Vacancy Announcements

Lutheran World Federation/Department for World Service Kenya Programme is seeking to recruit Kenyan nationals for the following positions, to be based in Dadaab Refugee Camp.

1. Deputy Project Coordinator (DPC)

Deputy Project Coordinator will be based in Dadaab and shall be responsible for coordinating and overseeing operational plans in the camp management sector, as well as taking on additional programmatic responsibilities as delegated by the Project Coordinator.

The DPC will report directly to the Project Coordinator and deputize him/her in overall project management.

Key Responsibilities:

* To assist the camp management officers and camp officers in the implementation of funded activities.
* To be the focal person in the project for integrating and adopting cross-cutting issues including Complaints and Response Mechanism (CRN), accountability to Disaster Affected Populations (DAPs), Rights Based Approach (RBA) and Participatory Approaches.
* To assist and support the PMEO in the preparation of monthly, quarterly and annual reports.
* Facilitate a monthly program review meeting based on narrative and financial reports.
* To assist the PC in ensuring staff awareness of and strict adherence to LWF policies, Code of Conduct for humanitarian workers, Refugee protection and Prevention of Sexual Exploitation and Abuse (PSEA) of beneficiaries.
* To assist the PC in liaising with the Government of Kenya (GOK), UNHCR, implementing partners' (IP), refugee, host communities and field staff in facilitating community-based management activities in the camps.
* Perform any other duties and responsibilities assigned by the PC or the Program Unit in Nairobi.

Professional Qualifications, Skills and Experience:

* University degree in Social Work, Sociology, Political Science or any relevant field.
* At least 4 years experience in humanitarian program management, preferably in refugee or Internally Displaced Persons (IDP) settings.
* Professional training in M&E and/or Project Cycle Management.
* Strong representation, negotiation and coordination experience gained from working with UN organizations, national and international NGOs.
* Excellent computer skills.

2. Logistician
1 Position

Desirable Qualifications:

* Diploma in purchasing and supplies, or equivalent combination of training and experience
* At least 5 years of progressive experience in humanitarian program management, preferably in the refugee settings.
* Strong knowledge of computer applications, especially MS word, Excel, Outlook and Access
* Mature individual, with attention to detail, able to work independently and under stressful conditions and tight deadlines

Relevant Experience:

* Knowledge of Material Management, Distribution Management and Contingency Operations.
* Must have a well developed knowledge of all three core competencies and well grounded understanding of the six proficiencies: Distribution & materiel management, report writing, warehousing storage and control, fleet management
* Must be in a position to direct develop, & perform logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, or other designated program.
* Must be capable of identifying the specific requirements for money, manpower, materiel, facilities, and services needed to support the program;
* Correlating those requirements with program plans to assure that the needed support is provided at the right time and place.
* He/She must have knowledge of agency program planning, funding, and management information systems,
* Must have broad knowledge of the organization and functions of activities involved in providing logistical support, coordinate and evaluate the
* functional specialists to identify specific requirements, develop plans and schedules for the actions needed to meet each requirement on time.
* Should posses the ability to integrate the separate functions in planning or implementing a logistics management program.

3. Camp Field Officer
3 Positions

The CFO shall be responsible for overseeing the strengthening & functioning of community-based management structures & mechanisms for refugees in Dadaab camps.

Professional qualifications:

* University Degree in social sciences and on-job training in the Project Cycle model Relevant experience:
* At least 3 years experience in refugee camps or humanitarian program management Experience gained in mobilizing the community will be an added advantage.
* Strong analytical, problem solving and quick response experiences in humanitarian contexts with skills in proposals and report writing.
* Experience in working with refugees and/or local communities to promote community-based structures and institutions for self-management.
* Strong representation, negotiation and coordination experience gained from working with UN organizations, national and international NGO's.
* Working knowledge and experience of humanitarian principles, SPHERE and UNHCR standards and field security protocols and procedures.
* Excellent computer skills in word processing, spreadsheets, use of internet and email

4. Camp Surveyor
(3 Positions)

This is a Camp based position responsible for surveying and demarcations, CIS mapping & Analysis, technical planning/designing and reviewing of site plans and camp layout to promote safety, accessibility and effective service delivery in Dadaab camps.

Professional qualifications:

* Diploma in Land Surveying, GIS, Geography or related technical field
* Proven academic and/ or on-job training in refugee/ internally displaced persons (IDP) camp layout and site plans design.
* Proficiency in application of GPS and GIS technologies , Map info Professional, and AutoCAD

Relevant experience:

* At least 3 years experience in humanitarian program management, preferably in the refugee settings.
* Strong analytical, problem solving and quick response experiences in humanitarian contexts with skills in proposals and report writing.
* Possession of negotiation and facilitation skills and experience working in forced migration settings, awareness promotion in communities and compliance with site plans and enforcing them.
* Strong representation, negotiation and coordination experience gained from working with UN organizations, national and international NGO's.
* Working knowledge and experience of humanitarian principles, SPHERE and UNHCR standards in shelter and camp management.
* Excellent computer skills in word processing, spreadsheets, urban planning computer software use, of internet and email

5. Information Officer
(1 Position)

This is a senior position responsible for overseeing the strengthening of camp coordination through information gathering, dissemination to relevant agencies and development of a data bank.

The incumbent of the position will be reporting to the Project Coordinator or her designate.

Professional qualifications:

* University Degree in Library studies or Information Management

* A Vocational postgraduate qualification at Diploma or MA/MSc level is highly desirable

Relevant experience:

* At least three year experience in similar field with proven truck record of information management.
* Have experience or worked in the field of journalism & flexibility to undertake a variety of tasks ranging from managing a unit by yourself.
* Organization and time management skills & excellent communication skills, both oral and written;
* Initiative and a creative approach to problem-solving; Confidence and assertiveness; Good team working and networking & excellent research skills
* IT skills above and beyond the usual familiarity with packages, including excellent internet-based research skills & experience of web design.

6. Maintenance Supervisor

Professional qualifications:

* Should posses a Diploma in building and constructions

Relevant Experience:

* Six years experience in general maintenance or other maintenance responsibilities that would include the ability to recognize electrical, plumbing, and mechanical malfunctions or equipment failures.
* Proficient in English Language Written and Oral & ability to understand complex and written instructions
* Extensive experience in maintenance of building infrastructures, plumbing and electrical installations & able to provide technical advice to the management on the use of equipments, maintenance and safety.
* Ability to deal tactfully and courteously with fellow employees and vendors/contractors & make bills of quantity for all LWF constructions & supervision of the same; maintain up to update inventories and other supplies as needed.
* Ability to install, inspect, repair and maintain the electrical, plumbing and other related systems of all LWF Dadaab locations.
* Thorough knowledge of the occupation hazards and corresponding safety precautions necessary for the safe performance of assigned duties
* Ability to communicate with technical specialists and to interpret technical drawings and specification documents.
* Working knowledge and experience of humanitarian principles, SPHERE and UNHCR standards and field security protocols and procedures.
* Must be willing and capable of working under stressful environment.
* Excellent computer skills in word processing, spreadsheets, use of internet and e-mail

7. Field Security Officer
(3 Positions)

Key Points of Communication:

* Community Safety Officer and senior staff in LWF Dadaab, relevant staff in UNHCR and other agencies and refugee leaders.

Professional Qualifications:

* Diploma in Social Work, Sociology, Security Manangement, Criminology, Disaster Preparedness or any relevant social science field in a reputable college.
* Proven academic and/or on-job training on the Community Policing approaches.
* Have worked in a security field (police/military) for at least 3yrs with good track records.

Relevant Experience and skills:

* At least 3 years of progressive experience in humanitarian program management, preferably in refugee settings.
* Experience gained in managing community vigilant activities is an added advantage.
* Strong analytical, problem solving and quick response experiences in humanitarian contexts with skills in proposals and reports writing.
* Experience working with refugees and/or local communities to promote peace, safety and security between neighboring communities.
* Knowledge and experience with the Community Policing approach in enhancing collective community action for safety and security, fire fighting skills and communication procedures (use ofVHF and HF's).
* Strong representation, negotiation and coordination experience gained from working with UN organizations, national and international NGOs.
* Working knowledge and experience of humanitarian principles, SPHERE and UNHCR standards and field security protocols and procedures.
* Experience in Training ofTrainers/Facilitators skills (TOT &TOF).
* Excellent computer skills in word processing, spreadsheets, use of internet and email.

8. Camp Physical Planner
(1 Position)

The CPP is responsible for technical planning/designing and reviewing of site plans and camp layout to promote safety, accessibility and effective service delivery in Dadaab camps.

Professional qualifications:

* University Degree in Urban Planning.Architecture, Surveying, Geography or related technical field
* Proven academic and/ or on-job training in refugee/ internally displaced persons (IDP) camp layout and site plans design

Relevant experience:

* At least 3 years experience of progressive experience in humanitarian program management, preferably in the refugee settings.
* Strong analytical, problem solving and quick response experiences in humanitarian context; with skills in proposals and report writing.
* Possession of negotiation and facilitation skills and experience working in forced migration settings

9. Shelter Construction Assistant

Professional qualifications:

* Should posses a Diploma in building and constructions with a background in development works

Relevant experience:

* Minimum three years experience in management of construction projects in a Humanitarian organization preferably refugees setup.
* Must be able to carry out an analysis of the alternative implementation approach based on a thorough consultation with all key stakeholders.
* Have the ability and responsible for training and capacity building the staff and beneficiaries on shelter constructions, bricks molding and construction of shelters
* Ability to have overall responsibility for the management and. implementation of the project and to document lessons learned and incorporate into project where appropriate, such as reporting, budget management and project delivery.
* Capable of managing partners relations including monitoring and evaluation of progrjuri activities and daily management of shelter programme
* Capable of coordinating with local communities, camp leadership and maintain positive relations
* Ability to produce timely programme reports, interim & final donor reports & experience of working in participations with the local stakeholders
* Demonstrable experience in project planning, implementation, monitoring and evaluation including planning tools for shelter and other construction activities;
* Excellent interpersonal, motivational and management analytical and writing skills.
* Have experience of negotiating contracts with private sector contractors, Excellent computer knowledge on spreadsheets, internet and emails
