Job Title: Programme Assistant (Cash & Vouchers)
Post Grade: G5 (Service Contract)
Accountabilities: Under the direct supervision of the Programme Officer (Cash & Vouchers) and working in close collaboration with Programme Officers in both the Country Programme and PRRO Units, the incumbent will perform the following duties:
Major Duties and Responsibilities:
- Be familiar with all options of cash and voucher delivery mechanisms and technical feasibility;
- Conduct cost/benefit analysis of various cash/voucher options
- Advise on technology and delivery mechanism most appropriate for the project environment;
- Put in place an online beneficiary database and M&E system;
- Assist in developing M&E systems for cash/voucher initiatives compatible with the delivery mechanism;
- Identify training needs of beneficiaries, and participate in design and training of beneficiaries together with cash/voucher provider and partners on correct usage of technology;
- Liaise with field M&E staff, VAM and CP and PRRO staff and participate in data collection activities including baseline study, regular market price monitoring in urban areas, and post distribution monitoring;
- Support procurement on negotiations with partners and financial institutions on costs and required services;
- Liaise with other Country Offices, Regional Bureau and Headquarters on various cash delivery options and lessons learned; keep updated in new developments in area of cash/voucher programming;
- Consolidate automatically generated monitoring data from points of service and assist in preparation of M&E reports;
- Perform other duties as required to support cash/voucher activities.
Education: Secondary school education, preferably supplemented by courses in a field related to computer programming and/or electronic cash transfer/banking mechanisms. A university degree would be an added advantage.
Experience: Four years of progressively responsible experience in development or food aid. Experience with cash projects and IT experience preferable.
Skills: Web application development with working knowledge of .Net programming software, Windows Mobile Software. Working knowledge of MSSQL Server and Access Database.
Good interpersonal and team-building skills; proven ability to work as part of a multi-cultural team; strong analytical skills; good computer and writing skills. Previous experience with data collection would be an added advantage.
Language: Fluency in both written and spoken English and Kiswahili.
