Background Information

The Truth Justice and Reconciliation Commission is established under Section 3 (1) of the Truth Justice and Reconciliation Act No 6 of 2008 with the objective of promoting peace, justice, national unity, healing, reconciliation and dignity among the people Kenya.

The Commission invites applications from qualified Kenyans to fill the following positions.

Investigators
(6 Positions)

The Commission is seeking to employ the services of investigators with expertise in the following areas: criminal investigations, human rights, forensic accounting, corporate structures, land transactions and records.

Duties and Responsibilities

Reporting to the Director of Investigations, the Investigators will assist in the conduct and management of investigations of civil and political rights violations, including assassinations, massacres, illegal detentions, torture, disappearances, forensics, fiscal, economic, social and cultural rights violations; including alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of public, natural and national resources, abuse of authority and all and any violations that fall within the TJRC's mandate; gather evidence; prepare evidence for hearings, obtain and review relevant documentation; conduct interviews and take statements; gather and analyze electronic and documentary evidence; determine whether matters involve potential fraud, corruption or other illegal conduct warranting referral to national authorities; conduct forensic investigations and gather evidence related to activities of individuals, state and non state actors, manage the forensic equipment and tools.

Requirements for Appointment
  • Bachelors' degree forensic science, criminal justice, criminology, law or related areas. Eight years qualifying experience in administrative investigations and forensic science may be accepted in lieu of an University degree;
  • A minimum of ten years of progressively responsible experience in professional investigatory work in law enforcement, government, national or international investigation agency, with practical experience in administrative forensic investigations is required;
  • Knowledge and understanding in the field of corruption, land, human rights, fraud, administrative investigations and computer/IT forensic techniques and forensic tools;

Librarian

Duties and Responsibilities

An officer at this level will report to the Information and Documentation Manager and will be responsible for the Commission's library services.

Duties and responsibilities will include; indexing and abstracting journal articles, operating a Current Awareness Service (CAS), conducting information searches from electronic databases; selection and acquisition of information in consultation with the Research, Investigations and Legal Units; and assisting with documentation work.

Requirements for Appointment
  • Bachelors Degree in Library Studies or Information Science or equivalent qualifications from a recognized Institution, Eight years qualifying experience in a medium size library may be accepted in lieu of Bachelors degree.

Records Management Officer

Duties and Responsibilities

An officer at this level will report to the Information and Documentation Manager and will be responsible for the management of the Commission's Registry.

Duties will include; overseeing the operation of the registry; ensuring that letters are appropriately filed and marked to action officers; controlling and opening of files and updating file index; ensuring security of information/files in the registry; up-dating and maintaining up-to-date file movement records; ascertaining the general cleanliness of the registry; and guiding and supervising staff under her/him.

Chief Hansard Officer

Duties and Responsibilities

Reporting to the Information and Documentation Manager the officer duties and responsibilities will be to; plan and facilitate in liaison with Hansard staff the timely and accurate production of transcripts; organize transcribers/recorders into relevant groups during recordings inside and outside the secretariat; record plenary, hearings and other relevant proceedings as may be determined by the commission; make requisitions of stationery and material required in Hansard; merge transcripts with the view of producing a complete report; proof read edited copies on the reports; organize for printing of final hearing transcripts for distribution to the relevant units of the commission; Provide guidance to recorders on the production of reports on Hansard proper preservation of equipment.

Requirements for Appointment

Hansard Editor

Duties and Responsibilities

Reporting to the Chief Hansard Officer, Hansard editor will be responsible for editing transcribed records established from the proceedings of Commission's sittings and hearings drawn from audio, tapes to word processed manuscripts.

Duties include preparing accurate edited drafts and ensuring that the edited pieces are in tandem with first draft transcripts; maintaining consistent and accurate Hansard format in accordance with Hansard style Guide and other reference manuals; establish and maintain accurate indexing in the final transcripts and reports; preparation of and maintenance of database for the production of the official reports and PDF files.

Requirement for appointment

Reports to Chief Hansard Officer and will be responsible for recording proceedings of Commissions meetings and hearings and accurately transcribing audio from tapes or word processor for onward transmission of first draft to the Hansard Editor; apply indexing to final report; Prepare and maintain database for the production of the official reports and PDF files; keep the Chief Hansard Officer informed of matters that may affect the effective service of Hansard.

An officer at this level will report to the Secretary /CEO. Internal Auditor

Reports to the Commission.

Duties and Responsibilities

Ensures financial transactions are strictly within the rules and regulations of the government; Verification of operations and activities with the view to assessing economy, efficiency and effectiveness with which the committee resources are utilized.

Preparation and presentation of routine Audit Reports to the Committee, independent reviews of internal control systems; Verifies the accuracy of the financial records, examines management procedures and internal controls to ensure accuracy, and checks for mismanagement, waste, or fraud, with a view to proactively stem all forms of resource misappropriation; reviews company operations compliance with corporate policies, laws, and government regulations.

Reports to authorities that financial statements have been prepared and reported correctly, and in accordance with Central Government GAAPPs; ensures that the assets (Current and Non-Current) are properly used and utilized and that any form of misuse, abuse, mismanagement is documented, and reported to the Committee; ensures that expenditure are properly undertaken, supported by original documents and are within the authorized expenditure budget facilitates and assist in all external audits by authorized government auditors; any other duties that might be assigned by the Director, Finance & Administration.

Requirements for Appointment
  • Bachelor's degree in Commerce (Finance or Accounting option ) or a business- related field;
  • Be a Certified Information Systems Auditor (CISA);
  • Be a fully qualified accountant CPA (K), ACCA, CIMA, CA or equivalent qualification;
  • At least five years internal audit experience preferably in the financial services sector;

Duties and Responsibilities

Reporting to the Director, Finance and Administration and responsible for all finance and account services at the Commission.

Specific duties and responsibilities will entail: preparation of budget; Interpretation of financial policies, budgetary controls and making financial returns; monitoring financial expenditure trends and projections for the monthly and quarterly reports and ensuring cash flow are not disrupted; control and coordination of both routine and none routine accounts; accurate preparation of financial statements and overall expenditure of the organization; safe custody of the Commission's assets and records under him/her and providing guidance to officers under him/her.

Requirements for Appointment
  • Have a Bachelors degree in Commerce (Accounting or Finance option) and passed Part III of the Certified Public Accountants (CPA) Examination;
  • Have worked for at least eight (8) years in accounts profession in a large organization in Public or Private Sector, three (3) of which should be in the middle management;
  • Have attended relevant finance management course from a recognized institution;

Accountants
(2 Positions)

Duties and Responsibilities

Reporting to the Accounts Manager, specific duties and responsibilities at this level will entail: verification of vouchers and committal documents in accordance with laid down rules and regulations; data capture, maintenance of primary records such as cashbooks, ledgers, vote books, registers and preparation of simple management reports such as imprest and expenditure returns etc.

The officer may also be as deployed as a cashier where duties will entail receiving duly processed payments and receipt vouchers; writing cheques and posting payments and receipt vouchers in the cash books and balancing of the cash books on daily basis; organizing for withdrawal of cash for office use and ensuring safety of the same at all times; extracting and providing cash liquidity analysis; ensuring security of cheques and cheque books; paying personal and merchant claims guided by cash balances in the cash books and Treasury Regulations; and receipting of all money due and payable to Government.

  • Bachelors degree in Commerce (Accounting or Finance option) and passed Part III of the Certified Public Accountants of Kenya [CPA (K)] examination;

Duties and Responsibilities

Reporting to the Human Resource Manager. Specific duties and responsibilities will entail: processing of salaries, remuneration gratuity and benefits; maintaining up to-date human resource information systems; implementing human resource management matters within established policies in the Commission in consultation with the Director of Finance and Administration; facilitating recruitments, appointments disciplines and communication of decisions; ensuring staff medical scheme is updated; assisting in facilitation of targets-setting and annual performance/appraisal evaluation; and ensuring the Commissions is in compliance with all Government regulations including legal and statutory requirements.

Senior ICT Officers
(2 Positions)

Duties and Responsibilities

An officer at this level will be responsible to the Chief Information Management Officer for provision of a variety of information communication technology services.

Specific duties and responsibilities at this level will entail: installation and maintenance of computer systems; configuration of Local Area Network (LAN) and Wide Area Network (WAN); developing and updating application systems; carrying out systems analysis, design and programme specifications in liaison with users; carrying out repairs and maintenance of information communication technology equipment and associated peripherals; drawing up hardware specifications for information communication technology equipment; verification, validation and certification of ICT equipment; and overseeing the process of configuration of new equipment, ensure security and integrity of commission data and communication.

Duties and Responsibilities

An officer at this level will be responsible to the Chief Information Management Officer for all documentation work in the Commission.

Specific duties and responsibilities will entail: development of a classification system for documents; classification of documents according to the classification system; carrying out records appraisal; drafting records retention and disposed schedules in accordance with the Public Archives and Documentation (Act Cap 19); indexing of documents according to classification system; development of a back-up system for the document; liaising with Information Communication Technology personnel for electronic back-up of the documents; and loaning of documents to the Technical Department on request.

Officers at this level will be attached to various Commission Units and will report to the unit Directors. Civic Education and Outreach Programme Manager

Duties and responsibilities

Reporting to the Secretary /CEO, the Civic Education Programme Manager will plan and execute a civic education programme for the TJRC.S/he will be responsible for the coordination of all public awareness and education campaigns nationwide.

S/he will coordinate a team of Provincial Civic Education Coordinators.

Requirements for Appointment
  • An advanced degree in Social Sciences or Bachelors Degree in any social science with minimum 8 years experience in conducting civic education, community mobilization and social work;
  • Must have coordinated a country wide Civic Education Programme on human rights, constitutional review or similar endeavour;
  • Experience in project management, co-ordination, monitoring and evaluation and report writing skills;
  • A resident or local of the province possessing good understanding and knowledge of the province such as; geography, socio - economic and political dynamics;
  • Very good familiarity with Kenya's social political environment and history;

Civic Education Coordinators
(2 Positions)

Duties and Responsibilities

Under the overall direction of the Civic Education Programme Manager, the Civic Education Coordinators will be tasked with delivery of civic education nationwide and will carry out the following tasks:

Co-ordinate and ensure the timely implementation of civic education activities, public awareness and education on the TJRC mandate with purpose to increase public awareness and participation in the process; coordinate and facilitate the dissemination of IEC materials at provincial level; coordinate and mobilize forums for awareness creation initiatives; monitor civic education activities at provincial level; provide administrative and logistical support to the Civic Education programme within the province such as facilitating visits and public hearings. In consultation with the communications department, develop provincial work plans for civic education and co-ordinate and monitor its implementation; act as the contact-person between the TJRC and the Provincial Administration, Local Authorities, Civil Society Organizations, Interest Groups and other stakeholders within the Provinces. The duration of these positions is eight months( renewable)

Regional Coordinators

Duties and Responsibilities

Reporting to the Secretary/CEO of the Commission, the Regional Coordinators will provide all administrative support services to the Commission.

Specific duties and responsibilities will entail: providing logistics support to the TJRC's technical departments; overseeing the provision of logistics services for Commission members and staff during their provincial visits, documentation and records keeping; facilitating results based planning and performance measurement; co-coordinating preparation of the Commission's budget; overseeing finance management in the regional office, administration support and logistics, human resource management, accounting and procurement services; and reviewing budget implementation to ensure it is in line with the TJRC's budgeted activities.

Requirements for Appointment
  • Be in possession of a Bachelors Degree in Business Management/Administration, Public Administration or any of the Social Sciences;
  • CPS II or a post graduate Diploma in Management/Administration will be an advantage;
  • Have worked in a senior management position for a minimum period of five years;

TJRC seeks to recruit officers with expertise in gender, minority and children's rights. The officers will be deployed in the Gender Unit (2 positions) Minority Support (2 positions) and Witness and Victims Unit (2 positions)

Duties and Responsibilities will entail: Assisting the commission in relation to its mandate as it relates to human rights concerns of minorities; Providing support to all departments in drafting opinions and reports to the Commission members; conducting research in collaboration with the Research Unit and analyzing human rights violations detailed in the TJRC Act and assessing their impact on minorities; Officers will be required to define work plans for the areas assigned in accordance with established terms of reference; ensure the provision of administrative support to Commission members; provide support to witnesses and victims that come before the TJRC including legal, psychological and other support as may be necessary; perform other duties as required.

Requirements for Appointment (Gender, Minority and Children's Rights Support Officers)
  • Advanced University Degree (Masters or equivalent) in social sciences, preferably with specialization in women's and gender studies, human rights or a closely related field;
  • Substantive experience working on women's human rights, children's and minority rights;
  • Five years experience working in field of gender and development or human rights, two of that should have been in a management position;
  • Demonstrated strong oral and written communication skills in English and Kiswahili.
Requirements for Appointment (Witness and Victims Support Officers)
  • Bachelors Degree in Psychological Counseling from a recognized Institution and;
  • Have Post graduate Diploma in Trauma Counseling; a combination of relevant academic qualifications and qualifying experience may be accepted in lieu of the advanced university degree;
  • Have worked as a Counselor for a minimum period of six (6) years in the Public Service, Private Sector or Non-Governmental Organisation (NGO);
  • Be an active listener with excellent interpersonal and communication skills in both English and Kiswahili.

Media and Communications Officers
(4 Positions)

Reporting to the Director of Communications, the officers will be responsible for ensuring the implementation of information campaigns to publicize the work of the TJRC including the drafting of information strategies, coordinating related activities, analyzing and reporting on impact, and taking appropriate follow-up action.

They will monitor and analyze current events, public opinion and media coverage, identify issues and trends, and advise management on appropriate action/responses.

S/he will undertake activities to promote media coverage of priority issues and/or major events; implement the TJRC's media strategy and action plan, the initiation of pro-active media outreach efforts, proposing/arranging press conferences/media coverage, dissemination of information materials from the Public Information and Research Units and undertake appropriate follow-up action and analysis and reporting on the impact of coverage.

Requirements for Appointment
  • Bachelors degree in communication, journalism, public relations or related field;
  • Minimum of seven years of progressively responsible experience in public information, journalism, communications, or public relations required;
  • Good research and analytical skills and ability to rapidly analyze and integrate diverse information from various sources; up-to-date knowledge of current topics and issues and ability to identify communications opportunities and risks in a changing and complex political environment;
  • Ability to establish priorities and to plan, coordinate and monitor own work plan. Ability to interact effectively with a range of target audiences in clearly communicating information and to build and maintain successful and productive networks with key constituencies;
  • Excellent drafting and editing skills in English;
  • Good presentation and public speaking skills. Ability to apply technical expertise to resolve a range of issues/problems;
  • Uses time efficiently, speaks and writes clearly and effectively. Listens to others, correctly interprets messages from others and responds appropriately.

Statement Takers
(300 Positions)

The Commission invites appropriately qualified Kenyans to apply for positions of statement takers. The position is tenable for a period of six (6) months from the time of appointment and successful candidates will be deployed in all Provinces. Candidates should specify province and proficiency in local language(s) in their applications. Successful candidate may be required to undertake qualifying competency tests.

Duties and Responsibilities

Statement takers will assist the TJRC in meeting its mandate by recording relevant statements, confessions, testimonies and records of other materials as may be available from witnesses in the field.

Requirements for Appointment
  • Graduate, paralegal or university student; relevant qualifying experience will be considered
  • KCSE Certificate - minimum C-
  • Excellent communication skills;
  • Proof of study in any social field/science and some knowledge of human rights;
  • Knowledge of Computer applications;
  • Aptitude to imbibe intensive short term human rights training;
  • Ability to communicate in local language depending on station (province) of appointment;
  • Flexibility, adaptability, ability travel and to work in challenging environment;
  • Residence in the Province of deployment will be an advantage.
Requirements and skills for all positions
  • Not have been involved, implicated or associated with human rights abuses, crimes, corruption, any other matter which is to be investigated under the TJRC Act;
  • Not be involved in active participation in affairs of any political party or other organizations whether registered or unregistered which propagates partisan views with respect to the work of the Commission;
  • Possess good interpersonal and communications skills; and be a team player with ability to multi-task and work with a diverse workforce; have initiative, creativity and be result oriented;
  • Have a clear understanding of and commitment to the Commission's mandate;
  • Be proficient in computer applications;
  • Ability and willingness to work long hours and to deliver on assignments within short deadlines and willingness to perform other duties that may be assigned to her/him at the Commission;
  • Willingness to travel with the Commission to all parts of Kenya;
  • Aptitude to treat sensitive and confidential information appropriately;
  • Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work of the Investigations teams;
  • Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently;
