Director of Operations

Specific Duties and Responsibilities:
- Oversee the daily management of the Secretary General’s office, leading a small team of professional staff within the office.
- Review all correspondence addressed to the Secretary General, draft suitable responses and where necessary mark out correspondence to functional units for action and facilitate follow-up with functional units.
- Clear all letters to be signed by the Secretary General and ensure that the responses are commensurate with requirements and consistent with acceptable standards and formats.
- Prepare and manage the budget of the Secretary General’s office.
- Serve as the Secretary to the Executive Management Team.
- Assist the Secretary General to undertake his role of Accounting Officer of the Community.
- Assist the Secretary General in his responsibility for the effective management of resources of the EAC, both financial and human.
- Advise the Secretary General and the Executive Management Team on strategic policy issues.
- Contribute to the strategic planning of the EAC Secretariat by bringing in the Secretary General’s perspective to the planning process.
- Supervise and oversee the performance of a small team of professional staff within the Secretary General’s office.
- Represent the Secretary General in important events he is unable to attend.
- In the absence of the Secretary General, represent him within the EAC Headquarters respecting the role of the Deputy Secretaries General.
Qualifications:
- Masters degree in any of the following areas: Management, Public/Business Administration, Economics, Law, ICT, Engineering.
Experience:
- At least 15 years’ experience, 10 of which must have been at senior management level in either public or private sector. Strong project management experience is imperative.
- Good interpersonal relations, organisational skills, team leadership and performance management are essential for the position.
- Ability to innovate change, modernize administrative systems as well as to mentor, coach and develop staff is desirable.
Skills and Competencies:
- Analytical, interactive, results oriented, computer literate, planning, networking, negotiation, team building, supervisory, project implementation, research, management information systems, monitoring and evaluation skills.
- Excellent oral and written communication skills and working knowledge in English are essential.
Circumstances:
- Willing to accept an initial three year management contract.
- Must be prepared to live and work in Arusha, Tanzania.
- Age: 38-54 years.
This position is DFID funded, and is a non established position whose contract terms are limited to the period of support (3 years) and may only be renewed subject to extension of the funding.
Attractive consolidated remuneration packages for non-established fixed contract positions will be paid in accordance with the EAC regulations on short term Staff contracts.
