Monitoring and Evaluation Specialist, Sudan




Project Summary:
The United States Government (USG) is the leading international donor to Sudan providing more than $5 billion in assistance since 2005. As part of the USG’s commitment to support peace, save lives and safeguard human rights in Sudan, USAID programs promote stability, recovery and democratic reform, and provide basic health and education services to the Sudanese people.
The USAID/Sudan Program Office is responsible for conducting analysis, strategic planning, program budgeting, designing and monitoring development programs pursuant to USAID/Sudan’s Country Strategic Plan, 2004-2009 and the Mission's annual Operational Plan.

Position Summary:
The Mission’s Monitoring and Evaluation Specialist, based in the Program Office will perform the following duties: serve as the Mission's Monitoring and Evaluation Specialist, develop and maintain performance systems, and lead the collection of annual periodic reporting documents. The Monitoring and Evaluation Specialist reports directly to the M&E Advisor on issues related to the Mission's monitoring and evaluation of performance. This is a long-term position for Sudanese citizens only.


Responsibilities:
The duties are: coordinate the monitoring and evaluation of the Mission's Country Strategic Plan; coordinate portfolio reviews; update the Mission Performance Management Plan (PMP); complete the indicator tables for the Annual Report; conduct site visits; and participate in technical reviews of new and revised activities. Details of these duties are:
• Maintain and Update the Mission Performance Management Plan (20%)
Performance Management Plans have been established for the technical sectors of the Sudan Country Strategic Plan for 2004-2009. In collaboration with the Program Areas and Technical Teams, the Monitoring and Evaluation Specialist will maintain and update the PMPs, indicators and targets for economic growth, basic education, health, and governing justly and democratically within compliance of the U.S. Government regulations, standard indicators and other monitoring and evaluation systems.
• Portfolio Reviews (20%)
Assist the Technical Teams with preparation and analysis of performance data for the semi-annual and annual portfolio reviews to determine progress by the Program Office and Technical Team and the Mission. Collaborate with the Administrative Assistance to prepare documents for distribution. This includes preparing the Issues Action Tracking Sheet and distributing the sheet to the Strategic Objective (SO) Teams.
Collaborate with support offices to prepare accurate pipeline levels and future resource requests as well as procurement plans for the portfolio review.
Invite external and internal stakeholders annually to determine if the program is “on track.”
Document the portfolio review by preparing minutes to capture issues, discussions and recommendations.
Prepare an Action Tracking Sheet to monitor quarterly the progress toward completing tasks developed during the review.
• Annual Reporting of Performance and Projections (20%)
Collaborate with the Program Areas Teams to complete annual reporting of indicators, performance measures, and project targets for out years. Collaborate with the Technical Teams to annually update the Mission’s Strategic Performance progress indicators. Assess extent to which indicators remain relevant and useful as the nature of activities change over time.
• Data Quality Assessments (15%)
Participate in data quality assessments to ensure validity, integrity, precision, reliability and timeliness of all performance data. Identify deficiencies and suggest corrective actions.
• Site Visits (15%), Technical Reviews (5%), and perform other duties and tasks as assigned (5%).

Qualifications:
• A bachelor degree in a development-relevant field or research. A Master’s degree preferred and/or equivalent experience in monitoring and evaluation research is desirable.
• A minimum of five years of functioning in M&E exercises for an international organization of a NGO is required.
• Strong written and oral communication skills are necessary. Applicants are requested to submit a writing sample that analyze and draw conclusions based on analytical findings.
• Excellent time management skills, interpersonal skills, and computer skills. Knowledge of gender issues and experience in gender data collection, analysis, and reporting would be useful.
