National Migration Health Officer

Position Title: National Migration Health Officer

Classification: Grade NOA/01 (UN Salary Scale for GS Staff)

Duration of Appointment: Six months with possibility of extension

1) Background

Under the overall supervision of the Regional Representative for East & Central Africa,

technical supervision of the Regional Migration Health Assessment Coordinator and in

coordination with the Health Programme Officer, the incumbent will work closely with

government counterparts and partner agencies to develop and implement components of

the MRF Nairobi Migrant Health Programme, with geographical focus on Kenya.

Responsibilities will involve the components of emergency response, urban migrant

health, government institution-building on migration health, and overseeing direct service

provision by IOM and partners. Particular attention will be paid to government strategic

planning, coordination, and supporting implementation of the NHSSP II, KNASP III, UN

programmes of support, and other related strategies and guidelines.

2) Essential Functions

1. Manage implementation of the urban migrant health programme, including

community-based and (potentially) clinical activities in the Eastleigh Community

Wellness Centre

2. Prepare regular reports to supervisors on progress, oversee data management

and analysis, and produce publicity materials related to the urban migrant health

programme framework.

3. Manage other programme components, including technical cooperation project

and activities related to health assistance for crisis-affected populations, and

disease outbreaks and response.

4. Maintain active and positive liaison with relevant counterparts within government

at the central, provincial, and district levels, to move programme development and

implementation forward.

5. Support health authorities to convene regular coordination meetings of

implementing partners and other stakeholders.

6. Serve as a technical resource to government counterparts, and ensure that

migration health is incorporated into health planning processes at the district,

provincial, and national levels.

7. Provide ongoing liaison and technical support to the Department of Health

Promotion in establishing the Coordinating Centre on Migration Health.

8. Support analysis and management of data captured through IOM databases;

liaise with universities and internships, and provide technical support to theses

and publications.

9. Liaise with universities in Kenya in order to develop memoranda of understanding

on migration health, seek joint research opportunities, and facilitate hosting of

internships / theses within IOM.

10. Draft technically component and well-written project proposals in collaboration

with government counterparts and implementing partners, write reports to donors,

and draft programme marketing materials.

11. Ensure effective data capture for M&E and programme marketing, including

photography.

12. Perform any additional duties that may be assigned by supervisors.

3) Qualifications

University degree in medicine, social science, public health or development

studies. Advanced degree in public health, epidemiology, anthropology, or

development is desirable.

Minimum of four years professional work experience in health, development,

and/or human rights.

Experience working in an intergovernmental organization or UN agency.

Demonstrated capacity in the project management cycle.

Understanding of migration health desirable.

Detailed of Ministry of Public Health and Sanitation and Ministry of Medical

Services structures, and of government health strategies, guidelines, and

programming processes.

Strong English writing skills, with demonstrated capacity to write and edit technical

health documents.

Research exposure desired, including development of instruments, data gathering

and analysis, and write-up.

Fully proficient in MS Office, with capacity desired in quantitative data analysis,

digital photography, and publishing packages desired.

Required IOM functional competencies: effective communicator, successful

negotiator, creative and analytical thinker, active learner, team player, and crosscultural

facilitator.

4) Languages

Thorough knowledge of English and Kiswahili. Knowledge of migrant languages is an

advantage.
