contribute to the development and/review of the country strategic direction and policy formulation.

The Programme Design & Quality Director is responsible for coordinating effective programming in Save the Children UK Kenya .
Key Accountabilities
- Contribute to the development and/revision of country strategic plan ensuring sound technical analysis in the thematic areas of work.
- Lead in development of thematic plans and technical content of project proposals based on comprehensive and sound technical analysis of child rights situations in country, informed by innovative models for improving children’s rights and in line with donor strategy and guidelines.
- Supervise and coordinate activities of thematic technical advisers to ensure provision of adequate, synergistic and high quality technical support to thematic programmes/project implementation.
- Oversee the design and implementation of Save the Children UK Kenya advocacy strategy in line with the global advocacy strategy and campaigns.
- Lead in developing and institutionalising a robust design, monitoring & evaluation system, child rights situational analysis, baselines, operational research and evaluations for Kenya programme to inform programme learning, development and advocacy.
- Oversee and coordinate the technical review of Save the Children UK periodic reports, donor reports and technical papers to ensure the highest quality possible in conformity to Save The Children UK and donor requirements.
- Oversee and coordinate the development, review, dissemination and implementation of technical policies and guidelines for effective programming in Kenya programme, including training of programme staff in various technical areas.
- Lead and motivate the team of technical advisers to achieve high performance in their respective roles. This shall include leading on recruitments, inductions, objective setting, regular supervision and feedback sessions, mid term and annual performance reviews.
- Manage the overall budget for programme technical inputs in compliance with Save the Children UK and donor stipulations for grants management.
- Represent the principles and work of Save the Children UK to donors, government, United Nations, Non Government Organizations, INGOs and media as may be required.
- Actively participate in Senior Management Meetings effectively contributing to timely and quality strategic decisions for country office.
- Comply with and promote all Save the Children UK Global policies e.g. Child Safeguarding, Whistle blowing, Fraud, Health and Safety and other relevant policies.

Person specification
Essential:
Essential:
- Masters in Development Studies or Social Sciences or relevant thematic discipline
- Substantial number of years INGO experience in programme development and implementation including at a senior management level
- Conversant with current thematic issues and debates in developing countries
- Fine thematic strategy, project proposal and technical paper writing skills.
- Excellent planning and coordination skills.
- Excellent written and oral presentation skills
- Ability to lead and motivate a team of highly qualified technical experts.
- Extensive experience of working in at least 1 Save the Children technical area (health, education, child protection, nutrition, food security or livelihoods)
- Willingness to adhere to and promote Save the Children UK’s Child Safeguarding and other global policies
Desirable:
- Excellent understanding of child rights programming.
- Good understanding of EC, UK Aid, World Bank thematic strategies
- Prior experience in emergency programme development.
